Section 4: Observations & Recommendations:

1 At Km 59.650. DBM laying was in progress.
The following observations were made
DBM was being laid on WMM bed prepared prior to Monsoon. Repriming was done without raising RFI and
also without ABL staff being informed. Subsequently Tack coat was also sprayed without checking the
Primed surface. While laying it was observed that approximately a strip of about 0.75 metre wide, 100
mertres length was exposed by construction traffic and was having a thick layer of dirt which had to be
cleaned manually and resprayed with Tack coat, resulting in stoppage of Laying for more than an hour and 6
loads standing at site.
Recommendation:-
a) Raising of RFI for checking WMM Layer prior to Priming/Repriming. Only when this has been
cleared then RFI for Spreading of Tack Coat and Laying of DBM be raised.
b) DBM production be started only after Site Clearance obtained.
2 Two tandem rollers and one PTR have been deployed for rolling. This is the bare minimum requirement and
at any given time both Tandem Rollers should be compacting simultaneously. It is observed that when one
roller goes for refilling water for sprinkling, only one roller is on the job. As such at Least three tandem
rollers should be made available to assure proper compaction.
3 Straight Edge and camber board were not available at site. Regular checking with straight edge should be
implemented.
