DESCRIPTION AND REMARKS
At the request of LADBS, the Geotechnical Engineering Group (GEO) has completed a
field investigation regarding an area of distress located on Friends Street. The request
was made in response to field observations reported to LADBS by an Engineering
Geologist (Eugene D. Michael, CG 270, EG 157, HG 574) completing a preliminary report
for a proposed private development near the field investigation location. A copy of the
preliminary report was not made available for review. This field investigation has been
prepared to summarize the observations made and to provide preliminary
recommendations relative to the identified problems. A subsurface investigation was not
performed as part of this study.
Summary of Obser ns
As illustrated in the “Vicinity Map” (Figure 1), the site is situated south of the Santa Monica
Mountains and west of Potrero Canyon and is located in a residential area approximately a
half mile east of the intersection of Temescal Canyon Road and the Pacific Coast Highway
in the Pacific Palisades.
In general, Friends Street is approximately 32 feet wide, is paved with asphalt concrete
(AC) and has Portland-cement concrete curb and gutters on both sides of the street, and is
in good condition. The easter side of the street is characterized by a short slope that
descends to undeveloped, graded, terraced lots. The east end of the lots form the top of a
slope that descends into Potrero Canyon. The slopes have an approximate gradient of 2:1
H: V (horizontal: vertical) and are known to be comprised of engineered fill material placed
on native material. According to Dibblee (T.W., Jr., 1992, Geologic Map of the Topanga
and Canoga Park (South ¥) Quadrangles, Los Angeles County, Califomia, Dibblee
Geological Foundation Map #DF-35, scale 1: 24,000) the native material consists of
Miocene-age claystone and siltstone.
At the site, cracks in the roadway were observed to have formed in an en echelon pattern
a segmenting set of overlapping fractures, closely spaced in a staggered arrangement,15259 Friends Street April 19, 2017

Individual cracks are about 2 - 3 feet long, up to % inch wide, and cut across Friends
Street diagonally approximately 50 feet between the residences at 15263 and 15256; see
Photos 1-3.
The “Site Location Map” in Figure 2 shows the extent of similar site conditions observed
throughout the area, particularly along the east edge of Friends Street. The east edge of
the roadway adjacent to the site was observed to have overlapping cracks in the roadway,
an area of subsidence, a cracked undermined curb, and a gutter overtaken by vegetation
encroaching onto the roadway; see Photos 4-7. The condition of the descending slopes
east of the roadway were not observable due to dense vegetation; see Photo 8.
Conclusions and Recommendations
Field observations indicate the area of distress is in part a result of lateral support being
removed from the eastem side of the roadway. The settlement of inadequately compacted
subgrade material may also account for the damage observed on the east edge of Friends
Street and throughout the area. Cracks in the roadway, broken unsupported curbs, and
blocked gutters are allowing surficial runoff to infitrate the subsurface and further
exacerbate the settlement. A review of archived photos show the current site conditions
existing as early as 2015. Previous photos of the site also show multiple service cuts
made in the roadway, north and south of the maintenance hole shown in Photo 4. As a
short-term measure, GEO recommends the roadway be repaired to contain runoff within
the street: cracks in the roadway should be sealed; the gutter should be cleared of
vegetation; broken and unsupported curb and gutters should be repaired. GEO also
recommends service lines in the roadway be inspected and repaired if leaks are detected.
The area of undeveloped lots was originally an area of landslides, documented as early as
1933. The mitigation of this landslide area was implemented in the late 1980's with the
removal of unconsolidated landslide material along with the placement of hydraugers and
sub-drains. The area was reconstructed as an engineered buttress fill slope as part of the
ongoing improvements of the Potrero Canyon area. The most recent geotechnical
investigation associated with the development of Potrero Canyon found the fll slope to be
grossly stable but recommends stabilization fils be placed in areas where the original
buttress is steeper than 2:1 H: V. These recommended improvements are in the
preliminary process of becoming constructed and should serve as a long-term measure to
further improving stability in the street.
