Prime minister David Cameron has
reassured the close interest of his government
on the illegal abduction and death penalty of
Andargachew Tsege, former secretary general of
Ginbot 7 movement for unity and democracy, on
the parliamentary debate held on July 6, 2016.
Andargachew Tsege had been forcibly detained at
Yemen's Sanna International Airport on June 23,
2014, while he was travelling from
Dubai to Eritrea. His British Passport had been
snatched and he was handed to the Ethiopian
government. He is still in prison without any legal
representative and hearings. Andargachew had been
convicted three times ( in 2005. 2009 and (2012)in
absentia for opposing the Ethiopian current ruling
regime. The government labelled him and his
organization, Patriotic Ginbot 7, terrorist in 2011. But
no other state in the world brands this organization
as a terrorist. The immediate release of Andargachew
Tsige has been forwarded by different concerned
international bodies including the U.N. Human
Rights Council and the European Parliament. The
honourable Chris Dow stood and raised the issue of
Andargachew Tsige to the member of the parliament
and to prime minster David Cameron on July 6, 2016.
He stressed on the fact that Andi (Andargachew) is on
death row and under a severe condition. Here is his
call for the release of Andargachew ( Andi):

Prime minister in your final weeks of
office, will you finally demand the immediate
release of Andargachew Tsege and bring him home
and to be reunited with his wife and children? Prime
minister David Cameron responded saying What I
can reassure the honourable gentleman is that we are
taking a very close interest in this case. The foreign
secretary was in Ethiopia recently. Our consul has
been able to meet with Mr. Tsege on a number of
occasions and we are working with him and with the
Ethiopian government to try to get this resolved.

The current dictatorial regime of Ethiopia
is facing lots of oppositions both in and outside of
the country. civil-disobediences have been recently
seen in Oromia, Amhara, Konso and other parts of
Ethiopia. In addition, the recent Patriotic Ginbot 7
military mission inside Ethiopia (in south Ethiopia,
Arba Mench) has shocked and Frustrated the ruling
elites (TPLF) but gave hope and confidence to the
deprived Ethiopian people. Moreover, Patriotic
Ginbot 7 has called Ethiopian Defense Force to
stand with the 90 million Ethiopians, who are under
severe dictatorial rule and poverty for more than 25
years, but not with the finger counted, dictatorial,
undemocratic and corrupted TPLF's leaders and
cadres. As a deprived Ethiopian and a member of
Patriotic Ginbot 7, I find it a responsible call. If the
Ethiopian Defense Force stands with the people but
against Haile Mariams dictatorial rule, then there is
no need to have an armed struggle. We need simply to
drive Woyane's leaders out and replace them with a
democratically elected party.

The pressure from the diaspora Ethiopians
against the TPLF's leaders is also another weapon of
struggle in disposing of the 25 years long dictatorial
rule in Ethiopia. The Ethiopians who live abroad (in
USA, Europe, Asia or even in other Africa countries)
can and should expose the killing, biting, imprisonment
and all the crimes against humanity committed by the
handful but powerful dictatorial current Ethiopian

Proclamation, which allows the detention
of suspects for up to four months without
charge have been used to imprison
journalists and bloggers, opposition
leaders, and civil society activists. They
are designed to quash all dissent. Human
Rights Watch has repeatedly documented
torture in Ethiopias prisons.3 As Ethiopias
largest ethnic group, the Oromo, have
long been targets of arbitrary detention,
repression, and displacement.
In November 2015, the EPRDF decided
to expand the boundaries of the capital at
the expense of farmers and communities
living in the surrounding areas of the
Oromia region. This decision was
made without adequate consultation
with affected communities and sparked
widespread protests resulting in the arrests
of tens of thousands, including students,
teachers, musicians, opposition politicians,
health workers, and people who provided
assistance or shelter to fleeing students.
At least 400 have been killed by Ethiopian
security forces; an unknown number
remain in detention; and torture continues
to be reported.5 Protests like these break
out because citizens have no other ways to
engage in the political system or express
discontent, which increases instability.

