1. INTRODUCTION
Occupational Safety and Health (OSH), also commonly referred
to as Occupational Health and Safety (OHS) or Workplace
Health and Safety (WHS)
Safety Health Welfare

As defined by the World Health Organization (WHO)

"occupational health deals with all aspects of health and safety
in the workplace and has a strong focus on primary prevention
of hazards”
RICE COMPETITIVENESS ENHANCEMENT FUND
Objectives

• To maintain and promote the physical, mental and social well

being of the workers
• To prevent occupational diseases and injuries.
• To adapt the work place and work environment to the needs
of the workers i.e. application of ergonomics principle.
• It should be preventive rather than curative.

OHS Standard

A set of mandatory OSH standards which

codifies all safety orders being enforced
prior to its promulgation.

It contains administrative requirements,

general safety and health rules, technical
safety regulations, and other measures
to eliminate or reduce OSH hazards in
the workplace.

OHS Management System Model

This OHSAS Standard is

based on the methodology
known as PDCA Cycle

Terms
ACCEPTABLE RISK CORRECTIVE ACTION
Risk that has been reduced to a level that can be action to eliminate the cause of a detected
tolerated by the organization having regard to its nonconformity (3.11) or other undesirable
legal obligations and its own OH&S policy (3.16) situation

AUDIT HAZARD
systematic, independent and documented
source, situation, or act with a potential for harm
process for obtaining “audit evidence” and
in terms of human injury or ill health (3.8), or a
evaluating it objectively to determine the extent
combination
to which “audit criteria” are fulfilled

CONTINUAL IMPROVEMENT WORKPLACE

recurring process of enhancing the OH&S
any physical location in which work related
management system (3.13) in order to achieve
activities are performed under the control of the
improvements in overall OH&S performance
organization
(3.15) consistent with the organization’s (3.17)
OH&S policy (3.16) RICE COMPETITIVENESS ENHANCEMENT FUND
Scopes

• Establish an OH&S management OHSAS Standard:
system to eliminate or minimize risks • Making a self-determination and

parties who could be exposed to • Seeking confirmation of its
OH&S hazards associated with its conformance by parties having an
activities interest in the organization , such
as customers
• Implement, maintain and continually • Seeking confirmation of its self-
improve an OH&S management declaration by a party external to

• Assure itself of its conformity with • Seeking
stated OH&S policy certification/registration of its
OH&S management system by an
external organization

2. DEFINITIONS
ROLL-OVER PROTECTIVE STRUCTURE (ROPS):
A structure on a farm tractor or self-propelled machine that limits most equipment roll-
overs to 90 degrees and protects the operator within the frame of safety if he/she is
wearing the seatbelt.

RICE COMPETITIVENESS ENHANCEMENT FUND

POWER TAKE-OFF (PTO):
A shaft that allows transmission of power from a farm tractor to a piece of
equipment attached to it.

RICE COMPETITIVENESS ENHANCEMENT FUND

ATTACHMENT:
A piece of farm equipment that is pulled behind or mounted on to a tractor or
other self-propelled farm equipment. Examples include ploughs, discs,
wagons and cultivators.

3. MANAGING AND IDENTIFYING HAZARDS
 IDENTIFY all significant hazards on your farm;

 If you can, ELIMINATE the hazards;

Key Points:

 If you can’t eliminate the hazards, ISOLATE them;

 If you can’t eliminate or isolate hazards, MINIMIZE them;

 MONITOR hazards regularly;

 Record significant hazards, controls and monitoring in a
HAZARD REGISTRY.

Agricultural Signs
DANGER SIGNS
Danger signs must be used only where an immediate hazard exists.
Danger signs must have RED as the predominant color for the upper
panel, BLACK outline on the borders and a white lower panel for
additional sign wording.

CAUTION SIGNS
Caution signs shall be used only to warn against potential hazards or
to caution against unsafe practices. Caution signs shall have YELLOW
as the predominant color, black upper panel and borders, YELLOW
lettering or "caution" on the BLACK panel, and the lower YELLOW
panel for additional sign wording.

SAFETY INSTRUCTION SIGNS

Safety instruction signs, when used, must be WHITE with GREEN
upper panel and white letters to convey the principal message. Any

7. IMPORTANT SAFETY REMINDERS
• No one is immune from accidents.
• Serious accidents occur in all communities.
• No machine is completely safe.
• Farm machineries are powerful machines.
• Many farm accidents involve misuse of agricultural
machinery and tractors.
• Our society demands safer working conditions.
