Annual Homeowners Meeting is scheduled for January 16th, 1:00 pm at the Harvest
Baptist Church

Meeting Minutes:

Nominations & Elections


• Sharon Sweigart was nominated for the position of Treasurer by Suzi Mallett,
nomination seconded by Gary Holthaus. No other nominations for Treasurer were
received.
• Tom Sweigart will move from an alternate Architectural Committee member to full
member. Bob Gearing has volunteered to serve as an alternate member. Board
approved both.

Annual Homeowners Meeting


• Date & place of meeting was tentatively set for January 16th at the Harvest Baptist
Church at 1:00. Date & time was pending availability of the Church. (Secretary’s
note: After the meeting, Bev Cook contacted the Church & determined that the
Church is available.)
• A notification with final time, date, location & agenda will be sent to all homeowners
prior to the meeting. All agreed that e-mail notification is acceptable, letters will be
mailed to those who do not have e-mail. Gary Holthaus will take care of the
notification.
• Tentative agenda items for the meeting are:
o Vote - Sharon Sweigart as Treasurer
o Treasurer’s report of 2009 expenses & financial status. Review budget for
2010.
 Homeowner input encouraged
o Form Block Party & Christmas Decorating Contest committees for 2010.
o Pond Committee
 Aeration system performance
 Geese
o Architectural Committee
 Review possible improvements to Restrictive Covenants, possible vote
on changes.
 Discuss adding street light or light to Lincoln Park sign at SR501
entrance. Possible vote on Homeowners preference.
o Potential presentation by Wapakoneta Police Department on neighborhood
security – (Bev will check into this)
o Open discussions of misc. topics as requested by homeowners
• If anyone has additional items they would like on the agenda, they should contact Bev
Cook or Gary Holthaus.
• All Homeowners are encouraged to attend the annual meeting. A quorum of
homeowners is needed to have valid voting on items/issues. (Secretary’s Note; a
quorum is formed when the owners representing one half of the sold lots in our
association are present. For example, there are 35 lots now sold in our
association, a quorum is formed when the owners of 18 lots are present. If a vote
is then taken and 10 votes are cast for the issue, the issue is passed)

Annual Clean-up Week


• Adding a fall clean-up week was discussed. Group decided to have a fall clean-up
week during the first week of November and a spring clean-up week the first week of
June. Mark Bauer has found a better dumpster price from J&N Haller. Mark will
arrange to have a dumpster set on the north side of the development during the
first week of November. (Secretary’s note; please do not place compostable yard
waste items such as grass clippings, leaves, etc in the dumpster. These may be very
economically disposed of at the city compost farm just east of the High School)

Ponds – Ned Dammeyer


• No progress yet from the City of Wapakoneta in regards to improving the east pond.
Ned will continue to follow-up with the city.
• The new aeration system in the large pond seems to have improved the overall pond
health & appearance significantly.
• The Condo association had rock hauled in along their shoreline on the large pond
recently which greatly improved its appearance.

Common Grounds Maintenance – Mark Bauer


• Sunshine did not mulch around trees & signs this year. (They did not charge us for
this either)
• Mark noted he thought Sunshine could have done a better job of spraying for weeds
as there were some large weeds present.
• Cost to spray the pine trees for mold/disease was $600.
• Suzi Mallett stated that an Australian Pine tree in her back yard (along Infirmary
road) developed brown needles late this summer. Jim Ashba of Village Green
believed this was caused by a disease known as Diplodia Tip Blight. It affects
Australian Pines under drought conditions and spreads rapidly to other trees. He
recommend the tree be removed, so the Mallets had the tree removed.

Financial Report – Mark Bauer


• Total account balance as of 10/19/09 is approximately $3,963
• Total expenditures so far this year are $13,145, total income was $9,800
• New aeration system for large pond cost $6,500.
• Lot 22 was sold by Albridges to Bev & Larry Cook. Lot 19 was sold by Bev & Larry
Cook to Aaron & Kami Rex.

Architectural Committee
• Committee reached conclusion that per City of Wapakoneta sidewalk
requirements, sidewalks are not required to be installed on a lot until after the start of
construction.
• Architectural committee is still determining if they will recommend
changes/amendments to the Restrictive Covenants.

Condo Association Pond Maintenance Cost Sharing


• Bev Cook has not been able to reach Steve Davis of the Condo Association to verify
they will begin to pay the $800/year plus a yearly cost of living increase that was
agreed to. Bev will continue to try and reach Steve.
• All agreed to send the Condo Association an invoice for $800 for 2008 pond
maintenance costs and another $800 for 2009. Invoice to be payable by 12/31/09.

Website
• The web address is “Lincolnparkhoa.com”.
• Website needs updated to include recent meeting minutes.
• Sharon Sweigart had a conversation with Larry about assisting with updating the
website, but she does not have the proper software.

Christmas Decorating Contest Committee


• The Committee will begin meeting shortly to make plans for this year. They
welcome and will appreciate new members and new ideas Anyone who would
like to join the committee should contact one of the current committee members.

New Business
• Topic of whether to start a bereavement fund & committee was discussed. Final
agreement was not to pursue this as it would be too difficult to administer fairly to all
association members.
• Bev suggested constructing a Calendar of events for association activities. Gary
agreed to begin work on it.
