March 13, 2015 9:19am (JTA) Tadesse

Dabi Yae, 26, won the fifth annual
Jerusalem marathon, which the Ethiopian
citizen concluded in two hours, 18 minutes
and 20 seconds.
Dabi competed on Friday against
approximately 25,000 runners from 60
countries, The Jerusalem Post reported.
Last years race was won by Kenyas
Ronald Kimeli Kurgat, 28. His record of
2:16:09 remains unbroken.
Some of the runners participating in the

race Friday, which began shortly after 6

a.m. in order to prevent heat exhaustion,
ran in groups, including groups organized
by Jewish organizations.
Dror, a Beit Shemesh-based organization
helping young girls achieve their potential
through education and sports, sent a team
of 126 runners.
The Koby Mandell Foundation, which
helps families that lost loved ones to
terrorist attacks, had 60 runners.

Check Status Certificate before

selling your condominium

Most
condominium
resale
agreements
are conditional upon
the
buyer
lawyer
being satisfied with
the
contents
of
the
condominium
status
certificate.
If the contents of
this certificate are
Mr. Gurpreet Dhillon different than what
Sales Repesentative was represented to the
buyer when they signed the original agreement,
then the buyer may be able to cancel the deal.

Here's why:
Karmen Tse agreed to buy a condominium
resale unit from Jitendra Sood for the purchase
price of $339,000.00. In the original agreement,
it was represented that the condominium
maintenance fees were $285.96 per month
and that there were no special assessments
contemplated against the unit.
When the buyer received the status certificate,
it stated that the maintenance fees for the unit
were $314.56 per month which was a 10%
increase. There was also a one-time special
assessment of $457.87.
Based on this information, the buyer refused
to waive the condition and tried to cancel the
agreement. The seller refused to return the
buyer's deposit of $16,000. The case went to
trial. At trial, the buyer won the return of their
deposit and the seller appealed.
The seller claimed that when he signed the
contract, the maintenance fees were $285.96
and that he was not aware that they were going
to be increased in the coming year. The special
assessment was just a one-time problem that
was being paid by the seller and there was
nothing substantially wrong with the building.
He thus argued that the buyer was not acting
in good faith when they reviewed the status
certificate with their lawyer.
In a decision dated February 2, 2015, Judge J.
Perrell determined that the buyer did exercise

(: Prof. Mesfin Woldemariam )

In addition, a 10% increase in maintenance fees

on a year over year basis is also a concern.
In order to protect yourself, whether buying or
selling a re-sale condominium, here are 5 key
things to remember:
1. When selling, check your own condominium
status certificate in advance, so that no errors
are made on any listing or any agreement of
purchase and sale. The cost is $100 and is well
worth it.
2. If you know that there will be an increased
maintenance fee coming shortly, find out what
it is and disclose this to the buyer before they
sign any offer.
3. `If you know there are any special assessments
coming, disclose them right away.
4. When buying a re-sale condominium, make
sure that your lender is also satisfied with the
contents of your status certificate. Even if
you are satisfied, if the lender or CMHC has
concerns, your loan may not get approved.
5. Buyers still must try and satisfy any condition
in good faith. A condition is not an option to
cancel your deal.

typically concerned when there are special

Sylvia Pankhurst: Citizen of the World

Her Struggle against Colonial Aggression in Ethiopia
Emperor Haile Selassie, Sylvia E. Pankhurst
And the Ethiopian Independence
By Berihun Assfaw
(Toronto, Canada)

Ato Berihun Assefaw

Continued from the previous issue

Contrary to the claims of many
foreign historians it was Sylvia and the
Ethiopian patriots, not Haile Selassie,
who fought against Mussolini for the
independence
of
Ethiopia.
But
of
course, Ethiopians believe it was Haile
Selassie alone who brought independence
to
Ethiopia.
It
was
taught
in
schools, it was written in books,
and
the
media
confirmed
it.

The truth was and is that Haile
Selassie, like all the previous emperors,
was a man who loved himself more
than Ethiopia and didnt want to
sacrifice his life for Ethiopia. Some
high officials who worked closely with
him have been saying that he would
do anything to save his own life. This
was proven when he sacrificed his
ministers to the Derg, in order to save
himself, in 1974 during the Ethiopian
Revolution.
History
would
never
forgive him for his betrayal of Ethiopia
in its darkest hour of her history.

Seventeen years before Benito
Mussolini conquered Ethiopia, twenty-one
years before he declared war on
Britain and France, it was Sylvia
Pankhurst who warned of the danger
of Mussolinis fascism in Britain. Italy
instigated and started the Wel Wel
incident as a pretext to conquer Ethiopia
on April 1935. Understanding that the

Italian aggression at Wel Wel was to

provoke a general war, Sylvia wrote a
very strong letter to her MP (Member
of
Parliament)
Winston
Churchillwho indecently was an admirer of
Mussolini-urging
the
imposition
of
sanctions on Italy. Since Churchills
response was not satisfactory, Sylvia
accused him and everyone else in
the House of Commons of cowardly
dealing
with
Mussolini
and
Hitler.