In fiscal years 2013 and 2014, Ethiopia


received no democracy and governance
funding from the United States, despite
receiving a total of more than $1.2 billion
in foreign assistance. In fiscal year 2015,
Ethiopia received nearly $651 million in
foreign assistance, but only $1.25 million
was designated for rule of law, good
governance, and civil society.
Everything else went into financing and
training Ethiopias military, and several
noble efforts: addressing climate change,
and the provision of health care, food aid,
and education. But, there cannot be peace
and stability if the government restricts
political space and suppresses legitimate
dissent with force. And without peace,
there can be no reliable access to food
or health care or education. A country
cannot free itself from dependence on
foreign aid without strong and accountable
governance. U.S. tax dollars will be
wasted as long as Ethiopia lacks rule of
law, pluralism, and respect in practice of
the pluralism, and respect in practice of the
rights of all. The United States would be
far wiser to fund a more comprehensive
approach to development. We should work
to strengthen human rights in Ethiopia to
enable a truly peaceful, prosperous, and
more reliable security partner.

Security Interests
As Senator Lindsey Graham is rightly
fond of saying, foreign aid is national
security spending by another name. It is
far preferable to spend a small amount in
the present to strengthen good governance

and maintain peace than to spend a


large amount in the future attempting to
completely rebuild governance institutions
after nations have devolved into war, or
a large amount of money and lives on
military intervention.
Moreover, there is a difference between the
superficial appearance of stability based
on repression and the true stability that
democracy brings. One argument popular
with undemocratic leaders is that the
crushing of dissent is necessary to maintain
peace and stability. In fact, harsh rule often
foments unrest, and unquestioning support
for repressive regimes works against U.S.
security interests.
Ethiopia is a prime example. Viewed
as a key partner in the war on terror,
its harsh repression of dissent raises
questions about its long-term viability as
an effective partner in this mission. The
ruling Ethiopian Peoples Revolutionary
Democratic Front (EPRDF) just marked
its 25th year in power. In the most recent
parliamentary elections held last year, the
EPRDF announced a 100 percent victory
belying credibility, having allegedly won
every single seat in parliament and the
regional councils.

Getnet, held a meeting with Ethiopians at
the East York Civic Center, Toronto this
past Saturday, July 9, 2016. The meeting
is the second of his briefings since
he arrived in Toronto. This particular
meeting is considered by many very
crucial for it discusses in length current
situations and policy issues.

The other major contradiction rocking the


party is political opportunism. Several
times party officials have repeatedly said
EPRDF is working based on benefit or
utility. The constitution has clauses stating
any constituent unit which thinks that the
federation is not beneficial can leave the
federation without any conditions. The
concept stated in articles that contains
secession is one example. There are no
elements like shared culture that would
unite the whole country. This opportunism
and the fight against corruption are other
bedeviling contradictions of the system.
EPRDF recruited its members based on
opportunistic economic benefits. Both
the party and the government are staffed
by corrupt officials. As a result the fight
against corruption has become very
difficult, if not impossible.

The Chairman has analyzed the nature


of the EPRDF regime in order to enable
the audience to understand the political
environment in which opposition parties
are operating. Understanding the legal
and political context, he explained, would
be essential to choose an appropriate
strategy for the political struggle. He
further discussed the contradictions that
are inherent in the regime which are the
major reasons for its undemocratic nature.
According to his explanations, the EPRDF
has a dual contradictions juxtaposed in
its ideology. On the one hand the policy
documents clearly state the government
has a federal system which decentralized
power to lower level of administrative
units. On the other hand the regime
has a party structure which is based on
"democratic Centralism" where decisions
are taken by the central Committee of the
party and implemented by all government
structures. What has been decentralized
by the constitution in the state structure
to empower the nations, nationalities
and peoples is in reality centralized by
the party through its various member
and allied parties. Therefore, federalism
and decentralization are election and
propaganda rhetoric than a means of
administrative structure.
The other form of excessive centralization
is an apparent asymmetry in power
sharing among the member parties.
All the power of EPRDF has long been
concentrated in the single dominant party
-TPLF. "Majority rule, minority rights"
the maxims of democratic principles
is reversed in the case of EPRDF. The
minority is ruling the majority. Therefore,
a minority rule can't be democratic. One
of the problems in Ethiopian democratic
transformation is the existence of minority
power elite who would like to continue to

