Sub: Status of balance work including Big Yards under KfW project.

In reference to above, status of balance work including Big Yards under KfW
project is as under:

1. CPYZ-MIU Section

The CPYZ-MIU Section was ready for commissioning in May 2013 but not allowed by NC
Railway. Thereafter extensive theft took place in the section.
A meeting was held by GM/NC Railway on 08.08.15 at IRPMU (Annex-1) for KfW funded
Project. During the meeting, GM/NCR directed to expedite the commissioning of balance
major yards of Khurja, Panki, Aligarh, Dadri, Tundla and remaining 02 block section i.e.
CPYZ-MIU and CPYZ-GZB. The position was discussed in detail and it was decided by
GM to complete the balance works in the CPYZ-MIU and CPYZ-GZB sections by
30.10.2015. GM further directed to lodge the FIR jointly with the Railway for stolen assets
of CPYZ-MIU section.
The matter was continuously followed up with M/s ASC vide IRPMU letter no.
IRPMU/S&T/ASC Corres/Sig/Con/8/B/Pt. VI/Ext-I/Pt-II dtd 17.03.15, 24.04.15, 13.05.15
and IRPMU/S&T/ASC Corres/Sig/Con/8/B/Pt. VI/Ext-I/Pt-III dtd 29.09.15 (Annex-2) but
the Project Director/ASTS failed to lodge the FIR inspite of reminder given vide
above letters.

Further in the meeting with GM/NC Railway on 15.10.2015,Shri Arvind Bhatnagar Project
Director/ASC during the meeting informed that they have referred the matter of CPYZ-
MIU to Adjudicator, However GM/NCR again directed M/s ASC to take up the work
pending adjudication (Para-2.0(ii) of MOM dtd 15.10.2015) (Annex-3). It was also
informed by CPM that joint FIR for stolen assets of CPYZ-MIU section has not been
lodged by M/s ASC despite full cooperation by Railways. GM/NCR expressed his
concern that CPYZ yard and CPYZ-MIU Automatic block signalling work is not being
performed and directed to ASTS to take up the same. It was informed by IRPMU that
M/s ASC has stopped the cable laying work on account of variation in Khurja yard also
as advised vide their letter no 535/C/AB/SIG/5194 dtd 09.10.2015 (Annex-4).

IRPMU also referred the case of CPYZ-MIU automatic block section to Adjudicator vide
letter no. IRPMU/S&T/KfW/CPY/Adj dtd 20.10.15(Annex-5) as directed by GM/NCR.
The matter was further discussed in meeting with Mr. Rajiv Ved, Head Indian Operation
M/s Ansaldo and CAO/IRPMU on 16.11.2015 at IRPMU and subsequently the work was
restarted again in CPYZ-MIU section in last week of Dec-2015 .
During the works review meeting with GM/NC Railway on 14.12.2015 at IRPMU, New
Delhi the revised target of Feb-16 was fixed for completion of work in CPYZ way side
station and CPYZ-MIU section (Annex-6).
However vide letter no. M/s IRPMU/S&T/ASC Corresp/Sig/8B/08/Pt-VIII dated
13.01.2016, M/s ASC has now advised that they will complete the work only in March
2016(Annex-7). Meanwhile IRPMU has again got CRS sanction of CPYZ and CPYZ-MIU
revalidated.
Based upon this, IRPMU will now be able to commission CPYZ-MIU section in March-
2016.

2. Khurja Major Yard

A meeting was held by GM/NC Railway on 08.08.15 at IRPMU (Annex-1) for KfW funded
Project. During the meeting, GM/NCR directed to expedite the commissioning of balance
major yards of Khurja, Panki, Aligarh, Dadri &Tundla.
Target of commissioning of Khurja yard was fixed for Nov, 2015 but there is no
satisfactory progress in Khurja yard. Initially M/s ASC has cited the reason of cable
shortage for not adhering to the target but sufficient cable was arranged by Railway for
commissioning of the KRJ yard but firm stopped laying cable vide their letter no.
535/C/AB/SIG/5194 dtd 09.10.2015 (Annex-4) all of a sudden this time citing not
execution of quantities in the variation submitted by M/s ASC, thus hampering cable
laying works and over all delaying the commissioning of KRJ yard despite availability of
sufficient material and man power from Railway side. Vide letter no. IRPMU/S&T/ASC
Corresp/Sig/8B/08 /Pt-VIII dtd 20.10.2015 (Annex-5), M/s ASTS was again requested to
take up the work of commissioning of Khurja major yard on priority as decided by GM/NC
Railway during the review meeting on 15.10.2015. It is pointed out that this variation is
already under Adjudication with the Adjudicator and as per clause 6.4 of GCC, M/s ASC
was directed to take up the work pending adjudication. Further vide letters dtd 24.10.15,
30.10.15 and 04.11.15 (Annex-8), M/s ASC was regularly advised to take up the work at
the earliest.

The issue of resuming cable laying and other signalling work at Khurja yard was
discussed in meeting of Mr. Rajiv Ved , Head Indian Operation with CAO/IRPMU on
16.11.2015 at IRPMU. CAO also requested M/s ASC to restart the cable laying and other
signalling work at Khurja and other major yards on account of variation at the earliest as
target for completion of work is Nov-15.
During the work review meeting with GM/NC Railway on 14.12.2015 at IRPMU, New
Delhi the revised target of Feb-16 was finalised for completion of work in Khurja major
yard and Pre NI works have since been taken up w.e.f.03.02.2016.
CRS sanction was applied in 6.11.2015 and obtained on 14.01.2016 with regular chasing
at CPM level.

