The region receives annual rainfall varying between 2000mm 10,000mm mostly during June to September but severe water scarcity in the post monsoon period. Poor resource management, shifting cultivation, small & marginal farmers, lack of location, specific production technologies, poor extension services, natural calamities etc. are the obstacles in raising agricultural production and socio-economic condition in the region. Which further worsened the situation was that it was the cotton product of those farmers that was exposed in Lakme Fashion Week. Such incidents are the deviating nature of responsible media towards market media. Imbalances in media coverage between the high and low class, the negligence of rural people from urban make the media urban-centred. The 250 million dalits and tribes in India get less than the share given to actress Kareena Kapoor, in media coverage wise. The Northeast India is also one of the worst victims in this regard. Media coverage on Anna Hazare and Irom Sharmila, both social activists urging the Government to fulfil their demands through hunger strike. Anna strike for merely a week whereas Irom for more than 10 years. The unequal distribution of space by the national media between them is a wonder for the people in India. Media stereotyping on Northeast to be violence prone is undeniably one factor that shake the security of Northeast people in mainland India. The media in India undoubtedly contribute to the isolation of Northeast India from the mainland. Every section of societies should have media access for various points of view and rights to reply. The media should avoid such information which can lead to violence, civil disorder or offense to minority. They must always take into account the professional standards of in formativeness, truth, accuracy, objectivity and balance. They must also be self-regulating within the framework of law and institutions. Last but not the least, media professionals should keep themselves accountable to society as well as to market and employers. Conclusion Media in India irrespective of their shortcomings, they play a significant role in making a difference between today and the next day. As long as we are ruled under democratic government, the importance of media can never be undermined. This means, there are no people representing public neither at the blocks nor at the district levels for developmental works. The village council having limited powers and responsibilities are looking their relevance and importance to accelerate socio-economic development of the rural people. There is a growing demand of empowering village councils. From the academic circle of the state, suggestion has often been offered for adopting people elected body at district level administration. Deputy Commissioner of a District could be supported by people elected body for district development works and Block development officers could be supported by village councils within the block. As of now, practice of rural development by the people in these stages are not participative neither in the plan stage nor in the implementation of developmental works. Mention may be made that the State of Mizoram has adopted urban administration bill called the Mizoram Municipality Bill of 2007. Before the Act was implemented amendments have been made twice in 2009 and 2010 by the State Assembly. Finally, Election of Aizawl Municipal Councilors was conducted in the State capital at Aizawl on 16th Nov 2010 in the 19 wards, in order to replace village councils in the state capital which is meant for rural administration. More than 82 Village Councils of Aizawl city are now called the Local Councils under urban Administration. The Aizawl Municipal Council (AMC) has become the bridge between Local Council and the State Assembly. In the same manner of urban administration; democratic rights and privileges of the rural population of Mizoram could be extended for their developmental works by adopting the 73rd Amendment Act 1992 in a modified form as required by the people of the State.

hanti Niketan Childrens Home was established on the 31st of January, 1989, with the arrival of Lt Col R L Darkim along with his family. The compound, at first under the Leprosy Mission Trust of India was bought by the Zoram Evangelical Fellowship (ZEF) of Mizoram for the purpose of making a Childrens Home with a goal of uplifting the destitute and helpless children of our society. It was on 17th February, 1990, four children one girl and 3 boys from Kinnaur, H.P. were admitted. Since then it has become a home to many homeless, orphans and underprivileged children. Over the years it has provided physical, social, emotional and spiritual needs of these children. Right now we have 92 children (49 girls and 43 boys) from ten States of our country and its neighbouring country. Our only desire is to see these children knowing the Lord and excelling in every aspect of their lives and becoming responsible citizens of our nation. They enjoy and have fun with different types of games and play things. We thank God for providing all the needs to see these famous and beautiful places. We are thankful to the people whom God use as His instruments. These celebrations developed a sense of love and respect towards God and other nations amongst our children. Children participate, display their talents and conduct the programs by themselves. On New Year Eve, we usually have a time of thanks giving service to God for all His faithfulness in our lives. We give thanks to God for having the opportunity to study while many people do not have the good health we are enjoying. The love, care and blessings we receive from His people are indescribable. Dorm Evening: We have special program for every dormitory with a purpose of imparting a sense of leadership and in which we can hunt the childrens talents. All the programs are organized and conducted by respective dorm. We have special food served by the children. Birthday Celebration: Birthday celebration is one of the most anticipated events in our Home. We celebrate birthday every month. We have fun, games and surprise for birthday boys and girls, followed by special prayer for their lives ahead; cake cutting by children celebrating their birthdays in particular month. We eat special food and birthday gifts are given to children. Medical Camp: Doctors from DAV Dental College, Solan came to our Home for free dental check up for the