The current spate of corruption and


its pervading dangers to the survival
of the regime has been admitted by
the regime. A study conducted by the
regime itself showed how the system is
plagued by corruption. The paradox is
the party perpetuates the problem rather
than developing solutions to cure it. The
government doesnt have the political
will to fight corruption because it may
undo its existence. Therefore, admitting
corruption and promising to fight is used
as a strategy to extend its hold on power.
On election, the chairman also outlined
the challenges of participating in sham
elections in Ethiopia. Election, as an
instrument of establishing a democratic
government, has to be free and fair to
represent the will of the people. Blue
party believes the election environment
has to be free and fair to have a democratic
representation. Before holding elections
we should reform the electoral system
to ensure an independent election board,
media, or generally a level playing
political field to all parties participating in
elections. Bothdomestic and international
observers should be easily accredited
to monitor elections freely. Without all
these prerequisites, holding free and fair
election cannot be imagined.

participants who asked about going to


an election whose result is a forgone
conclusion and the appropriateness of
peaceful struggles, he explains at length
the available options that Ethiopians
have at hand for regime change. He
explained stressing the fact that in the
absence of an independent election board,
media and other democratic institutions,
there would not be change through
election. Nonetheless participating in
elections would expose the nature of
the government and allow raising the
consciousness of the people. Therefore,
through prolonged popular struggle the
government can be changed. Peaceful
struggle is the only means that could
guarantee effective and less destructive
transition from dictatorship to democracy.
He once again affirmed his party's
commitment to peaceful struggle.
Mr. Yilkal also answered questions
concerning the recent conflict within in
the party. The party audit commission
has complained about an alleged misuse
of money and requested the chairman and
other party officials to be audited. Party
officials agreed and sat with the audit
commissions to discuss the issue. The
discipline committee had suspended some
of the party officials from the party. The
suspension was presented to the Audit
commission, which is the higher decision
making organ which appoints members
of the discipline committee. The Audit
commission has reversed the decision
of the Commission. Now the situation is
resolved and all are working together. He
also said although the conflict distracted
the party from its struggle for a short
time, the lessons taken from the incident
are important for the party's continued
existence. The process also showed
democratic struggles within the party.

On liberalism and group rights the


chairman took time to explain the position
of Blue party in these important but often
ignored facts. While the party believes in
individual rights, given the existence of
various groups in Ethiopia, the party also
takes group rights seriously. He noted
that respect for individual right would
ensure group rights. Individual and
group rights are not mutually exclusive.
Language or cultural rights are also
embodiments of individual rights.
The Blue party is the only party in Ethiopia

that officially states in its documents


that Ethiopia needs at least two official
languages, children's have to learn by
their first languages, and individual
and group rights have to be respected
equally. On economic freedom, the chair
os Semayawi said, any Ethiopian has a
constitutional right to own and administer
his or her land, land must belong to the
citizen, not to the State and the role of
the government should be reduced to
maintaining law and order. He noted that
Blue party is a center right party which
reconciles individual and group demands
amenably.

On the formation of coalition and


making an alliance, the chairman
mentioned the attempts made to
form alliances. He affirmed that
the party is willing to make an alliance based on mutual respect and
common interest. There were initial
attempts to form coalition for elections. Although short-lived, the experience gained was invaluable and
the party is still in the process of
making such coalitions. On Oromo
protests, Yilkal said the party has
issued a press statement condemning the killing of Oromos and called
upon the government to show restraint.
The organizer of the event, Mr. Essayas
Teshome, Head of Unity for Human
Rights and Democracy and Activist Tekle
Abebe, the moderator of the discussion
have called the participants to actively get
involved in matters concerning human
rights and national issues. They urged
the participant to continue to help the
families of all political prisoners. The
discussion was a successful one in terms
of the support it gained in promoting
human rights in Ethiopia.
Mr. Yilkal Getnet arrived in Canada for
work visit on June 28, 2016. His tour was
organized by the Toronto-based Human
Rights advocate, Unity for Human Rights
and Democracy. Mr. Yilkal will have panel
discussions in Ottawa (July 13), Buffalo,
New York (July 15) and Vancouver

Professor Merara Gudina. A political
scientist and historian by training and a
prominent public intellectual in modern
Ethiopia if not Africa; what is remarkable
about the man is; given a choice to follow
his peers step to live in comfort and safety
of the Western world; he chose to remain at
home to put out the fire his contemporaries
started. Such character in my book is what
Ethiopiawinet is all about.

bent to polarize our people for eternity?
The famous American author and humorist
know by his pen name Mark Twin once
said; The two most important days in
your life are the day you are born and the
day you find out why. After all, being
born is not a choice but finding out why
defines the long journey of no return.

