Introduction

Among other things that are happening amidst this pandemic, it is change that impacted us all. Suddenly, the world is put into halt with the
restrictions we are forced to abide with to conquer, or at least minimize, the harmful effects of COVID-19. People’s lifestyle has abruptly shifted
and the non-usual things that people were not used to become the new normal. Indeed, the pandemic has greatly touched not just the people’s lives
but also businesses and the government.

From the start of the surge of COVID-19 in 2019, many businesses in the Philippines shut down, most especially those businesses that are
classified as non-essential products and services. Moreover, there are businesses that resorted to retrenchment to keep their businesses afloat.
Business closure and retrenchment create a huge problem to the Philippine government as unemployment rate resulted to a quick rise.

The statistics released by the Department of Labor and Employment gave an abrupt increase in unemployment rate in the Philippines,
adversely affecting the disposable income of the Filipinos, and the economy in general. The operations of PESO - an employment facilitating
agency of the Local Government Units all over the country, were also affected by the pandemic. The Department of Labor and Employment put
almost all employment facilitating programs that would entail mass gatherings on hold.

In Biñan City, many of our residents became unemployed as many businesses ceased to operate. In 2021, it grew bigger that many families
in Biñan feel more impoverished. In response, PESO-Biñan immediately assessed the situation and conceptualized programs that would make the
agency still operational despite the restrictions being implemented.

Innovation became our office’s focus. New and efficient methods are employed to continuously provide services to our fellow Biñanenses.
Our office remains adaptive to changes and keeps on serving the people which has been our mantra until today. In this presentation, we have
enumerated the best practices of our office to sustain our operations and accomplish our goals for the People of Biñan.

A. Innovation – City of Biñan Employment Assistance
Program
“ The City of Biñan Employment Assistance Program gave retrenched employees from SME`s
that closed temporarily and permanently hope for better future during the pandemic.”

Introduction:
The lockdowns being implemented in some parts of Luzon and Metro Manila brought
about a lot of problems in our country. One of which was the rising statistics of the
retrenched employees due to the numerous small and medium enterprises that closed
temporarily and permanently. Biñan City was not spared to the situation. During that time,
many of these retrenched workers, particularly Biñan residents, approached the Public
Employment Service Office of Biñan and sought help in order for them to find jobs that
would help them and their families survive their daily needs during those difficult times.

Walfredo Dimaguila, Vice Mayor Gel Alonte, some members of the
city council and other department heads to conceptualize programs
that would help in addressing this major problem.

After several meetings, Mr. Garcia and his PESO Biñan team
conceptualized a new program dubbed as CBEAP which stands for City of
Biñan Employment Assistance Program. He immediately drafted a project
proposal and requested for an augmentation of existing programs and
additional budget to be able to make the project a possibility which was
approved by the City Mayor and the members of the City Council.

Objectives:
1.To provide emergency employment to the retrenched employees.
2.To decrease unemployment rate due to retrenched and permanent closure
of businesses in the city brought about by COVID-19.

Project Proposal:
•Target: 174 beneficiaries
•Duration: 3 months (22 days per month x 3 = 66 days)
•Budget: 4,593,600

General and Specific Objectives:

Generally, City of Biñan Employment Assistance Program (CBEAP) aimed to provide emergency employment and
decrease the number of unemployment rate in the Biñan City Laguna due to retrenchment and permanent closure of businesses in
the city brought about by COVID-19.

Specifically, it aimed to address the following:

•To help the families of the retrenched workers to have income that would help them with their daily needs during the time of
pandemic.

•To save these families from having mental and emotional conditions caused by the uncertainty of the situation which can create a
bigger problem in the Philippines.

•To help the Local Government of Biñan City with some of their projects that can benefit the general population in the future by
providing them with workers that possess the necessary skills to do those works.

Implementation:

157 retrenched employees worked under CBEAP Program from January to March 2021 (3months) with the salary of 400
pesos per day

Based on the record, there were 174 retrenched workers from different SMEs in Biñan City. Out of 174 retrenched
employees, 157 were accommodated to work under CBEAP Program that gave 90.23% employment rate. Next page shoes the list of
the businesses that temporarily and permanently ceased their operations.

