Oxfam is looking for a Bookkeeper

Team purpose

Responsible for the capturing and processing of accounting data to generate monthly and annual financial reports
of the field office in accordance with the Oxfam financial manual and local accounting principles using the Pastel
software.

Job purpose Key responsibilities and accountabilities

Post financial data entries in the accounting software and produce monthly financial reports for
submission to the Head office (HO)
Prepare the monthly payroll in consultation with the relevant team
Ensure the administrative management of the organization (accounting, financial, and administrative)
Carry out the administrative organization of all data on payments and receipts of the office running
costs, keeping records of all financial transactions
Manage cash transactions in the office and maintain contact with the bank and HO regarding
financial transactions. Calculate currency conversions, record cash movements and prepare bank
reconciliations
Maintain financial records through filing, retrieval, retention, storage, compilation, coding, updating and
purging in Pastel

Produce management accounts from pastel and inform the manager when spending is not according the
(financial) planning
Ensure Oxfam field offices compliance with tax registration and labor laws and all leases
Ensure good record keeping of all contracts concluded by the field office
Assist the program Finance officers in the preparation of donor reports
Support the program team when needed by participating fully in relevant funding activities, and assist in
the development of donor proposals, budget submissions and other necessary activities to secure
funding for program objectives
Ensure the physical inventory of fixed assets.
Monitoring of financial transactions with banks
Prepare tax forms and social returns
Perform any other relevant duties at the request of the line manager.

Technical skills, Experience & Knowledge

Essential:

Relevant academic qualifications in Accounting, financial management, marketing, economics or a


related field, and professional accounting qualifications
Significant knowledge and experience of all core financial management activities, including accounts
payable, cash management, budget development, statutory requirements (particularly related to Tunisian
standards) and standard accounts
Proven knowledge of the Tunisian accounting and taxes rules, standards and obligations
Proficiency in numeracy skills and experience using a computerized financial management information
systems preferably Pastel and good computer skills (Excel especially, Word)
Ability to prioritize work issues to meet deadlines with minimal supervision and adjust to changing
situations while maintaining focus on delivery and follow-through
Good analytical and conceptual thinking skills with a proven proactive approach to identifying and
resolving problems and suggesting improvements that continuously seek to provide a better service to
Oxfam
Excellent interpersonal and communication skills, in French, Arabic and English.
A high level of self-awareness, personal energy, stamina and flexibility. Ability to work creatively,
effectively and under own initiative
Pays attention to detail
Commitment to Oxfams overall aims and policies and experience of promoting womens rights and the
interests of marginalized people in all aspects of Oxfams work.

Desirable:

Experience in accounting rules for NGOs and expats tax obligations will be highly regarded.