Watching the crises our contemporary
political elites brought to their captive
people of Ethiopia is indescribable but
visible for the naked eye to tell why they
were born. Isnt that what the problem of
African political elites in general?
Ever since we Ethiopians departed from
our long traditional kings and nobilities
rule that were accused of backward,
oppressive and undemocratic rule by
the same contemporary elites armed
with the latest modern education money
can buy and donated weapons vowing
revolutionary
democratic
changes;
Ethiopians havent escape from the same
backward, oppressive and undemocratic
rule that brought us more wars, injustices,
poverty, corruption and atrocities,
divisions and displacements never heard
in history.
With all the modern knowledge in
democratic governance, the rule of
law, freedom of taught, association and
economic development that govern free
societies under their belt; not an iota
of differences in the lives and rights of
our people came to fruition. But yet
and ironically, they continue to practice
the same old tried-and-failed us-andthem game to hide their shortcomings
and delinquencies in the rule of law and
democratic governance.
Contemporary elites us-and-them (the
haves-and-the have-not) politics under the
Marxist Military junta of the last regime
gave us injustice, war, famine, poverty,
displacement, atrocities and appalling
death-and-distraction and the human
misery that followed.
When that wasnt enough, the selfprofessed non-Ethiopian Tigray People
Liberation Front (TPLF) Mafia regimes
elites gave us more injustice, war,
segregation, genocide, ethnic cleansing,
atrocities,
displacement,
corruption,
poverty and Apartheid rule all-inone. Once again; us-and-them (ethnic

oppressors and the oppressed) divide turn


Ethiopian against one another.

If history is a lesson, the political
elites arent done to find yet another usand-them game against Ethiopians. Expect
religion as the next phase prepared for our
people to perpetuate the same and, the
signs are written all over the walls if we
care to see it.
What is remarkably astounding is the
consistency of the political elites pursuit
to sustain us-and-them game by allmeans-necessary.
In my little knowledge of contemporary
elites motives but the results, it seems the
culture of zero-sum-game we dont see on
regular Ethiopians is what drive them to
practice the politics of polarization as a
means-to-their-ends. The very word Unity
let alone a united movement against ethnic
Apartheid rule have many meanings at
the expenses of our long suffering people
under the unspeakable atrocities and
corruption of TPLF elites.
Therefore, it forced me to conclude;
the only thing that separate the elites of
Ethiopia from regular folks they entrusted
to find solution is modern education
that expedite our peoples misery without
tangible contribution to the democratic
rights, liberties and economic wellbeing of
our people.
To that end, there is no good example of
the us-and-them politics than the ruling
TPLF elites. Not only they practiced it
as a policy to maintain their illegitimate
power grab and robbery but, searching
for a new divide to the point of losing
their original identity simplify to justify
their existence like no elites have ever
attempted in history.
Apartheid, TPLFs elites present for the
people of Ethiopia in the 21st century is
the grandchild of European colonizations
identity politics that still ravage the African
continent and the ongoing civil wars and
conflicts. It shows how far contemporary
political elites go to justify their existence.
Therefore, an average Woyane elite today
is a messenger boy for Apartheid rule and
a global crime syndicate known as TPLF.
The irony it is embraced by many
contemporary political elites and the
international community alike should tell
us; the people of Ethiopia once again are
on their own to defend their people and
nation.
No one I can think of comes close to have
firsthand experience living under and
being involved in all aspects of the struggle

But, seeing him flirt with the most


despised and discarded Apartheid rule
as a legitimate Federal arrangement for
our people made me feel light-headed to
pause and wonder; what could possibly go
wrong.
If the most moderate Ethiopian public
intellectual with the best experience and
academic credential to understand the
reality on the ground and the world feels as
the Professor does about ethnic Apartheid
imported in the wee hour of TPLF; I can
only say God save Ethiopians and Ethiopia
as it always did throughout our history.
Regardless, it boils down and speaks
more about after all these years of
suffering what our people got out of our
contemporary political elites in the last
half a century.
What struck me and motivated me
to write was; Professor Gudinas
statements on ESAT Television interview
conducted by Sisay Agina re-counting
his accomplishment in galvanizing
Ethiopians held captives in ethnic Region/
Prison of Oromiya by Woyane to
compete with in the last election. When
that wasnt enough; he went on blaming
other Ethiopians, including other captive
Ethiopians particularly in the so called
Amhara Region/Prison that, according
to Professor; refused to organize by
ethnicity like his party.
His unofficial trip accompanied by his
latest book in the Amharic language in
the middle of the ongoing atrocities on
our people and the struggle itself spoke
volumes what our people are up against
on the top of the atrocities and robbery of
TPLF gangs.
As he confessed; Ethiopia consist of the
Oromos (the oppressed for eternity), TPLF
invented Tigris (the former oppressed turn
oppressors) and fascist invented ethnic
Amharas (the oppressors of all Ethiopians
for eternity) to fit his us-and-them
narrative to suit his political ambition and
imagination in ethnic Federalism where he
by default is the King of captive Oromo
Ethiopians.
Therefore, in his mind;
the rest of the people of Ethiopia are an
afterthoughtpawns to serve his political
ambition as they are needed in his longing
to be the king of greater Oromyia via fake
selection? Ironically, he without knowing
it is following TPLF footsteps and inviting
us to read his latest book written in the
same language declared to be imposed
on our people to find out his version of
Apartheid rule as a better alternative than
what TPLF implemented.
It begs asking; are our contemporary
political elites us-and-them polarization
of our people a lust for power by all means
or external force playing in their head to

disfranchise Ethiopians?
The former reminds me the elites
entertaining the idea; their chosen captive
Ethiopians as their subjects as our regional
kings and nobilities of the past use to
believe. While the later reminds me of
what fascist Italy attempted to disfranchise
Ethiopians with us-and-them game to
sustain its occupation as contemporary
Woyane elites do at present.
I dont know about you my people, but I
came to the conclusion; our political elites
are only good in tearing us apart and beside
a lust for power; there is no doubt external
forces are playing the bigger role than ever.
Therefore, until Ethiopians come together
as one people with the same destiny to
take a stand and demand for unconditional
surrender for our democratic rights and
freedom; our people held captive will
continue to go from the firestorm to the
inferno.
In my humble opinion, Ethiopians
tribulation and their plight for freedom and
democracy under the guidance of the last
batch of the remaining political elites can
only end if Ethiopians collectively say;
unconditional democratic rule or death,
noting more and nothing less.
Therefore, I cant help but feel amused
when our political elites slash-and-burn
the remaining fabric of unity at will by
playing the same old us-and-them game
over-and-over again at the expenses of our
people to distract us from the democratic
struggle.
Political posturing is one thing but, a
complete disregard to the political, social
and economic crises our people are facing
under Woyane captivity to earn extra
political capital is altogether another.
Observing contemporary political elites
still playing us-and-them game on the
captive people of Ethiopia should tell us;
democratic rule is the last thing in their
mind.
In the words of Abraha Desta, the newly
transferred Ethiopian prisoner to zone 9
prison; Not much. The transfer is like
stepping out of a small prison into a larger
prison called Ethiopia. Therefore, the
democratic struggle is NOT a competition
between prisoners and tormenter but,
to free the prisoners to exercises their
democratic rights.
Therefore, playing
politics on the captive people of Ethiopia
in prison noting more than extending hand
for the tormentor.
In that note, I advise (instead of seeking
advice) the good Professor; Apartheid
in any form or shape is not good for
our people, our country or the world.
Nor, modern monarchy in disguise of
ethnic Federalism cant and will not be
a substitute for freedom and democracy.
Therefore, the first thing before anything
is to free the prisoners (Ethiopians) before
politicking begins. Is that too much to ask?
Once again, Professor Merrera Gudina; let
my people go please!!!

Ethno-linguistic federalism and ethnic tension in Ethiopia

which dont promote ethnicity as the
chief instrument of state organization and
mobilization. However, in Ethiopia not
only the territorial boundaries are drawn in
a way that maximizes ethnic homogeneity
but also ethno-linguistic identity has been
considered as the key instrument in social
mobilization and political party formation
in the country.

