    UL closed loop power control works differently during soft and softer handovers. For soft handovers between different Node Bs, the mobile receives separate transmit power control (TPC) commands from each Node B and uses an "or of the downs" logic to determine its power level. For softer handovers within the same Node B, TPC commands are combined into a single command. On the DL, both inner and outer power control loops are located at the UE, so all Node Bs in the active set adjust power in the same direction based on a single TPC command to prevent drift.

    Two types of handover


    Soft (two different Node Bs) Softer (two cells of the same Node B)

    Each cell issues TPC to the mobile TPC bits from the same Node B are combined one command per Node B TPC commands from different Node Bs or of the downs