She first mentioned the danger
of Italian fascism in her newspaper
Dreadnought on 25 November, and
again on 13 December 1919, after her
attendance at the Socialist International
Conference,
in
Bologna,
Italy,
in
the same year. This was almost four
years
before
Mussolinis
march
to
Rome to take the dictatorial power from
King Emmanuel II. History tells us
that at that time prominent personalities
and
politicians,
like
Mr.
Winston
Churchill
and
Mr.
George
Bernard
Show, were supporters and admirers of
Benito
Mussolinis
dictatorship.
Sylvias
warning
became
a
reality
when Ethiopia, Mussolinis first victim,
was invaded in 1936, and his ideological
students,
the
German
Nazis,
under
the leadership of Herr Adolf Hitler,
sent one thousand planes to Britain and
bombed
the
British
cities.
British
cities
were
severely
shattered
and

burned; 14,000 civilians were killed

in London alone. One home in every
five
was
damaged
or
destroyed,
factories shattered, and transportation,
gas, electric and water systems destroyed.
(See, the battle of Britain, 1940,
Encyclopedia of World History, Sixth
Edition). It was a bitter lesson for
Britain and France, who tried to appease
Mussolini by leaving him Ethiopia,
in order to get him on their side, against Hitler.
Pankhurst
founded
and
published
the first issue of New Times and
Ethiopia News on May 5, 1936 on
her fifty-fourth birthday, the same day
the Italian fascists, under the command

of
Peitro
Badolgio,
marched
into
Addis
Ababa.
The
weekly
paper
reached 40, 000 copies at the end of the
year. The aims of the paper were to
campaign for British aid to Ethiopia
and to step up and maintain the
economic sanctions imposed on Italy by
the League of Nations. As well the
paper attempted to create propaganda
against the fascist yoke, and to give
up-to-date information to the British
public
about
Ethiopia.
In her paper Sylvia informed the
British public, members of parliament,
members of the British government,
prominent
persons,
friends

Ethiopia, and the British Media, of

the Italians inhumane and barbaric
attack on the Ethiopian people and
the
Patriots,
using
internationally
forbidden
poisonous
gas.
The
first
issue of her paper declared The cause
of Ethiopia cannot be divided from
the
cause
of
international
justice.
Because
of
her
campaign
against
fascism, Sylvia was getting abusive
letters and death threats from Sir
Oswald Mosleys fascist followers in
Britain,
Italy
and
Germany.
Since
the death intimidations were serious
Scotland Yard was forced to protect
her.
The
German
Chancellor
Herr
Hitler had also ordered his security
officers, the Gestapo, to arrest Sylvia
Pankhurst
when
the
German
armed
forces
occupied
Britain.
Because of Woizero Sylvias strong
support for Ethiopia, Mussolini, who
himself was a journalist, had attacked
her in more than one article which
were
always
italicized
in
the
Italian press. In addition, the Italian

Government asked the Foreign
Office to ban The New Times and Ethiopia
News
which
were
growing
from
day to day and were becoming very
popular everywhere they were sent.

To inform and encourage the
patriots in Ethiopia, Sylvia Pankhurst issued
a
special
Amharic
newspaper
that
was smuggled into the still only
nominally occupied country. The writer
of the Amharic edition was one of
the Ethiopian refugees, Ato Amannuel
Abreha, who later became a minister
in
Haile
Selassies
government.
Through
Ras
Andaregachew
Messai,
the Emperors son in law, and other
agents in Djibouti, Kenya, and Sudan,
she
received
up-to-date
information
about the battles of the patriots and
the inhumane works of the Italians.
Ato Lorenso Tazaz, who was Ethiopias
Representative
to
the
League
of
Nations, and had been on a mission
to
the
ARBEGNOCH
(Patriots)
clandestinely, was the greatest help
for the propaganda of the paper. He
was also a close associate, along with
Dr. Workenh Eshate (Dr. Martin) and
Efrim
Towoldmedhin,
to
Pankhurst.
On Ethiopian matters, Sylvia wrote
innumerable letters and urged others to
write to the national press, as well as
to Members of Parliament, cabinet
ministers, and foreign statesmen. This
included
writing
to
President
and
Mrs. Roosevelt whose country, like
the USSR, never recognized the Italian
conquest
of
Ethiopia.
In London she helped Dr. Workenh
Eshate (Dr. Martin), the distinguished
medical doctor who served 28 years
for the British government in Burma,
when
he
founded
the
Abyssinian

Association (now the Anglo-Ethiopian

Society). This helped the Ethiopian
refugees in Britain, Palestine, Sudan,
Kenya, and other places, financially,
morally,
and
emotionally.
Dr.
Workenh Eshate was Ethiopian Minister
in London when he and Sylvia met
at
the
beginning
of
Mussolinis
invasion
of
Ethiopia.
Distinguished
international
persons,
professors,
politicians,
members
of
parliament,
religious people and anti-fascist Italians
from different parts of the world,
had written articles in Sylvias paper,
New
Times,
and
Ethiopia
News,
against
Mussolinis
aggression.
Dr.
Workenh
Eshate
(Dr.
Martin)
had
written numerous articles and taught
the British public about the Ethiopian
history and culture. Sylvia hung his
portrait on the wall of her study in
West Den Office. When he was writing
to her he used to say You are very
precious
my
darling.

In West Africa, Nigeria, Ghana
and other African countries, the branch
offices of the Abyssinian Associations
were founded in order to help in the
struggle
for
Ethiopian
independence.
In the New Times and Ethiopia News,
Sylvia and her companion Silvio Corio,
were
writing
long
and
penetrating
articles about the inhumane colonization
of Africa, with the motto Africa

For Africans. This was of course,

unpopular
amongst
the
British
government
and
the
conservatives
in general. Through the Abyssinian
Association, the African sisters and
brothers helped Sylvias efforts for the
Ethiopian struggle in whatever way
they could. They not only helped
politically
and
morally,
but
also
financially including assisting with the
founding
of
Princess
Tsehai
Memorial Hospital in Addis Abba.
After
Italian
troops
entered
Addis
Ababa, Sylvia went to Geneva and
lobbied on behalf of Ethiopia. She
appealed to the delegates of the League
of Nations not to give Ethiopia to
the fascist wolves. She lobbied the
delegates to prevent Italy from getting
oil and close the Suez Canal so that
Italian
military
supply
couldnt
pass through. If Mussolini had been
prevented from having oil his military
machines
wouldnt
have
moved
outside of Italy. If Britain and France
had
closed
the
Suez
Canal
the
500,000 Italian troops wouldnt have
gone to Ethiopia in such a short span
of
time.
Mussolini
would
have
been forced to go around Africa, to
Massowa, which he could have not afforded to do.