Ethnic Federalism
Ethnic-federalism as governing system
had been implemented and tested in the
former Soviet Union, Yugoslavia and
Czechoslovakia. But it has lead all of
them to violent disintegration. The real
reason for the failure ethnic federalism in
those countries was not economic or lack
of democracy. It was simply because of
the manipulation of ethnic relations by
the regional, ethnic elites and/or external
forces. This shows how ethnic-federalism
is destined to fail. Lack of democracy and
unfair share of resources among ethnic
groups are the other main factors that fuel
ethnicization, ethnic conflicts and eventual
disintegration of a country.
One of the core principles instituted by
the post-1991 government in Ethiopia
that took power after a successful armed
struggle was ethnic-based federalism.

In this model, the Ethiopian Peoples


Revolutionary
Democratic
Front
(EPRDF, with its core the Tigray Peoples
Liberation Front or TPLF) implemented
in Ethiopia a federal system based on
ethno-linguistically defined regions and a
strict ethnicization policy. Since then,
Ethiopia is the only country in the world
that uses ethnicity as the fundamental
organizing principle of a federal system of
government. There are around 20 countries
in the world that implement federal system
of government but none of them use
ethnicity as the fundamental organizing
principle of their federal system. Many
African countries are not willing to
implement ethnic federalism fearing
that it reinforces tribalism. In contrast to
Ethiopia, the federalism system that is
implemented in some western countries
such as Canada, Switzerland and Belgium
usually categorised as multinational

Ethiopias adoption in 1991 of the ethnolinguistic identity as the basis of the politics
in the new federal state is explained by
the need for the ethno-regional insurgent
movements, present among an important
number of Ethiopian population groups in
1991, to come to shared political agenda
to address the perceived or real ethnic
grievances. For the last 25 years, the
ethno-regional minority from Tigray has
ruled the large, diverse country without
any secure ethnic allies. This has been
accompanied by a tortuous and to many
people painful rhetoric of ethnicization
that declared Ethiopians first and for most
a member of their ethnic group and only
second as Ethiopian citizens.
As a result of the strict ethnicization
policy coupled with utterly undemocratic
nature of the EPRDF government,
ethnicization
of
socio-economic
disputes are increasing exponentially all
over Ethiopia. The ramifications of this
misguided ethnic policy have already
claimed thousands of human lives in the
last two decades. There have been several
massacres, and ethnic cleansing that have
taken place throughout the country. In
1991, thousands of innocent Amhara
massacred in Bedeno, Arba gugu, Dedessa,
Harrar and Wollega. In December 2003,
hundreds of Anuak civilians massacred in
Gambella and many others raped, beaten,
tortured and harassed. In 2012 and 2013,

hundreds of thousands of poor farmers


of Amhara ethnic group were forcefully
evicted from the Benishangul-Gumuz,
Gambela and the southern part of Ethiopia.
In 2015 and 2016, more than 500 Oromo
people massacred. People in Ogaden have
been constantly killed, terrorized, abducted
and detained. The ethnic tension is growing
in Wolkite and Tegede areas. There is a
frequent ethnic conflict between the Konso
and Derashe people of Southern Ethiopia.
Today, Ethiopia is the most ethnically
divided country in the world. Ethnic
hatred, propaganda and tensions are the
highest ever in history. Just like the 1990s
Rwanda, tribalism has destroyed Ethiopian
nationalism and humanity. No single
Ethiopian, whether rich or poor, educated
or not, feel that he has a country to live
together in peace and harmony with others.
There is serious rivalry among the ethnic
groups over issues such as fair share of the
nations resources and political power. Of
course, no one is to be blamed for all of this
except the EPRDF government.
Instead of learning from the ex-Yugoslavia
to foresee the future and work on political

power and fears of continued inter-ethnic
conflict. Unless the political elites in the
country start working on political reform
to diffuse ethnicization in the country, the
possibility of a violent ethnic conflict and
the eventual disintegration of the country is
about to happen.

