IRS SUPERVISION STRATEGY

DEFINITIONS
Monitoring:
Monitoring is the regular observation and recording of
activities taking place in a project or program.

It is a process of routinely gathering information on all


aspects of the project

To monitor is to check on how project activities are


progressing

It is observation, systematic and purposeful observation


DEFINITIONS
Supervision

Supervision is an act of watching a person or


activity and making certain that everything is done
correctly, safely, etc.

Supervision is a process of making sure that


somebody is doing a task or behaving correctly.

Supervision is a process of making sure that an


activity is done correctly and properly.

Why Monitoring and Supervising
• Supervision and Monitoring are two important aspects
of IRS Implementation process

• This is done to ensure adherence to guidelines

• Monitoring is done at all levels of IRS implementation


and planning namely:
-Central, Provincial, District and at Operational
Level

• The most important of all these levels is the supervision


at operational level because this is where IRS takes place

Levels of Monitoring and Supervision
• Operational Level
Supervision at operational level starts from the store room
to the base/station

This is done daily by the IRS manager and IRS supervisors

• At District Level
IRS stakeholders and the PHO team will periodically
monitor the IRS implementation in the district

• The community also plays a part in the monitoring of the


IRS program
-Identifying where the problem is/or who the problem is
-Advising on what to do, they provide solutions

• Standard tools are used for monitoring and supervising
IRS activities

• Key areas are monitored using the checklist and are


grouped as follows:

-Office Questions
-Store Room Questions
-Field Questions

• Information, Education, and Communication/ Social


and Behavioral Change Communication
Areas to Monitor
• Transportation of Insecticides, equipment and spray
operators

• Performance of the team leaders and Supervisors

• Community perception and acceptance of the


program

• Data accuracy

• Submission of spreadsheets
-Submission of Pay sheets
-Performance of the vendors
 
• Public relations between the spray team and
the community

• SBCC on IRS to the community by spray


operators

community i.e. ITN coverage and utilization

ROLES OF KEY PERSONNEL

Spray Operators:
Sprays houses according to guidelines.

Records spray and household data.

Gives instructions on the next steps after spraying


to the householder.

Visits structures to be sprayed the next day and


cleans and maintains equipment.

Follows up the work of spray operators.

Verifies spray and household data.

Escalates any spray issues to the supervisor.

Supervises spray operators.

Supervisor
 Supervises and monitors the progress of spray teams in the field

 Carries out spot checks to ensure spray quality

 Schedules the spray activities to ensure better performance

 Provides on site technical support and feed back on areas of


need

 Checks accuracy and completeness of data

 Ensures compliance to environmental regulations

IRS Manager
 Supervises all spray activities in the district

 Oversees community mobilization activities and data collection


activities

 Supervises data entry and spreadsheets

 Prepares weekly activity reports.

 Represent the IRS project at meetings with community leaders and


local steering committees

 Organizes and manages the IRS program and ensures that all
guidelines are followed to achieve set targets.

Provincial Health Office
Support the districts in the province in all
Technical areas.

Provides a link between the districts and the


central level.

Clarifies procedures and technical guidelines.

Oversees IRS activities in the province