The Barangay Employment Service Units (BESU) in 24 barangays were utilized to conduct the screening and assessment of
the target 174 beneficiaries of the program. Specifically skills to determine the right jobs for them. After the job matching 157
beneficiaries were identified since 17 among the 174 targeted beneficiaries chose to go back to their provinces while others opted to
venture into other businesses or self-employment, an orientation about the jobs and the policies that need to be complied were further
explained to the beneficiaries.

This program (CBEAP) was in partnership with the City Community Affairs Office which was responsible for the
supervision of the workers to ensure that the projects are completed based on the set deadlines. PESO was responsible for the
recruitment of the workers and their salary as well.

The projects that were assigned to the qualified beneficiaries were the following:

•Public School Rehabilitation – worked on the repainting of the roof and the equipment of the school.
•Road Widening - assisted in the repair and asphalting of the roads in Biñan City.
•Canal De clogging - assisted in clearing the canals in Biñan which is an effective flood control measure.
•Garbage Collection - collected trash all around Biñan City.
•Packing of Relief Goods - assisted in packing goods for the relief operations of the LGU of Binan city during calamities.
•Maintenance of Government Properties - worked on the repairs and repainting of some government properties in Biñan.

Impact of the Program:
PESO Biñan is proud that this project created a positive impact in the City of Biñan most especially in unemployment. Based
on the record of the PESO Biñan.

First, 157 retrenched workers were provided with jobs that gave them income during this pandemic that help them support
their families’ needs. An accomplishment rate of 90.23% was achieved after the implementation of the project.

Secondly, this project has helped the beneficiaries and their families to be free from mental and emotional conditions. The
uncertainty of the situation has made a lot of Filipinos sad and worried about their future. In the case of the unemployed workers,
their families were also worried because they did not know what would happen in the future. However, by providing these 157
displaced workers with jobs, the workers and their families’ sadness and worries were replaced with joy and optimism which gave
them hope for a better tomorrow.

Third, the general public has been positively benefitted by this program. The completed projects are now being enjoyed
conveniently by the residents of Biñan. Below are the photos of the projects completed by people benefited by CBEAP.

PESO Biñan has felt fulfilled after seeing the results of this project. Its positive impact is aligned with the direction of our city
government as well as the national government which is to create a better Biñan that can significantly contribute in making the

PESO Biñan Mobile App - First in the Philippines
“Made job searching and application accessible anytime and anywhere.”
Introduction:
Many services become unavailable due to the restrictions brought about
by COVID-19. Implementation of Referral and Placement Service of PESO
Biñan as face to face transactions became limited. Hence, in the desire of PESO
Biñan to be able to maintain its performance in the said area.

PESO Biñan came up with the idea of creating an app where Biñan
residents who are looking for jobs can submit their application without physical
interactions. The app is called PESO Biñan Mobile App. It made jobsearching
and application accessible anytime and anywhere.
General Objective: Home Menu Bar Job Search Applicants Database
To go on with the Referral and Placement function of PESO Biñan to
the residents despite the restriction of COVID-19.

Specific Objectives:
●To provide the applicants with a user-friendly app that they can use in
submitting their job applications.
●To provide the applicants with a convenient, easy and no-physical-interaction
alternative in applying for a job.
●To help more displaced and unemployed residents of Biñan to get jobs to
continually support their families.
●To improve the efficiency of PESO Biñan in terms of sourcing. Accredited DOLE

Implementation:

PESO Biñan App is a technology that provides people with an alternative in applying for a job. Instead of the applicant
applying physically, he or she can use the app and submit their application.

The app was created by the technical team of PESO Biñan and it was launched on June 28, 2021. Five thousand Placement
Accomplishments was the target set by PESO Biñan for this project. The app can be accessed by scanning the QR code or clicking
the URL or link which are both available on the Facebook page of PESO Biñan.

approach them to ask help for job searching in their respective
barangay. Thru the PESO Biñan Mobile App, BESU officers are updated
with the list of job vacancies and other information frequently asked by
Biñanenses when it comes to job searching.

Impact of the Project:
PESO Biñan Mobile App is a tool launched in 2021 to help many unemployed and displaced residents of Biñan. PESO
Biñan team was able to achieve 133.64% of the set target in the Placement Accomplishments.

utilization of the PESO Biñan Mobile App is 98.99%. The residents of Binan who found jobs because of this technology despite the
COVID-19 situation felt relieved because they were able to look for a job so they can support the daily needs of their loved ones who
depend on them.
This technology has also improved the efficiency of PESO Biñan in terms of sourcing which is also important in the
department so the team can focus on other services. As a result, more people are being served by the office.