Kenenisa Bekele wont compete at next
months Olympics, perhaps the distance

after he was left off Ethiopias final team
for failing to meet the countrys qualifying

Bekele, the world-record holder
in the 5,000 and 10,000, had appealed
his exclusion in the marathon but the
Ethiopian Athletics Federation released its
final list for the Rio de Janeiro Games over
the weekend, confirming Bekeles absence.

year to meet the selection criteria, which
have been criticized by Bekele.

Ethiopia has blocked social media sites
across the country after university entrance
exams were posted online.
The government said the ban was to prevent
students being distracted from studying
during the exam period and to prevent the
spread of false rumours.
The blocked sites include Facebook,
Twitter, Instagram and Viber.
They will be unavailable for several days
while university entrance exams are taken,
a government spokesman said.
"It's a temporary measure until Wednesday.
Social media have proven to be a distraction
for students," said spokesman Getachew
Reda.
Ethiopia was among the first African
countries to censor the internet and
opposition blogs and human rights websites
are frequently blocked.
Social media sites have gone down in
Ethiopia before but only for a matter of
hours, with the government previously
denying any involvement. This is the first
time social media sites have been publicly
blocked nationwide.
An Ethiopian journalist who has covered
the story, who did not want to be named
for safety reasons, told the BBC that the

clampdown "was just the beginning".


"The government here is very keen to
control social media," he said. "They will
learn from this, next time there is a protest
they will use the experience to do another
nationwide clampdown."
Daniel Berhane, the editor of Horn
Affairs magazine, said on Twitter: "This
is a dangerous precedent. There is no
transparency about who took the decision
and for how long."
In May, university entrance exams were
cancelled after pictures of the test circulated
on social media. A group supporting
protests for greater rights for Ethiopia's
Oromo people claimed responsibility for
the leak.
Traditional media in Ethiopia are tightly
controlled by the government, leaving
many reliant on social media to access
and pass on information critical of the
authorities.

identity as Amharas. The TPLF regime
incorporated the vast fertile land of north
Gondar and the people into Tigray 25
years ago against the will of the people.

According to several reports, the unrest in
Gonder began earlier this week when armed
police entered the city to arrest members
of the "Wolkayit committee" who had
been protesting against the government's
decision to merge the Wolkayit community
and its land into the neighboring Tigray
Regional State. The Ethiopian government
spokesperson Getachew Reda on Friday
accused the members of kidnapping, murder
and being in possesion of arms with an intent
of staging terrorist attacks. He also rejected
any notion that the clashes was being
spearheaded by the Amhara community.
"What happened is that there were individuals
suspected of engaging in crime. So to arrest
those individuals the Federal Police moved
into this area," Negusu Tilahun, Head of
Communication Affairs with the Amhara
Regional Government told DW.
"As result there was a clash between residents
and the police. There was also an exchange
of gunfire which resulted in the deaths of
federal police officers and civilians as well.
Besides that, there were also damages to

property. The government and the public


are now working together to bring the town
back to its normal situation," Tilahun said.
Ethiopian government officials have blamed
opposition groups based in Eritrea for the
unrest in Gonder. However, residents say
ethnic tensions are the real reason behind
the skirmishes.

Over the last two decades, the Welkait
community has been fighting to become part
of Amhara saying it identifies more with the
Amharas than Tigrayans.
One local resident who spoke to DW on
condition of anonymity said the government
should stop labeling civilians as terrorists.
"That is a very cheap political propaganda.
Every freedom fighter is linked to Eritrea or
terrorism," the resident said.
He accused the government media of
ommitting to mention that those who
were detained were committee members
of the Welkait community. "The more the
government labels them as terrorists or
bandits, rather than responding to the real
question, the more things will get worse,"
he added.
The Welkait region was under Gonder
province until it was handed over to Tigray
State in 1991 by the current EPRDF
government. The Amharas and Tigrayans
had previously lived peacefully side by side
but analysts blame the ethnic-federalism
system which introduced ethnic ownership
of lands for triggering the current dispute.
The US has issued a temporary travel
advisory on Gonder and warned its citizens
and those travelling to the city to be cautious.
US citizens have also been advised to avoid
large crowds and the ongoing protests.
The clashes also forced Israel to evacuate a
group of 23 young Israeli volunteers from
Gonder. The city has about 6,000 Ethiopian
Jews who are waiting to be flown to Israel.
The Israeli Foreign Ministry said the
Ethiopian Jews were not in any immediate
danger.

