1. Purpose: To satisfy the customer’s requirements is the ultimate quality objective


of a project. Therefore, the first step of project quality management is to figure
out the customized quality standards for the project. Definite and unified project
quality standards are the cornerstone and foundation of successful project
delivery.

1. At the project preparation stage, the project team and the customer jointly work out
the acceptance standards and specify the process check list needed in process
monitoring.
2. The site engineers handle the process check list. The purpose of the process check list
is to satisfy construction quality standards, thus satisfying the acceptance standards.
The process check table covers key construction procedures and facilitates the
operations of construction personnel (site engineers or subcontractors).

1. Purpose: To set up a demonstration site before the commencement of a project


for quick emulation within the project team and achieving consensus among the
customer, ZTE, and subcontractor in respect to the project quality standards.
2. Responsibility principal: customer, construction manager, quality manager, and
subcontractor
3. Main activities:
A. Work out a scheme for the demonstration site;
B. Verify the project acceptance standards and construction standards;
C. Produce photograph albums for the demonstration site;
D. Construct the first sites of other subcontractors as their respective demonstration
sites.

1. Purpose: In order to make sure the construction personnel can work efficiently
with clear guidelines and be familiar with the necessary knowledge such as
work procedures, regulations, construction process and stipulation, quality
standards and the relevant requirements, the training for subcontractors and SEs
must be done before their involvement in the actual construction work.

1. Purpose:In order to discover the quality problems in the construction


processes and settle them in time to ensure the construction quality
meet the project quality standard, the supervisors from the related
subcontractors should carry out the 100% self-check strictly as per the
project quality checklist whenever completing the site implementation
or finishing the important process work. Generate the checklist records
which need to be confirmed or approved by the site engineer or even
customer.

1.Purpose:In order to servile the construction/ installation work quality and the behaviors
of the subcontractor, specially to discover and correct the work quality problems
timely, ZTE site engineer should carry out the random quality inspection against the
work done by the subcontractors on the routine basis.
2. Responsibility principal: site engineer .quality manager
3. Main activities:
A. work out the inspection plan: in principles,100% quality inspection should be
applied to the tower, antenna and feeder system. And more than 50% quality inspection
should be applied to the other parts.
B. on site inspection: photos should be taken to record the quality problem found in the
inspection against the standards compliance and behaviors. The site engineer should
guide the subcontractors take the corrective measures or solve the quality problems on-
site. For those major quality problems which could not be solved immediately, the site
engineer should issue the “Engineering Quality Problem reworking Notification” with
limited time frame to solve and feedback. The quality manager shall carry out around

1.Purpose:In order to achieve the target of “ avoid the quality problems through
preventive measures, don’t let the happened quality problems repeat”, project team shall
summarize and make the statistical analysis on the happened quality problems, and work
out the corrective & improvement measures, and implement the rework completely on
the closed loop basis.

Rules for subcons > Internal Only

 Only ZTE certified technical staff of subcons are allowed to work in ZTE projects.
 All subcons are needed confirm training dates from QA MIS & get trained 100% their
Technical staff from ZTE.
 subcon need to construct their own Quality control team for every project and share their QA
plan from ZTE QA.
 Every subcon new & old team need to construct at least one modal site and get approval
from ZTE QA team then only team will be eligible for further work.
 subcon project QA engineers make sure implementation of QA standards in project & daily
report to concerned ZTE PQM/QA Engineer.
 subcon QA engineer do 100% site quality self check according to ZTE quality standards and
submit report to ZTE PQM/QA Engineer.
 Quality self check reports must be submitted by subcon QA within a week after installation.
 Time line for rectification of critical issues within 1 day & normal issue within 3 days.
 Without ID card of respective subcon no one will be allowed to work on site. (Sub subcon ID
card will not be acceptable).
 All ZTE & subcon employee has to follow Site Health and Safety rules.
 In case of exceptions for site quality at site need prior approval mail from project and QA
team.