Jaeem came from Muslim background. He lost his parents while he was only a small boy. After coming to this home, He found the Lord Jesus Christ. He finished MBA and was working in Airtel Company for some years. But the desire to work for the Lord for full time was growing stronger and stronger; he then left that job and is now working with Christian organization in Delhi. His elder brother and other relatives persuade him to come back to his old faith but he said he found the true God, the Lord Jesus Christ and he cannot turn back. No matter what happens, he decided to follow Lord Jesus Christ. My name is Suraj Singh. I was born in a Hindu family. Unable to bear the expense of my education, my parents enrolled me in a destitute childrens Home (Shanti Niketan Childrens Home). Thats where I first encountered Christ and was taught the fundamentals of Christian faith. As I grew up, I began to develop a sense of responsibility of carrying the Gospel to those who have no access to Gospel and my community back in Kinnaur.

The turning point of my life was the sudden demise of my beloved father in the year 2000. Until then I was praying God to send someone who could share gospel to my family, but after my fathers death I dedicated my life for His glorious ministry because it was difficult for me to see my father dying without knowing Christ. (Presently Suraj is doing his M.Th in New Testament in UTC Bangalore. My name is Vishnu. I was born in Hindu family. Because of my family poor condition I was brought to Shanti Niketan Childrens Home. There were so many ups and downs in my family; one of them was my mother met with an accident in 1995. Her spinal cord was totally broken. There were nobody who can look after my mother. I was planning to leave this Home in order to look after my mother. There was something which I remembered in my life is prayer. I prayed to God and the healing takes place. Slowly she recovered from her sickness. I really thanked God for He has done great thing in my family lives. So whenever I get the opportunity, I always share the Gospel to them. I finished my Bachelor Degree in Theology from Presbyterian Theological Seminary, Dehra Dun, India. Now, at present, I am serving in the Shanti Niketan Childrens Home, as an Accountant.

All these worldly dreams whether or not you achieve it, will eventually come to die within a short while. THE PURPOSE 1. A reporter once asked Srila Prabhupada about the purpose of life. His quick reply: The purpose of life is to enjoy. The Hindus in their Bhagavad Gita give details about the purpose in life. Our real, spiritual nature is to seek enjoyment. Krishna is the cause of all causes, the Supreme Enjoyer, and He expands Himself to make unlimited enjoyable relationships possible. If we want to enjoy, there are basically two ways to go about it: 1) The self-centered approach, and 2) The Absolute Truth-centered approach. The self-centered approach assumes "no God, no ultimate purpose," or "it's all about me," and hopes "everything will turn out the way i want." This results in short-lived "happiness" (and depression when its all over). This is materialistic life. The Absolute Truth-centered approach - to act in harmony with the ultimate purpose, with reference to an ultimate creator and controlleris called bhakti-yogareal spiritual life. As a creation of God, we all have a purpose in life which we may not aware of. Going through a few examples it is very clear that we have plan, programmes and goals. Achievement of our goals and dreams makes us a very satisfied and distinct person for the time being. However, it will ultimately lead us into despair and frustration. It will be wise to look up to the Creator and find out what he has in mind for me, the path that he has chosen and the obligations associated with it. I believe that will be the ultimate responsibility, our destination and fate. To find out what is the purpose in Life It may be good to take out your pen and notebook and write down whatever comes into your mind spontaneously. Do not copy others because God may have chosen a different path for you. o/Mizo politics post-Peace Accord (1986) forms an interesting socioeconomic-political-cultural landscape to be explored. The city of Aizawl, over the years has attained its distinctness, as a space/arena where powerpolitics is wrestled. I attempt to understand the dynamics of peoples participation in post-Peace Accord times and bring to the fore the trends in Youth Activism against the silhouette of the project of building an Ideal Zo Christian State. The methodology employed for this paper is a mixed one, using a plethora of available options scanning through local print and mass media coupled with in-depth interviews of residents of the city, human rights activists, pastors, academicians, writers, journalists and the youths. Mizoram has earned the enviable reputation of being the oft-repeated model state in insurgency ridden Northeast India. The Human Development Report 1993 mentions: People today have an urge- an impatient urge to participate in the events and processes that shape their lives. And that impatience brings many dangers and opportunities. It can dissolve into anarchy, ethnic violence or social disintegration. But if properly nurtured in a responsive national and global framework, it can also become a source of tremendous vitality and innovation for the creation of new and more just societies. The Post-Colonial Zo/Mizo Politics propelled by the Politics of the Pan Opticsi has relied heavily on the Youth and students organizations. The vigilant institutions such as the Young Mizo Association (YMA), the Khristian Thalai Pawl (KTP) and also the Mizo Zirlai Pawl (MZP) form the nebulous category of the first generation civil society in Mizoram. These institutions have doubled as mechanisms of systemic or structural control for sustaining the Nexus of Patriarchy. In other words the same people act as agents of the state (that is Government) and the civil society. Though these agencies of systemic control played an effective role in bringing about peace and good governance in the state; overtime, they lost their effectiveness and in the absence of a vigilant mass began to act hegemonic and overwhelming. Bringing to affect, the proverbial fact that power corrupts and absolute power corrupts absolutely. Post Peace Accord socio-political developments include the germination of emergent institutions challenging the hegemony of the Nexus of Patriarchy and leading towards the rise of a vigilant and vibrant civil society. The formation of