A student at Kabarak University

in
Kenya claims that she infected 324
men with HIV and aims to infect
enough to reach 2,000 in Nakuru town
before the year ends.

A female student in Kenya has revealed

that she has infected a total of 324 men
with the Human Immunodeficiency
Virus (HIV).
The HIV positive girl, who attends the
Kabarak University in Nakuru, is said
to have been infected by a man at a
party.
The unidentified 19-year old is
allegedly aiming to infect a total of
2000 men in revenge.
According to reports:

A student at Kabarak University in
Kenya claims that she infected 324
men with HIV and aims to infect
enough to reach 2,000 in Nakuru town
before the year ends.
The girl allegedly contacted Kenyan
Scandals on Facebook and claimed
she had something to confess.
After she was assured her identity was
going to be protected (the Kenyan
Daily Post, however, published a
picture from her Facebook profile
along with the article) she wrote: Sep
22nd 2013 is a day Ill never forget,
we went clubbing in town and got
drunk with some senior students then
went back hostels for party round 2.
She then explained that when she woke
up, the morning after, she realised a

When she discovered she was HIV

positive, the girl confronted Javan
who insisted he was clean.
I was so depressed and took alcohol
to die, I even bought poison, the pain
was just unbearable how was I gone
face the world, I let my parents down,
I gave up on the world and just wanted
to end my life. My future had been
ruined, somehow someone had to
pay, the girl said.
I accepted my fate and promised to
make all men I come across suffer, I
know Im attractive and men both
married and unmarried chase me left
right and centre.
I buried the good girl in me and
became the bad girl, my goal was
to infect as many as possible, she
explained.
The girl then confessed she had already
infected 324 men, 156 of which are
students at the Kabarak University
where she studies, the rest are married
men, lecturers, lawyers, celebrities
and politicians.
Not a day passes without me having
sex, mostly 4 people per day, she
continued in her confession. Your
day is coming, you men destroyed
my life and I will make you and your
people pay for it

Canada Needs Its Obama Moment

From integration, to employment issues,

to racism, the criminalization of a segment
of the black population, to racial profiling,
the black voice in leadership positions has
been missing in action and that should
concern us all.

Samuel Getachew

The Jamaican Canadian Association's

committee for Political Advocacy hosted
a panel of distinguished personalities at
a well-attended event titled CONNECT:
An Evening Dedicated to Political
Mobilization - earlier this week. Royson
James, the affable Toronto Star columnist,
Michael Thompson, the controversial
City Councilor and Suzanne Nurse, an
ambitious School board Trustee from the
Peel District School Board, rounded up the
rooster of speakers.
The objective of the gathering was to reflect
on "how to mount a winning campaign,
as well as how to engage our community
into the political process which includes
everything from running in an election, to
joining a riding association, to volunteering
with your local politicians."
To Canada's black population, which
stands at 945,000 or 2.9 per cent of
Canada's entire population according to
a 2011 government census, the political
participation of the community and
successes have been minimal at best. It is
no wonder some of the leading issues of
the community are often neglected and
ignored by important public institutions.

Take for instance, the many blacks who were

candidates in the Toronto 2014 municipal
elections and how many ultimately won.
Only one. In partisan politics, we certainly
do not matter as much as our population
suggests. Why are we failing to eloquently
use the political system to find a refuge in
the leadership of our communities the way
our South Asian neighbours have?
Lest we forget, the fact that Canada's black
recent political biographies, for the most
part, have come via political anointments
rather than community organizations. As
blacks, we are often too enthusiastic to
celebrate Obama's biography in community
organizations yet have neglected to follow
in his footsteps.
The positions of three successive black
MPPs
in
Scarborough-Guildwood
-- Mary Anne Chambers, Margarett
Best, Mitzie Hunter -- as well as Jean
Augustine in Etobicoke-Lakeshore and
to a larger degree, Michalle Jean, as a
parliamentarian and Governor General,
were all attained by way of appointments.
Without discounting these great milestone
achievements, they were all manufactured
rather than constructed by the community
via fierce nomination contests and lobbying
where the strength of the community is
often tested and recognized.

Barack Obama is an American and where

is our Canadian Obama moment?
Why are we absent in the political arena
which even recent immigrants have used
and utilized well and been successful in
producing results for their communities?

To start with, to predict the future success

of our political biography, we have to
begin to understand how Canada's old
political institutions work and the fact
that they certainly were not constructed to
outsiders like us in mind. They are often
brutal, exclusive and reclusive to outsiders
like the black community. In politics as
well as in life, the darker a community is,
the harder it gets to break in and achieve
success. Canada is not as progressive and
open as we assume our citizenship to be.
Too often racism plays a role when we
attempt to fulfill the promise of our most
important citizenship document. Within
the Conservative party, there is as much
racism as there is in the NDP and Liberal
Party.
There is racism in the words of New
Brunswick MP, John Williamson's,
assertion that "brown people" are taking
jobs from "whites."
There is a self-defeating mentality among
our black communities when we fail to
have productive discussions when we have
the ear of Justin Trudeau. We discount our
standing to our leaders when we prefer
to celebrate a redundant month dedicated
to celebrating dead people of the past in
February instead of focusing on the present

and future.