Academic Institutions decision making
can make their business difficult to manage. This is what is really happening now
in Ethiopian Academic Institutions. Staffs,
without their interest, are forced in different ways to actively involved in the politics
of the ruling party.
Consequently, the active involvement of
the teachers in politics than on their major
duties and responsibility, effective teaching
and learning process, is contributing much
for the deterioration of the quality of education in the nation --- quality has gone
down. Teachers waste their time in doing
unnecessary activities which is more related with political issues rather than academic issues. And this has a negative impact on
quality of education.
In other words, teachers in the country are
openly required to be members of Ethiopian Peoples Revolutionary Democratic
Front. Such systematic application of party
ideology has seriously undermined academic freedom and quality of education in
the country and injected an atmosphere of
fear in the education system.

school principals, college Deans and university presidents are assigned ONLY if they
are members of the ruling party. And, this
is affecting the administrative autonomy to
the academic institutions and refrains from

School graduate -- and at only 42, the
father of a 21-year-old -- has been a
fixture for better ideals within Toronto
for a very long time. A former political
candidate, he has run municipally,

most Green candidates, to get his deposit

I knew him as a noted producer of
hip-hop artists in Scarborough and of
progressive political campaigns. He has
become an important voice among us
and has become a truly inspiring political
candidate to come from Scarborough in
such a long time.
He has transformed his life for the better
-- as a noted and respected activist
(Toronto Star's Pick as One To Watch)
and the most visible face of the anticarding movement in Toronto. To boot,
he is about to graduate from Osgoode
Hall Law school, as a celebrated student
(a recipient of Osgoode Hall's prestigious
Dean's Gold Key Award), by way of
a University of Toronto's Bridging

Residents of three more Western regions
will be eligible for extended employment
insurance benefits starting this summer,
Prime Minister Justin Trudeau announced
Friday after touring fire-ravaged Fort
McMurray and thanking first responders
for saving much of the city.
The March federal budget allocated
$582-million over two years to provide extra
coverage for workers left unemployed by a
crash in commodity prices, but residents of
Edmonton, southern Saskatchewan and the
southern British Columbia interior were
exempted from the enriched benefits.

New jobs data released since the budget
showed the need to extend benefits to
the three regions, Mr. Trudeau said from
Albertas emergency operations centre in
Edmonton.
Weve looked at the numbers. They show
that additional help is merited, he said.
In Edmonton the extension will result in
unemployed workers being eligible for five
additional weeks of EI, up to a maximum
of 50 weeks. The extra assistance for
workers will be available as of July. The
Fort McMurray area was one of 12 regions
included in the initial package.
Alberta Premier Rachel Notley was a vocal
critic of the Liberal governments decision
to exclude her provinces capital city from

extended EI benefits.
Shes argued that the decision didnt
reflect the many Edmonton jobs tied to the
struggling oil and gas sector. On Friday she
thanked Mr. Trudeau for adding Edmonton
to the list.
Much of Mr. Trudeaus visit on Friday was
spent in Fort McMurray. The communitys
rebuilding will take years but the Prime
Minister said that the federal government
will help Alberta with every step of the
process.
We dont know exactly what kinds of
resources will be needed, though we now
have a better sense of the scope of the
devastation, he said of rebuilding the
northern city.
More than 80,000 residents of Fort
McMurray are still in limbo nearly two
weeks after flames entered the community.
The Notley government has said that it
wont release re-entry plans for nearly two
more weeks.
Mr. Trudeau took the time to thank
hundreds of firefighters and first
responders in Fort McMurray. The citys
small fire department, with only 130 first
responders, is credited with saving much
of the community despite the chaos of an
evacuation that saw residents shunted into
the northern Alberta wilderness with little
warning.
The fire, later dubbed the beast by
officials, quickly overwhelmed firefighters

York Times (International Edition), Alex
de Waal from Addis Ababa, Ethiopia
declared the end of the era of great
famines and proudly announced to the
world, Ethiopians arent starving to
death, only their animals are dying of
thirst. Of course, that is exactly what
USAID Administrator Gayle E. Smith said
in her recent interview. I guess they all use
the same talking points.
