Purpose
By means of this law, there are established the
chambers of healthcare professionals as
independent and professional organizations, there
is regulated the membership in the chambers, the
competencies of chambers, the organization and
functioning of chambers, registry keeping of the
registry of members of chambers, bodies of
chambers, disciplinary responsibility of the
members of the chambers, sources of financing of
the chambers and other issues of importance for the
work and functioning of chambers.

schools, in outpatient clinics of occupational
medicine and in all other circumstances where
there is exercised the healthcare activity in
conformity with the laws in power.

XVI. PUNITIVE PROVISIONS
Article 57
1.The chamber shall be fined by a fine in the
amount of 5.000 10.000 for the following

professional who meets the requirements for
registration of members of the chamber,
respectively if it registers the healthcare
professional who does not meet the legal
requirements (Article 8 item 2 of this law);
1.2 If, at the request of the healthcare employee
or the authorized legal representative, it does
not issue certificates and certifications for
which the chamber keeps official records
(Article 8 Item 13 of this Law);
1.3 In case of unlawful licensing, re-licensing
and revocation of the license in violation

XVI. KAZNENE ODREDBE

1.Novanom kaznom u iznosu od 5.000 10.000

zdravstva koji ispunjavaja uslove za
registrovanje lanova komore, odnosno
ukoliko registruje profesionalca zdravstva
koji ne ispunjava zakonske uslove (lan 8
taka 2 ovog zakona);
1.2 ukoliko na zahtev radnika zdravstva ili licu
koji je zakonski ovlaen ne izdaje uverenje i
potvrdu za koje komora vodi slubenu
evidenciju (lan 8 taka 13 ovog zakona);
1.3 u sluajevima licenciranja, re-licencianja i
nezakonitog opoziva licence protivno
zakonu.
XVII. PRELAZNE ODREDBE

1.Ministarstvo zdravstva u roku od 15 dana od
dana donoenja ovog zakona treba da formularara
savete za pripremanje, konstituisanje i poetak rada
komora.

pripremie i donosie statutarne odluke
(privremene statute) sa kojima se odreuju vana
pitanja za konstituisanje organa komora, na nain i

XVII. TRANSITIONAL PROVISIONS

4.Procedure kandidovanja i izbora lanova organa

komora izvrie se u roku od 45 dana iz stava 3
ovog lana.
5.Konstituisanje organa komora izvrie se najdalje
30 dana od dana izbora lanova skuptine komora
iz stave 4 ovog lana.
6.Komore profesionalaca zdravstva poee sa
funkcionisanjem u roku od 4 meseca od dana
donoenja zakona.
7.Komore su obavezne da najdalje 30 dana od dana
konstituisanja organa komora donose statute i
druga opta akta komore.
8.Komore poee sa obavljanjem javnih funkcija,
posle usvajanja statuta, saglasno s ovim zakonom
najdalje u roku od 6 meseaci od dana konstituisanja
skuptina komore.
9.U prelaznom tro-godinjem periodu svi akti
komora koji se odnose na obavljanju javnih
ovlaenja se potpisuju i od Minista zdravstva.

Ovaj zakon stupa na snagu petnaest (15) dana
nakon objavljivanja u Slubenom listu Republike

XVII. DISPOZITAT KALIMTARE
Neni 58
1.Ministria e Shndetsis n afat prej 15 ditsh
nga dita e miratimit t ktij ligji duhet t formoj
kshillat pr prgatitjen, konstituimin dhe fillimin e
puns s odave.
2.Kshillat n afat prej 15 ditsh nga dita e
emrimit, do t prgatisin dhe miratojn vendime

statutare (Statutet e prkohshme) me t cilat

caktohen shtje t rndsishme pr konstituimin e
organeve t odave, mnyrn dhe procedurn e
zgjedhjes s antarve t odave.
3.Kshillat e ods do t marrin vendim pr
shpalljen e zgjedhjeve n afat prej 15 ditsh nga
dita e miratimit t vendimeve statutare.
4.Procedurat e kandidimit dhe zgjedhjes t
antarve t organeve t odave do t bhen n afat
prej 45 ditsh nga paragrafi 3 i ktij neni.
5.Konstituimi i organeve t odave do t bhet m
s largu 30 dit nga dita e zgjedhjeve t antarve
t kuvendit t ods nga paragrafi 4 i ktij neni.
6.Odat e profesionistve shndetsor do t fillojn
s funksionuari n afat prej 4 muajsh nga dita e
miratimit t ligjit.
7.Odat jan t obliguara q m s largu 30 dit nga
dita e konstituimit t organeve t ods t miratojn
statutet dhe aktet tjera t prgjithshme t ods.