Based on the data presented above, the job vacancy solicitation rate of Job Vacancies Solicited

the PESO Biñan is 365.11% by which one of the primary factors is that
companies in and in the nearby areas of Biñan City wanted to be part of the
PESO Biñan Mobile App.
This technology has impacted the lives of the beneficiaries and their
loved ones. Despite the difficulties of the situation, they have food on their
tables and they can live their lives properly.

resilience in times of crisis. It has been the office’s mantra to always look for Multimedia Screen

ways to improve their services and find the best tools that can help in keeping
the operations of the department no matter what the situation is.

OFW Returnees Financial Assistance Program: “Paligid Mo, Linis Mo”

“PESO Biñan distributes financial assistance to the OFW Returnees in Biñan during the
pandemic.”

Introduction:
Many Biñanenses working abroad returned to their hometown
in 2021 due to the closure of the companies that they were working
for. These returned OFWs were greeted by a difficult situation that was
happening in the Philippines due to COVID-19. They were all worried
about the uncertainty of the situation and their biggest problem is how
they will sustain their daily needs while unemployed.

The PESO Biñan Team, headed by Mr. Romualdo Garcia, has


seen the problems of the returned OFWs and the PWD sector and
thought of somehow helping them even though it's beyond their
mandate. Mr. Garcia proposed an allocation of budget for the program
called Financial Assistance for OFWs and PWDs of Biñan City.

Project Proposal:

•OFW Returnees Financial Assistance Program: “Paligid Mo, Linis Mo”

Objective:
This program aims to provide the OFW with financial assistance that they could use for
their basic needs for a certain period of time.

Implementation:
The Financial Assistance given to displaced OFWs in Biñan during the pandemic was
thought of by the head of PESO Biñan, Mr. Romualdo Garcia and the PESO Biñan Team. The
office gave PHP 3,000.00 per beneficiary. The amount set would be of great help cover their
daily needs for a certain period of time.
To be able to qualify for this program, any of the following documents must be
presented:

The above requirements were subject to validation. Once validated, the applicant would be eligible for the program. Likewise, to
claim the cash assistance, the PWD beneficiary must clean their house and backyard while the OFWs must clean the front of their house.
The actual cleaning must be photographed for documentation.

The PESO Biñan looked for OFW Returnees in different barangays and conducted an assessment to gather the details of the
qualified beneficiaries, the office posted an announcement on their Facebook page. Applications were gathered through our BESU and
evaluation was done to determine the qualified beneficiaries.

The list of the qualified beneficiaries were then contacted and posted on the Facebook page of PESO Biñan. Distribution of
salaries were made thru the Barangay Employment Service Unit (BESU) who brought their salaries straight to their barangays/home.

“PESO Biñan assigned PWDs to clean their house thru “Bahay Mo Linis Mo” for cash
assistance”

PWDs is another sector of our society who were greatly


affected by the pandemic. Many PWDs in Biñan could hardly find
a source of income that will be able to support for their
maintenance or medicines and this has become their biggest
problem during that time.

The PESO Biñan team proposed a program that would be an


answer to this problem even for a short period of time tagged as
“Bahay Mo Linis Mo” program. A cash for work assistance
program.

•PWD Financial Assistance Program

Target: 260 beneficiaries X P3,000 = P780,000


Objective:
This program aims to provide the PWD sectors with financial assistance that they
could use for their basic needs for a certain period of time.

Implementation:
The Financial Assistance given to PWDs in Biñan during the pandemic was thought of
by the head of PESO Biñan, Mr. Romualdo Garcia and the PESO Biñan Team. The office
gave PHP 3,000.00 per beneficiary. This is a cash for work program by which each
beneficiary were assigned to clean their house for a certain period of time equivalent for a cash
assistance. The amount set would be of great help to cover for their maintenance/medicine for
a certain period of time.
To be able to qualify for this program, any of the following documents must be
presented:

The program given some relief that even for a certain period of time they will never be a burden to their
families but a useful individual who are part of solving the financial problems of their loved ones.