The NDP is a party that knows and

understands us as charity rather than an
equal partner and that is unfortunate.
The panel discussion was great but I have
been to similar events many times. We need
action now more than ever. How we break in
and win now rather than later should be the
heart of our discussion. Many communities
have succeeded and we can too. The art of
the game is to organize and learn from past
mistakes and take the wisdom of the past
forward. I really believe that.
Sure, our black organizations too often
produce cheerleader mentalities rather than
attempt to produce practical discussions
within the community. We often, sadly,
just prefer to celebrate rather than help
facilitate important work that will help us
change our realities.
Take, for example, the lone black
organization with a potential to help. The
Black Business & Professional Association,
located comfortably in a borrowed Toronto
Community Housing building in downtown
Toronto, and how it is so ever busy handing
out awards, recognizing the ordinary as the
extraordinary, while ignoring its mandate
and potential importance in our lives.
Looking at them and us, one would fail
to understand the depth of the many
challenges of the community. I just hope,
we learn to become the history makers
of the present and future rather than the
cheerleaders of the past.

Why the NDP Is Not Government Material

Samuel Getachew
Can you imagine the NDP as a potential
Canadian government and Thomas Mulcair
as Prime Minister in 2015? I can not.

Without sounding like Alec Baldwin, I

would like to make a public declaration.
Later on this year, if the NDP indeed wins
government and Thomas Mulcair becomes
Canada's 23rd and first NDP Prime Minister,
I will depart from Canada and move
elsewhere. No, I will not do a Conrad Black
and abandon my Canadian citizenship but
I will join the strong Canadian diaspora
and embrace my international Canadian
citizenship abroad.

-- Bob Rae, Ujal Dosanjh, Glen Murray -have departed from the party, joined other
parties and enjoyed the privilege of serving
in government. The people that are advising
it now have little talent and experience
for the party to matter to Canadians. Take
for instance, Brad Lavigne, whose only
experience with real electoral success and
association with any government comes via
the Canadian Federation of Students.
There is some wisdom in the words of the
late Herb Gray, who once described the
NDP, as a "waste of taxpayers' money".
The truth of the matter is, the next election
is a clear choice between Stephen Harper's
Conservatives or Justin Trudeau's Liberals.
The 2011 Jack Layton Orange Wave that
made the federal NDP an official opposition
was as much of an accident as Bob Rae's

NDP was in 1990. As Rae's government

found out rudely and abruptly in 1995,
saving us all from an encore mediocre
performance and giving way to the Mike
Harris's Common Sense Revolution, the
NDP's Orange Wave breakthrough of 2011
was a one-time accident that is never to be
repeated again.
Thomas Mulcair is a passionate, smart,
dedicated and ambitious politician. Unlike
the average NDP cadre, he does not think the
NDP is a religion but a way to make public
contributions. It would be unfortunate if he
was to be defeated in Outremont as an MP
and goes down with the NDP. He would
make a real contribution to the fabric of
our public institutions, if he was to follow
in the footsteps of Alberta's Danielle Smith,
join either of the two traditional parties and
then have a realistic chance to serve near or
within government.
Now, that would be something to support
and celebrate. Not the NDP.

leader spent some time burnishing
his personal street cred, seeking
to differentiate himself from
Liberal leader Justin Trudeau
and Conservative Prime Minister
Stephen Harper. Mr. Mulcair noted,
as he often has before, his 35
years experience in public life; his
humble roots as the second oldest of
10 children, and his family life as a
father and grandfather.
In essence, the NDPs message on
leadership goes as follows: Mr.
Mulcair is wiser and steadier than that
callow, inexperienced Mr. Trudeau,
yet kinder and more compassionate
than that mean, controlling Mr.
Harper. Its a goldilocks strategy,
in which the NDP leader casts
himself as possessing the more
appealing personal qualities of each
of his competitors, yet none of their
weaknesses.
All told, then, this was a notunhelpful foray for the NDP leader.
He has finally, after three years
as leader of his party, found an
approach, borrowed in part from
the Conservatives, that is calibrated
to win GTA votes especially

if he can spread the word in the

megacitys rapidly growing, poorer
suburbs, where precarious work
and low-paying service-industry
jobs are increasingly the rule, not
the exception.
Heres the reality check: In every
byelection round since the May 2,
2011 election, the NDP has seen its
vote share plummet. Mr. Mulcairs
visibility in Ontario remains low.
His plan is not costed, in a way
that would reassure Ontario voters
he wont raise taxes or run up
billions in new federal debt; and
Justin Trudeau, with his foray on
pluralism and the niqab a week ago,
has effectively, yet again, seized all
the Conservative-opposing oxygen
in the room.
Mr. Mulcair has made a creditable
start in his bid to persuade
Torontonians that hes no onetrick pony, that is to say a Quebec
politician interested only in holding
Quebec seats. But hes late to the
game, and will need to spend a good
deal more time in Canadas largest
province than he has so far, to have
a hope of catching his rivals.

Ethiopias Status NOT FREE
Internationals 2014 Corruption Perceptions
Index.
Civil Liberties: 11 / 40
D. Freedom of Expression and Belief: 3 / 16
Ethiopias media are dominated by stateowned broadcasters and government-oriented
newspapers. Privately owned papers tend to
steer clear of political issues and have low
circulation. A 2008 media law criminalizes
defamation and allows prosecutors to seize
material before publication in the name of
national security.

