CASIO and NERI JAVIER COLMENARES ________________________________________________________________________ RESOLUTION DIRECTING THE COMMITTEE ON GOOD GOVERNMENT AND PUBLIC ACCOUNTABILITY TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, INTO THE REASONS WHY THE PHILIPPINE NATIONAL POLICE HAS NOT SETTLED ITS BILLS WITH MAYNILAD WATER AND MERALCO DESPITE CONSISTENT ANNUAL ALLOCATIONS FOR OPERATIONS IN THE NATIONAL BUDGET WHEREAS, the Manila Police District (MPD) has had its water service cut off in June 2011due to some P14 million in unpaid bills to water concessionaire Maynilad Water since 2005; WHEREAS, the MPD also faces the prospect of having its electricity cut off by the Manila Electric Co. (Meralco) since it also owes Meralco some P20 million; WHEREAS, the MPD gets its budget from the National Capital Region Police Office (NCRPO) in Taguig City; WHEREAS, the NCRPO has incurred a total of P222 million in Meralco bills in 2005 to 2010 and made a partial payment of P35 million in June 2010 to bring down its outstanding debt to P187 million; WHEREAS, the NCRPOs monthly budget for electricity is P5.4 million but actual consumption is about P6.9 million despite the consistent annual allocations from Congress and the so-called austerity measures being implemented by the PNP; WHEREAS, it is definitely questionable that the PNP, being the countrys law enforcement agency, cannot follow simple standard operating procedure of settling its utility bills; NOW THEREFORE BE IT RESOLVED, that the Committee on Good Government and Public Accountability conduct an inquiry, in aid of legislation, into the reasons why the Philippine National Police has not settled its bills with Maynilad Water and Meralco despite consistent annual allocations for operations in the national budget.