the Peoples Right to Information and Development Implementing Society of Mizoram (PRISM, 2006)ii and Youth Movement of Mizoram (YMM, 2008)iii in that sense is a move towards the birthing of an emergent vigilant/responsible civil society. PRISM for instance, has been actively scrutinizing the activities of the government by invoking the provisions of the RTI Act and acting as a legal eagle. On a similar note the YMM has been advocating the need for a restructuring of the old political order and its replacement by a totally new and energetic political party based on youth power. YMM has been actively channelizing is views through the mass media especially through talk-shows, inter-active discussions and signature campaigns etc. These nascent movements for an alternative platform in the civil society critically scrutinize the prevalence of corruption, maladministration, nepotism etc. in Mizoram. The mushrooming of groups such as PRISM, YMM etc. suggests the activist role that the educated citizens and youths have taken upon themselves. The activist/vigilantes role taken by the Youths in Mizoram pre-dates the Rang De Basanti (RDB, 2006)iv syndrome in urban spaces in mainland India. Interestingly, these political developments are trends in urban spaces and have little echoes in the rural spaces. Also, there is a catch to this understanding of the birthing of an alternative civil society that is the members of this new civil society are also member of the erstwhile corrupted agents of civil society like the YMA, KTP, or MZP. In short the challenge to the older civil society comes from within that is through criticism and self criticism. Of late however, these political developments in urban spaces which earlier had little echoes in the rural spaces are being reverberated even in the rural spaces further reaffirming the need to look at rural and urban as a continuum. The mobilisation directed by such activist citizenry is always encapsulated in terms of group demands or memorandums, most often channelled through the prior formation of an association supporting the same. Contemporary group politics in Mizoram is a reminiscent of the Commoners Movement wherein the commoners had mustered their voices in unison to break the hold of the traditional Chieftainship. Group politics in Mizoram in this sense is an expression of political development in Mizoram. The activist citizenry reflects the voice that had been so far been unheard or muted.v Voice is the capacity of individuals, communities and civil society to influence the

governments decisions on issues that affect their lives. It also refers to a wide range of measures such as complaints, organised protests, lobbying and participation in decisionmaking and product delivery. This voice is often political in nature and content; in other words it takes the form of activist citizenry. The quest for inclusion of these voices, remains the core theme of the process of decentralisation since the early 90s. Issues of effective peoples participation, accountability and responsiveness of the state, and citizens as stakeholders of development still plague our visions for social transformation. New strategies, innovative programmes and advocacy with the governments continue to be the under-lying theme to achieve greater peoples participation and true democracy. Youth Activism in Mizoram over the years, just like the rest of the North-East,vi has been strong with deep political inclinations. The MZP is the most prominent first generation face of the Youth Power and ever since its inception in the 70s it has carved a space for itself in Zo/Mizo politics and had enjoyed the slice of power and resource allocations in Mizoram. The direct involvement of the students in the peace process in the late 70s gave them a wild card entry into the political space which, till then was reserved for the elders (Upa) and the members of the Church (Kohhran Upa). The activities of the MZP have been branded as over activism and many are not comfortable with these institutions. Many of our respondents considered the MZP, and its rival group the Mizo Students Union (MSU) as the bud of corruption in society. They take collections from Vai suppliers, contractors all in the name of fund raising and misuse the money that is, they use it for private purpose.vii And even though both these bodies claim to be representing students they hardly seem to do so. They focus on everything other than education and students rights. The MZP and other students body has diverted from its traditional role to act as a students interest group in Mizo society encouraging educational development adding to the quality of performance of the youths. Students welfare is lost in the mist. They should ask for students welfare, but they have totally lost their goal. The MZP over the years has become a hub of unemployed boys and girls who want easy source of money and popularity and easy entry into politics. The next prominent first generation face of the youth is the YMA (Young Mizo Association) which

has been projected as the young force from the 40s onwards. However, the YMA and its different bodies are not considered to be the real youth force because its membership is open to all Mizos from above the age of 15 and many members are not youths by definition; and also because it is controlled by the Church (Kohhran) through remote control. The CYMA and its activities have come to strong scrutiny over the years and have been criticised for imitating the English FA cup during the month of May which happens to be traditionally important for harvesting. Instead of focusing on farms the youths or the YMA members from across the state are seen competing for cups sponsored by ONGC etc. Critics are of the opinion that Youth Activism in Mizoram has increased and they are involving themselves into arenas where they are not supposed to enter. They are taken too seriously by Governments and parties so much so that now they intervene in issues such as who should or which groups should be given the power to vote, ration cards, boundary etc. and like wise they also try to take advantage of party disputes. The CYMA for instance, is playing the role of a parallel Government. Their overwhelming presence has led to many to feel that Mizoram has a parallel Government: The Government of YMA, The Government of MZP. Parties and the political leaders out of fear of losing their votebank succumb to their pressures. Youth mobilization through PRISM and YMM has resulted in the birth of Mizoram Youth Commission (MYC) in 2008viii under the Mizoram Youth Commission Act 2008.ix The office of the MYC aims to function as a semi-autonomous body under the Secretary appointed by Government of Mizoram. Divided into two sections namely Administrative and Promotional, the MYC aims to enhance youth activities in Mizoram. Further, MYC also takes the onus to co-ordinate various Government Departments and implement state sponsored schemes for the welfare of Mizoram youths.x The MYC is charged with the responsibility of promotion, exploration and enhancement of youth activities and welfare. Its terms of reference being so vast and comprehensive, it may suffice to say that the MYC has a role to play in all aspects of life that have either direct or indirect impact on the youth. The Mizoram Youth Commission through the Mizoram Youth Development Agency (MYDA), a registered body under the Mizoram Societies Registration Act, 2005 serves as the executing Agency of the Projects and

schemes availed from the Centre and State governments and from such other funding agencies. Conclusion: Post-Peace Accord socio-political developments include the germination of second generation activism institutions challenging the hegemony of the Nexus of Patriarchy and leading towards the rise of a vigilant civil society. The formation of the PRISM and YMM in that sense is a move towards the birthing of an emergent vigilant/vibrant/responsible civil society. These nascent movements signal the emergent second generation in the civil society to critically scrutinise the prevalence of corruption, maladministration, nepotism in Mizoram. Through these mushrooming of group activism the educated citizens and youths and the Church have introduced consciousness of right to information, transparency and accountability. For instance, the ram in thleng (exchange of property) popular in Zo/Mizo political circles has been brought to accounts through organisational efforts. The Government in order to remain in the good books of the Church handed over a Referral Hospital built on the land donated by the villagers at Falkawn village. The villagers challenged the government and demanded compensation for the lost land through their association named Referral Hospital Atana Inhmun Chan Association (an association of people who have lost their land for the referral hospital). The Villagers felt that if the hospital is run by private company or a church it would become less beneficial to the people. The challenge to the first generation civil society in Mizoram interestingly comes from within the earlier forms of civil society through criticism and self criticism. Viewed through the six indicators of Worldwide Governance Indicators (WGI), these activities of PRISM and YMM can be seen as a move towards good governance/good government. This understanding in no way suggests that the older forms of civil society activism were a total deviation from the concept of good governance/good government or institutional quality. It merely suggests that the definition and measure of governance or institutional quality, is to be seen as a continuum or process, which changes with time and space.

The Mizo society serves as the good example for Benthams Panoptic Society, where all persons are fearful of being watched by the church and the moral agencies. The only difference being that in the case of the Mizo society the observer can be seen and sometimes partially invisible.

PRISM formed on 1st August, 2006 has been registered under Mizoram Societies Registration Act, 2005. Its motto is Let Facts be Disclosed.

YMM was formed on 20th February, 2008 with the objectives of integrating the youths for the establishment of good and reliable government; preparing the youths for constructive thinking; establish a just government; to work together so that governmental machinery is held by honest and God-fearing persons etc.

Rakeysh Omprakash Mehra, dir. Rang De Basanti (2006). India: ROMP/UTV Motion Pictures. Mehras Amir Khan starrer created much stir among the youths and called in for youth power. Rang De Basanti or RDB not only induced the public into organizing candle-light vigilantism throughout the public spaces in urban India and public protests on various issues of public interest but also motivated the youth to participate in politics. RDB churned much debate at various levels for its portrayal of nationalism and citizenship especially amongst the young audiences. The desire to bring about a change or make a difference in society manifested itself in an exhibitionist mode of actively participating in street protests and lobby on various public interests. This youth activism not just helped revitalize citizenship and expand the scope and direction of public sphere in India but also demonstrated the grip that Bollywood has over the masses in India.