PESO Heart: “ Sapatos na Pinahiram, Trabaho ang Nakamtan”

PESO Biñan Team is trained to always have a BIG heart for those who
are in need. Compassion has always been a compelling reason for the team to
extend their helping hands to those who need it. Here is another inspiring story
about compassion of a PESO Biñan staff during the pandemic.
Mr. Kevin Alcabasa went to PESO Office to search for job, he approached
Mr. Joel Zapata a PESO staff asking for a list of job vacancies. It was during those
times that hiring for DELAMO LENDING INVESTOR CORP. was on going. Joel
interviewed and pre-quality him if he is fitted for the said company. Upon
assessing his qualifications, Joel recommended that he apply for the position
needed by DELAMO LENDING INVESTOR CORP., by which interview is
already on going. But he noticed that Kevin was not wearing a pair of shoes but
just slippers which he thought would give Kevin a negative impression for the
interviewer.
Joel believed in the capability of the guy and he really wanted to help him

thought, Joel lent his pair of shoes to Kevin so he could proceed to the interview
proper. Joel`s instinct was right, after the interview, Kevin was hired by DELAMO
LENDING INVESTOR CORP.
Currently, Mr. Kevin Alcabasa is under probationary period at DELAMO
LENDING INVESTOR CORP. and he is now a candidate for regularization. He
is thankful to PESO Biñan for the opportunity given to him and for the personal
help extended to him. He is likewise grateful to Ms. Joel Zapata, a PESO Biñan
Staff, for her compassion to those in need. Indeed, PESO has a huge HEART for
the needy.

PESO Cares: “ Pangarap na Negosyo, Nakamit sa Tulong ng PESO at DOLE”

During the surge of the COVID-19 pandemic in 2021, many Overseas Filipino
Workers (OFW) lost their jobs and were forced to return to the Philippines with
uncertainty of regaining their job after the surge.
One of this OFW Returnees is Ms. Teresita A. Agulto, a 66 years old, domestic
helper in Hongkong for 28 years. She was one of the OFW returnees who availed the
PESO Biñan`s OFW Returnees Financial Assistance Program dubbed as “PALIGID
MO LINIS MO” program.
She was tearly eyed when she received her financial assistance program from
PESO Biñan`s staff who brought it straight to her house in Barangay Tubigan, she was
so thankful and told us that it will be of great help for her since it will be impossible for
her to go back to her work in Hongkong considering her age and condition. She
informed us that if she can find ways to put up a small business here in the Philippines,
she will never be thinking of going back to Honkong but she was not able to save money
for that.
Going back to the office, the staff informed PESO head Mr. Romualdo A. Garcia
about her condition. Upon learning about it, Mr. Garcia ordered PESO Biñan`s Focal
Ms. Gerlene Clarice Yenko to re-assess Ms. Agulto`s condition and find ways to help
her. Upon assessing Ms. Agulto`s profile for the financia assistance program Ms.
Gerlene Clarice Yenko recommended her to apply for DOLE`s Pangkabuhayan
Starter Kit Program for OFW Returnees thru the Provincial PESO. PESO Biñan team
convinced her to apply for the program bus Ms. Agulto find some difficulties in
fulfilling all the necessary requirements and documents. “Maraming maraming salamat sa PESO at DOLE. Napakalaking
pagpapala sa aming pamilya ang binigay nyo sa aming puhunan.
Nakatulong at marami pa akong natutulungan”

She was quite reluctant to apply for the program because of limited knowledge and her age, she felt that it will be hard for her
to fulfill the requirements. PESO Biñan tried every possible way to convinced her to continue the application. They did not stop until
Ms. Agulto`s papers were completed. PESO Biñan submitted it to the PESO Provincial Office for validation and assessment.
As a result, her application was approved and was able to receive her Pangkabuhayan Starter Kit.
At present. Ms. Agulto is now managing her small business a sari-sari store. She is indeed grateful for this good project of
DOLE. The sari-sari store has been helping her and her family with their daily needs. She no longer worries about their food and
other basic necessities. Likewise, she is thankful for the help of PESO Binan because without their assistance, she would not have
had the store that she is currently managing.
A simple help provided by the PESO Biñan team created a huge impact on her life. It put a smile back on her face as she
hoped for a better life with fulfilled dreams. It is because PESO CARES.