Political parties in Ethiopia are often ethnically

based. The EPRDF coalition is comprised of
four political parties and represents several
ethnic groups. The government tends to favor
Tigrayan ethnic interests in economic and
political matters, and the Tigrayan Peoples
Liberation Front dominates the EPRDF.
Overview:
In 2014 the Ethiopian government continued
to suppress free speech and associational
rights, shattering hopes for meaningful
reform under Prime Minister Hailemariam
Desalegn. Government harassment and arrest
of prominent opposition and media members
continued, including the April arrest of nine
journalists who were charged under Ethiopias
controversial antiterrorism law. In April and
May, massive protests in Oromia Regional
State broke out following the announcement
of the planned expansion of Addis Ababa
into Oromia. At least 17 people died after the
military fired on unarmed protesters.Ethiopia

voters being threatened with losing their jobs,
homes, or government services if they failed
to turn out for the EPRDF. Opposition party
meetings were broken up, and candidates
were threatened and detained. Oppositionaligned parties saw their 160-seat presence
in parliament virtually disappear, with the
EPRDF and its allies taking all but 2 of the 547
seats in the lower house. The next elections are
scheduled for 2015.
B. Political Pluralism and Participation: 2 / 16
Shorn of their representation in parliament and
under pressure by the authorities, opponents of
the EPRDF find it difficult to operate. In July
2014, opposition memberstwo from Unity
for Democracy Party, one from the Arena
Tigray Party, and one from the Blue Party
were arrested without charges and held without
access to legal representation. The Ethiopian
government denies the arrests were related to
2015 elections, but the detainments follow the
governments pattern of suppressing political
dissent prior to popular votes.

Despite nascent signs of an opening with

Eritrea, formal dialogues remain frozen
between the two countries. The EthiopianEritrean border remains highly militarized,
though no major border clashes were reported
in 2014.

A series of December 2014 rallies by a

coalition of opposition parties saw nearly
100 people arrested, including the chairman
of the Semayawi Party. Witnesses report that
police beat protesters, though nearly all those
arrested were released on bail within a week.

Sporadic violence resumed in Ethiopias

Ogaden region after talks failed in 2013
between the government and the Ogaden
National Liberation Front (ONLF), a separatist
group that has fought for independence since
1991. In January 2014, two ONLF negotiators
dispatched to Nairobi for a third round of talks
were abducted and allegedly turned over to
Ethiopian authorities by Kenyan police. The
kidnappings effectively ended the talks.

based. The EPRDF coalition is comprised of
four political parties and represents several
ethnic groups. The government tends to favor
Tigrayan ethnic interests in economic and
political matters, and the Tigrayan Peoples

While the 1995 constitution grants the right
of secession to ethnically based states, the
government acquired powers in 2003 to
intervene in states affairs on issues of public
security. Secessionist movements in Oromia
and the Ogaden have largely failed after being
put down by the military.

Ethiopias bicameral parliament is made
up of a 108-seat upper house, the House of
Federation, and a 547-seat lower house, the
House of Peoples Representatives. The lower
house is filled through popular elections,
while the upper chamber is selected by the
state legislatures; members of both houses
serve five-year terms. The lower house selects
the prime minister, who holds most executive
power, and the president, a largely ceremonial
figure who serves up to two six-year terms.
Hailemariam has served as prime minister
since September 2012, and Mulatu Teshome
as president since October 2013.

According to the Committee to Protect

Journalists (CPJ), Ethiopia holds at least 17
journalists behind barsthe second-highest
number of jailed journalists in Africa as of
December 2014, after Eritrea. Restrictions
are particularly tight on journalists perceived
to be sympathetic to protests by the Muslim
community, and journalists attempting to
cover them are routinely detained or arrested.
Those reporting on opposition activities also
face harassment and the threat of prosecution
under Ethiopias sweeping 2009 Antiterrorism
Proclamation. At least 14 journalists have been
convicted under Ethiopias antiterror law since
2011, and none convicted have been released.
In April 2014, police arrested nine journalists
six associated with the Zone9 blogging
collective and three freelancersand charged
them with terror-related offenses. Their trial
has been postponed 13 times and was closed to
the public until recently; their defense lawyer
claims the defendants were forced to sign false
confessions while in prison.
In June, the government fired 18 people
from a state-run, Oromia-based broadcaster,
silencing the outlets reporting on Oromo
protests. In August, the government charged
six Addis Abababased publications with
terrorism offenses, effectively shuttering
some of the last independent news outlets

Due to the risks of operating inside the country,

many Ethiopian journalists work in exile. CPJ
says Ethiopia drove 30 journalists into exile
in 2014, a sharp increase over both 2012 and
2013. Authorities use high-tech jamming
equipment to filter and block news websites
seen as pro-opposition. According to Human
Rights Watch (HRW), since 2010 the Ethiopian
government has developed a robust and
sophisticated internet and mobile framework
to monitor journalists and opposition groups,
block access to unwanted websites or critical
television and radio programs, and collect
evidence for prosecutions in politically
motivated trials.
The constitution guarantees religious freedom,
but the government has increasingly harassed
the Muslim community, which has grown to
rival the Ethiopian Orthodox Church as the
countrys largest religious group. Muslim
groups accuse the government of trying to
impose the beliefs of an obscure Islamic sect,
Al-Ahbash, at the expense of the dominant
Sufi-influenced strain of Islam. A series
of protests against perceived government
interference in religious affairs since 2012
have ended in a number of deaths and more
than 1,000 arrests.
Academic freedom is often restricted in
Ethiopia. The government has accused
universities of being pro-opposition and
prohibits political activities on campuses.
There are reports of students being pressured
into joining the EPRDF in order to secure
employment or places at universities;
professors are similarly pressured in order to

Ethiopias governance institutions are
dominated by the EPRDF, which controlled
the succession process following the death
of longtime Prime Minister Meles Zenawi in
2012.
Corruption remains a significant problem
in Ethiopia. EPRDF officials reportedly
receive preferential access to credit, land
leases, and jobs. Petty corruption extends
to lower-level officials, who solicit bribes in
return for processing documents. In 2013,
the government attempted to demonstrate its
commitment to fighting corruption after the
release of a World Bank study that detailed
corruption in the country. As part of the
effort, the Federal Ethics & Anti-Corruption
Commission made a string of high-profile
arrests of prominent government officials and
businessmen throughout 2013 and 2014. The
Federal High Court sentenced many corrupt
officials in 2014, including in one case a
$2,500 fine and 16 years in prison. Despite
cursory legislative improvements, however,
enforcement of corruption-related laws
remains lax in practice and Ethiopia is still
considered highly corrupt, ranked 110 out of

inside Ethiopia. In October, three publication

owners were convicted in absentia after they
fled the country. The same month, Temesgen
Desalegn, former editor of the weekly Feteh,
was convicted under Ethiopias criminal code
on defamation and incitement charges and
sentenced to three years in prison.