3. Other Major Yards:


SIP of Aligarh, Dadri and Panki has been finalised, SWRD of Panki & Aligarh approved
and SWR is under finalisation with Division. Repeated requests were made to the
contractor vide various letters, verbal request both by CPM & CAO to give SIP of the
Tundla major yard which has been finally submitted on 19.01.2016 .
SWR for Aligarh and Panki junction is pending with Allahabad division.

4. CTC
Seven stations are ready for CTC trial but trial has been delayed by two months due to
not deployment of staff by Allahabad division Operating department.
M/s ASC has not yet submitted the Hazard Analysis as per revised scheme inspite of
repeated reminder.
During the Works Review Meeting with GM/NC Railway on 14.12.2015 at IRPMU, New
Delhi the target of Panki were fixed as Apr-16, Aligarh June-16, Dadri -June-16 and
Tundla Dec-16.
Current Status of various activity of major yard is as under:

IRPMU vide letter no. IRPMU/S&T/KfW-DOC-Extn/12/1082 dated 17.12.2015 (Annex-


10) advised Ansaldo to submit their action plan based on the above targets given by
Railways for execution of EI of above Yards with Yard remodelling works. M/s ASTS
vide their letter no.535/C/AB/PRM/5245 dated 30.12.2015 has submitted the revised
action plan for the completion of 5 major yards, telecom and CTC works with target for
commissioning of major yards up to Oct-17 which was not acceptable to IRPMU.
M/s Ansaldo has now submitted PERT chart for the balance work vide their letter no.
535/C/SKB/PRM/5288 dtd 14.01.2016 (Annex-11) and revised targets given by M/s

6. Non signing of Amendment to contract:

M/s ASC is not signing the Amendment to the contract for change in payments authority
from KfW bank to FA&CAO/IRPMU inspite of repeated reminders. Due to this the
proposal for DOC extention as well as release of payments to the contractor are held up.

Conclusion:

It seems that M/s ASC is not willing to execute the additional works on account of Yard
remodelling at major Yards according to target given by Railway and executing the work
as per their own plan and asking for adjudication/arbitration in connection with the work
at major yard inspite the repeated requests of CPM/CAO.

However on being asked to modify the PERT chart and adhere to the target given by
Railways, they have now finally given the targets 5A & 5B. IRPMU on their part will make
all efforts to ensure that targets as above are adhered to.

1. CPYZ-MIU Section

The CPYZ-MIU Section was ready for commissioning in May 2013 but not allowed by NC
Railway. Thereafter extensive theft took place in the section.
A meeting was held by GM/NC Railway on 08.08.15 at IRPMU (SN-82) for KfW funded
Project. During the meeting, GM/NCR directed to expedite the commissioning of balance
major yards of Khurja, Panki, Aligarh, Dadri, Tundla and remaining 02 block section i.e.
CPYZ-MIU and CPYZ-GZB were discussed in detail and it was decided by GM to
complete the balance works in the CPYZ-MIU and CPYZ-GZB sections by 30.10.2015.
GM further directed to lodge the FIR jointly with the Railway for stolen assets of CPYZ-
MIU section.
The matter was continuously followed up with M/s ASC vide IRPMU letter no.

13.05.15 and IRPMU/S&T/ASC Corres/Sig/Con/8/B/Pt. VI/Ext-I/Pt-III dtd 29.09.15 and
05.01.2016 but the Project Director/ASTS failed to lodge the FIR inspite of reminder
given vide above letters dtd 29.09.2015 and 05.01.2016.
Further in the meeting with GM/NC Railway on 15.10.2015,Shri Arvind Bhatnagar
Project Director/ASTS during the meeting informed that they referred the matter of
CPYZ-MIU to Adjudicator however GM/NCR again directed to M/s ASC to take up the
work pending adjudication (Para-2.0(ii) of MOM dtd 15.10.2015).
During the subsequent meeting with GM/NCR on 15.10.2015 (SN-83), it was informed
that joint FIR for stolen assets of CPYZ-MIU section is not registered by M/s ASC despite
full cooperation by Railway. Further, GM/NCR expressed his concern that progress of
Khurja yard and balance automatic block
signalling work is very slow and directed to ASTS to expedite the same.It was informed
that M/s ASC has stopped the cable laying work on account of variation in Khurja yard
and advised vide letter no 535/C/AB/SIG/5194 dtd 09.10.2015 (SN-84).
IRPMU also referred the case of CPYZ-MIU automatic block section to Adjudicator vide
letter no. IRPMU/S&T/KfW/CPY/Adj dtd 20.10.15(SN-86/1) as directed by GM/NCR.

13.01.2016, M/s ASC has now advised that they will adhere to complete the work only in
March 2016(SN-93). Meanwhile IRPMU has got CRS sanction of CPYZ and CPYZ-MIU
revalidated.
Based upon this, IRPMU will now be able to commission CPYZ-MIU section in March-
2016.

the SIP of TDL as per approved ESP (R4) vide Dy.CSTE/D&D letter dated 03.12.2015
(SN-91) but Signalling plan is yet to be submitted by M/s ASC for Tundla yards.
Repeated requests were made to the contractor vide various letters, verbal request both
by CPM & CAO to give SIP of the Tundla major yard which has been finally submitted on
19.01.2016 .

Conclusion:
