THE PHILIPPINE DRRM LAW:
IMPLEMENTING RULES ANF
REGULATIONS
REPUBLIC ACT 10121

The Philippine DRRM


Law was signed on May 27,
2010– by President Gloria
Macapagal Arroyo during
of the 14 Congress.

-replaced the almost three-decade
old Presidential Decree 1566 of 1978.
-due to the Arroyo-Aquino
transition, the implementing rules and
regulations (IRR) of the law was
drafted and approved on September
27, 2010.
-followed by the long process of
reviewing the framework of the previous
National Disaster Coordinating Council
(NDCC) to come up with a new
framework.
-after nine months, on June 16 2011, the
new framework for the National Disaster
Risk Reduction and Management was
signed.
-finally, on February 7, 2012 the
National Disaster Risk Reduction
and Management Plan
(NDRRMP) plan was approved by
the National Disaster Risk
Reduction and Management
Council (NDRRMC).

Act of 2010 is an act which
aims to strengthen the
Philippines’ DRRM System and
provide for a national
framework.
Section 4 of the Law

-provides for the development of


policies and plans
-implementation of actions and
measures pertaining to all aspects
of disaster risk reduction
management including:
 good governance
 risk assessment and early warning

 knowledge building and awareness

raising
 reduction of underlying risk factors

 preparedness for effective response

and early recovery

The act also provides a framework as to
how to respond particularly on
communication, resource allocation, and
jurisdiction of the government. It also
requires all stakeholders to come up with a
solid DRRM plan which will be universally
followed and will not be changed by
whoever in charged of the government.
Therefore, it requires a
DRRM plan that can be
executed without delay and
prejudice.
Section 2
-develop, promote, implement a
comprehensive NDRRMP
-aims to strengthen the capacity of the
national government and the LGUs,
together with partner stakeholders
-to build the disaster resilience of the
communities, and to institutionalize
arrangements and measures for reducing
disaster risks

The four areas correspond to
the structure of the NDRRMC.
The goals of the NDRRMP is
envisioned to be achieved by
2028 through 14 objectives, 24
outcomes, 56 outputs, and 93
activities as its indicators.

National Disaster Risk


Reduction and Management
Council - The National Council
shall be headed by the Secretary
of the Department of National
Defense (DND).
-it effectively changes the then-
NDCC (National Disaster
Coordinating Council) to the current
NDRRMC., with its new composition
of key government officers would be
able to prepare for, respond to, and
recover from.
Section 6

Powers and Functions of the


NDRRMC- The National Council,
being empowered with policy-
making, coordination,
integration, supervision,
monitoring, and evaluation
functions, shall have the following

 Develop a NDRRMF
 Ensure that the NDRRMP is consistent

with the NDRRMF


 Advise the president on the status of

disaster preparedness, prevention,


mitigation, response and rehabilitation
operations
 ensure a multi-stakeholder participations

in the development

and emergency alert system
 develop appropriate risk transfer

mechanisms
 monitor the development and
enforcement by agencies and
organizations
NDRRMP
-valid from 2011 to 2028
-change the mindset of the people from
doing just a disaster preparedness to
disaster risk reduction and management
-serves as a guide for the country to
achieve national development by building
communities which are adaptive to natural
hazards
-promote the welfare of the people and
make significant contributions to the
sustainable development of the country by
lessening the impact of disasters
-it is made to align with other national
development: Philippine Development
Plan, National Security Policy, National
Climate Change Action Plan in ensuring
integration.
Section 10
Disaster Risk Reduction and
Management Organization at the
Regional Level- The current Regional
Disaster Coordinating Councils shall
henceforth be known as the Regional
Disaster Risk Reduction and
Management Councils (RDRRMCs)
which shall coordinate, integrate,
supervise, and evaluate the activities of the
RDRRMC
-responsible in ensuring disaster
sensitive regional development plans,
and in case of emergencies
-shall establish an operating facility
to be known as the Regional Disaster
Risk Reduction and Management
Operations Center (RDRRMOC)
whenever necessary.
Section 11
Organization at the Local
Government Level- The existing
Provincial, City and Municipal
Disaster Coordinating Councils shall
henceforth be known as the Provincial,
City, and Municipal Disaster Risk
Reduction and Management Councils.
The Barangay Disaster
Coordinating Councils shall cease to
exist and its powers and functions and
be assumed by the existing Barangay
Development Councils (BDC’s)
which shall serve as the LDRRMCs in
every barangay.

Local Disaster Risk Reduction and


Management Office (LDRRMO)

Section 16
Declaration of State the Calamity
The National Council shall
recommend to the President of the
Philippines the declaration of cluster
of barangays, municipalities, cities,
provinces, and regions.
Section 17

Remedial Measures
The declaration of a state of
calamity shall make mandatory