Ministry of Education closely monitors and
regulates official curricula, and the research,

three incidents in academia, including the

antigovernment opinions.

discussion. Many people are wary of speaking
against the government. The EPRDF maintains
a network of paid informants, and opposition
politicians have accused the government of

E. Associational and Organizational Rights: 0
/ 12
Freedoms of assembly and association are
guaranteed by the constitution but limited
in practice. Organizers of large public
meetings must request permission from the
authorities 48 hours in advance. Applications
by opposition groups are routinely denied
and, in cases when approved, organizers are
subject to government meddling to move
dates or locations. Since 2011, ongoing
peaceful demonstrations held by members
of the Muslim community have been met
with violent responses from security forces.
Protesters allege government interference
in religious affairs and politically motivated
selection of members of the Ethiopian Islamic
Affairs Supreme Council. Though momentum
has slowed, protests continue.
After the government announced an expansion
of Addis Ababas city limits into the Oromia
Regional State in April 2014, thousands of
Ethiopians took to the streets. Witnesses
reported that police fired on peaceful
protesters, killing at least 17most of whom

Proclamation restricts the activities of foreign

nongovernmental organizations (NGOs) by
prohibiting work on political and human
rights issues. Foreign NGOs are defined as
groups receiving more than 10 percent of
their funding from abroad, a classification
that includes most domestic organizations as
well. The law also limits the amount of money
any NGO can spend on administration, a
controversial category that the government
has declared includes activities such as teacher
or health worker training, further restricting
NGO operations even on strictly development
projects. NGOs have struggled to maintain
operations as a result of the law.

2013 HRW report documented human rights

violations in Addis Ababas Maekelawi police
station, including verbal and physical abuse,
denial of basic needs, and torture.

Trade union rights are tightly restricted.

Neither civil servants nor teachers have
collective bargaining rights. All unions
must be registered, and the government
retains the authority to cancel registration.
Two-thirds of union members belong to
organizations affiliated with the Confederation
of Ethiopian Trade Unions, which is under
government influence. Independent unions
face harassment, and trade union leaders are
regularly imprisoned. There has not been a
legal strike since 1993.

Domestic NGOs say that Ethiopia held as

many as 400 political prisoners in 2012,
though estimates vary significantly. Nuredine
Aslan Hasan, a student belonging to the
Oromo ethnic group, died in prison in 2014;
conflicting reports about the cause of his
deathincluding torturehave not been
verified.

F. Rule of Law: 3 / 16
The judiciary is officially independent, but its
judgments rarely deviate from government
policy. The 2009 antiterrorism law gives
great discretion to security forces, allowing
the detention of suspects for up to four
months without charge. After August 2013
demonstrations to protest the governments
crackdown on Muslims, 29 demonstration
leaders were charged under the antiterrorism
law with conspiracy and attempting to
establish an Islamic state; their trial remains
ongoing. Trial proceedings have been closed
to the public, media, and the individuals
families. According to HRW, some defendants
claimed that their access to legal counsel has
been restricted.
Conditions in Ethiopias prisons are harsh,

Ethiopian Opposition Leaders Rule

Out Candidacy In May Elections
by William Davison | From Bloomberg News

From left: Yilkal Getnet and Girma Seifu

Two of Ethiopias most prominent
opposition figures said they arent standing in
Mays parliamentary elections after unfavorable
decisions by the Horn of Africa nations
electoral authorities.

The sole opposition lawmaker in
parliament, Girma Seifu, and the head of the
three-year-old Blue Party, Yilkal Getnet, said
in interviews that theyre victims of biased
judgments that will result in another landslide
victory for the ruling coalition on May 24.

This election is only ceremonial,
its not really to win the democratic process
and empower the people, Yilkal said by phone
Thursday from the capital, Addis Ababa. The
government totally closed everything.

In 2010 elections, the Ethiopian
Peoples Revolutionary Democratic Front
and allied parties won all but two seats in a
547-member lower chamber. The electoral
environment was heavily tilted in favor of the
coalition, according to the European Union.

Last month Yilkal lost out in a lottery
to decide who could stand for a parliamentary
seat which more than the maximum of 12
candidates wanted to compete for, he said.
In January, the electoral board ruled that a
faction of Girmas Unity for Democracy and

Justice party that he didnt support legitimately

represents the whole organization, he said
Thursday by phone from the capital.

The electoral board hasnt given a
reason why around 200 Blue Party candidates
out of 400 submitted were not registered, said
Yilkal. The lottery process unfairly favors
parties who stood in the last election, he said.
Candidate Registration

A court appeal over the boards
decision on UDJ wont be concluded in time for
the polls, Girma said.

They already finished registering the
candidates and we are not in that process, were
already out of that election, he said. The clear
consequence is that there is no real election.
The opposition complaints will be investigated,
said Wondimu Golla, the deputy head of the
service and relations department at the electoral
board.

We are always doing our task based
on the electoral law, he said by phone from
Adama city on Wednesday.

Earlier this year, the U.K. aid
agency redirected block grants to Ethiopias
government into specific programs, partly
because of concerns over political rights and
the impact on electoral competition

Yemens June 2014 arrest and extradition of

British citizen Andargachew Tsige to Ethiopia
at the governments request has sparked outrage
from human rights groups. Andargachew is
the secretary-general of banned opposition
group Ginbot 7 and was sentenced to death
in absentia in 2009 and again in 2012 for
allegedly plotting to kill government officials.
Reports suggest that police have denied the
British Embassy consular access.

The federal government generally has strong

control and direction over the military, though
forces such as the Liyu Police in the Ogaden
territory sometimes operate independently.
Repression of the Oromo and ethnic Somalis,
and government attempts to coopt their parties
into subsidiaries of the EPRDF, have fueled
nationalism in both the Oromia and Ogaden
regions. Persistent claims that government
troops in the Ogaden area have committed war
crimes are difficult to verify, as independent
media are barred from the region. The
governments announcement of its intention
to expand Addis Ababas city limits into the
Oromia Regional State exacerbates tensions
over historical marginalization of Oromia;
according to activists, the expansion will
displace two million Oromo farmers.
Same-sex sexual activity is prohibited
by law and punishable by up to 15 years
imprisonment.

G. Personal Autonomy and Individual Rights:

5 / 16
While Ethiopias constitution establishes
freedom
of
movement,
insecurity
particularly in eastern Ethiopiaprevents
unrestricted movement into affected sites.
Private business opportunities are limited
by rigid state control of economic life and
the prevalence of state-owned enterprises.
All land must be leased from the state. The
government has evicted indigenous groups
from various areas to make way for projects
such as hydroelectric dams. It has also leased
large tracts of land to foreign governments
and investors for agricultural development in
opaque deals that have displaced thousands
of Ethiopians. Up to 70,000 people have been
forced to move from the western Gambella
region, although the government denies the
resettlement plans are connected to land
investments. Similar evictions have taken place
in Lower Omo Valley, where governmentrun sugar plantations have put thousands
of pastoralists at risk by diverting their
water supplies. Journalists and international
organizations have persistently alleged that the
government withholds development assistance
from villages perceived as being unfriendly to
the ruling party.
Women are relatively well represented in
parliament, holding 28 percent of seats and
three ministerial posts. Legislation protects
womens rights, but these rights are routinely
violated in practice. Enforcement of the law
against rape and domestic abuse is patchy,
and cases routinely stall in the courts. Female
genital mutilation and forced child marriage
are technically illegal, though there has
been little effort to prosecute perpetrators.
In December 2012, the government made
progress against forced child labor, passing a
National Action Plan to Eliminate the Worst
Forms of Child Labor and updating its list of
problematic occupations for children.

What does a malaria researcher know about

the art and science of diplomacy? Or for
that matter the difference between telling
the truth and telling lies? Or condoning
or condemning lies? These are not trick
questions. Tedros Adhanom is the foreign
minister in the Thugtatroship of the Tigrean
Peoples Liberation Front (T-TPLF). In
the official Ministry of Foreign Affairs
Biography of the Minister, Adhanom is
described as an internationally recognized
malaria researcher. Adhanom is said to have
received a Masters degree in immunology
of infectious diseases from the London
School of Hygiene & Tropical Medicine and
a doctorate in community health from the
University of Nottingham (UK) in 2000.
In 2005, the late Meles Zenawi appointed

The duping of Tedros Adhanom by a 14 yearold girl in the Land of Living Lies
Over the past couple of weeks, Adhanom has
been a central character in a drama of farcical
juvenile deception involving a 14 year-old
Australian girl of Ethiopian heritage who
came out of nowhere, sat with Adhanom at
a press conference, and offered to spend a
A$20 million prize she had won in Australia
building schools in Ethiopia. That is at least
the official narrative. To any reasonable

it is the kind of improbable story one would

anger and deep disappointment among many
unsuspecting Ethiopians.
On March 2, 2015, Abebe Gellaw, the young
Ethiopian journalist in exile, known for his
relentless exposes of corruption, scandal, fake
degrees and abuses of power by the T-TPLF,
published an investigative piece on the
duping of Adhanom by the teenager. [Note:
I am intentionally not naming the teenager
sucked into the Adhanom scandal because
I do not want to aid in her condemnation
and demonization in the media. I also do
not believe a 14 year-old girl could dream
up or concoct an elaborate $20 million
dollar scam entirely by herself. I shall refer
to her hereinafter only as the young lady
or teenager because I truly believe she is
herself a duping victim by Adhanom and his
henchmen who coached her to lie for their
own cheap propaganda.]

The main thing is that she used to participate

in clubs (in Australia). One of the clubs she
led worked in human affairs. In that club,
she and other club members exchanged ideas
about how to help others. The main idea she
raised was how to give others an opportunity
for learning. When people heard that (in
Australia), supporters put together the award
(of 20 million dollars). This happened in
2014. When she came home for a visit, as
you have heard it from her, she wants to build
a school in the Gara Muleta area in Harer
with the award of 20 million dollars she
got. She will begin her work soon with the
cooperation of the responsible authorities.
How did the Foreign Ministry find out
about the A$20 million awardee? The
spokesman explained:
When the young lady came , we saw her
documentation. She came to us through her
family. Our honorable [foreign] minister
learned about her and said it is necessary to
speak and encourage her so that she can be
a role model to other young people. So he
called and talked to her. He encouraged her
in a very strong way. He assured her if there
is support the government can give her, she
will get all the support she needs.
The problem with the $20 million prize
is that it never existed. The teenager never
received such a prize. It is completely bogus.
For the honorable minister to believe an
eight-grader would travel to Ethiopia from
Australia to donate A$20 million to build
schools, he must also believe in Santa Claus
traveling from the North Pole in his sleigh
of flying reindeer on Christmas eve to hand
out toys and goodies to children all over
the world. To put it simply, the 20 million
award is as phony as T-TPLFs claim of
11 percent digit economic growth rate in
Ethiopia over the past decade (which, by the
way, I proved beyond a shadow doubt to be a
lie, a damned lie and statislie).
Abebe Gellaws investigative report
methodically dismantled Adhanoms $20
million caper. Abebe contacted the elementary
school principal where the alleged $20
million teen awardee attended. The principal
of that school said she was quite mystified
and had no knowledge of any competition or
prize for 20 million. Abebe contacted Baden
Powell College in Melbourne, Australia
which allegedly organized the fundraising.
The college denied any involvement in the
bizarre affair (the college itself runs on
A$12 million annual budget). The Manager
of Rotary International in Australia which
allegedly donated the money told Abebe
that all of the branch clubs in the country
had raised only $A 5.6 million dollars;
and it would be an outrageous amount of
money to give to a 14-year old school girl
under any circumstances. The Government
of Australia denied any knowledge of a $20
million prize and further clarified that it does
not give education funds to the Ethiopian
government.
So, where did the 20 million dollar lie come
from?

Ethiopias Iron Lion Zion Cats

fading fast

ETHIOPIA, Mar 10 Ethiopias blackmaned lions once represented a former

emperor, Lion of Judah Haile Selassie,
and were immortalized in a song by reggae
legend Bob Marley. Today, they struggle
for survival.

remain of the powerful creatures are the

Advice for home sellers

Helen Zeray
If you are planning to sell your home this
year, you are to earn the best return ever.
The Toronto housing market is red hot.
The low interest rates and the influx of
new immigrants has kept the demand for
housing rising. In 2015 the GTA price has
risen already by 4%. Inventory remains at
record low. Given all this facts you still
want to sell fast and for the best price
possible.
To get the best price for your property do
a little research. Attend open houses in
your area. It will be the same buyers who

will come to see your property. Check

out what makes these houses better than
yours. Find an agent you can trust, plan
the process together and follow their
advice. Educate your agent about your
needs and special situations. When do
you need to move? How much must you
make? Make inventory of needed repairs.
Decide together if it is worth doing a
major repair at all. Can you enhance the
value by doing minor repairs. Updating
Kitchen and bath yields the most return
on your investment. Minor details like a
fresh paint can make a huge difference.
If the area is in high demand you may get
what you are asking without the effort of
any repair work. Remember there is a
buyer for every property. Get your agent
to check about the price, type of sale and
condition of the homes you are competing
against in your area. De-clutter the home
keep counters and floors clear. Pack your
belongings neatly. De-personalize the
space to make buyers visualize the home
as their own. Get inspection report, it show
the confidence you have on your property
and you do the necessary repairs ahead
without compromising your asking price.
Do not cheap in repair work it pays to get
the work done professionally.

For what conditions has

acupuncture treatment been found
helpful?

The National Institutes of Health (NIH)

Consensus Development Program was
established in 1977 and is designed to
assess health technology. The program
organizes major conferences that produce
consensus statements and technology
assessment statements on controversial
issues in medicine important to health care
providers, patients, and the general public.
The following statement is from the NIH
Consensus Development Statement on
Acupuncture on November 3-5, 1997.

Acupuncture as a therapeutic intervention

is widely practiced in the United States.
There have been many studies of its
potential usefulness. However, many of
these studies provide equivocal results
because of design, sample size, and other
factors. The issue is further complicated
by inherent difficulties in the use of
appropriate controls, such as placebo and
sham acupuncture groups.
However, promising results have emerged,
for example, efficacy of acupuncture in
adult post-operative and chemotherapy
nausea and vomiting and in post-operative
dental pain. There are other situations
such as addiction, stroke rehabilitation,
headache, menstrual cramps, tennis
elbow, fibromyalgia, myofascial pain,
osteoarthritis, low back pain, carpal tunnel
syndrome, and asthma where acupuncture
may be useful as an adjunct treatment or an

Human settlements are expanding, prey is

disappearing and there is nothing to eat for
the lions, he said.
In decline across Africa, lions have been put
on the International Union for Conservation
of Natures red list of threatened species,
but Ethiopias rare lions seen as unique
though debate continues over their DNA
are even more vulnerable.
In the past few decades they have
disappeared from much of Ethiopia. With
96 million people, it is Africas second
most populous nation, and the number is
growing by some two million people every
year.
Conservationists estimate there are, at
most, 1,000 lions left. They are to be found

mainly in remote areas bordering the wartorn countries of South Sudan and Somalia,
as well as in a handful of national parks in
the centre and east.
The black-maned lion is very unique and
only found in a few locations in Ethiopia,
Zelealem said.
It makes them very important in our
culture. I dont think the lion population
will completely disappear from Ethiopia
in the coming few years, but if we dont
protect their habitat there is no reason why
this couldnt happen, he said.

Findings from basic research have begun

to elucidate the mechanisms of action
of acupuncture, including the release of
opioids and other peptides in the central
nervous system and the periphery and
changes in neuroendocrine function.
Although much needs to be accomplished,
the emergence of plausible mechanisms
for the therapeutic effects of acupuncture
is encouraging.
The introduction of acupuncture into the
choice of treatment modalities that are
readily available to the public is in its
early stages. Issues of training, licensure,
and reimbursement remain to be clarified.
There is sufficient evidence, however, of
acupuncture's value to expand its use into
conventional medicine and to encourage
further studies of its physiology and clinical
value.This statement is representative of
the opinions of current standard medical
practice.
