SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

That I, NISING PADILLO of legal age, widower, Filipino and

with residential and postal address at Purok 2, Caawigan, Talisay,
Camarines Norte, do hereby NAME, APPOINT and CONSTITUTE,
MANSUETO B. IPIA, married, Filipino and with residential address at
F. O. Balce St., Vinzons, Camarines Norte to be my true and lawful
Attorney-In-Fact, for me and in my name, place and stead, to do and
perform the following acts and deeds:

1. To authorize herein Atty. In Fact to deal, negotiate and transact

with LAND BANK OF THE PHILIPPINES and the DEPARTMENT
OF AGRARIAN REFORM and other governmental agencies and local
government unit of Talisay, Camarines Norte relative to and my
ORIGINAL CERTIFICATE OF TITLE NO. T-CARP2013000005,
Registry of Deeds for the Province of Camarines Norte registered under
my name as the absolute and legal owner located at Brgy. Caawigan,
Talisay, Cams.Norte with an area of THIRTY THOUSAND SQUARE
METERS and with CLOA AWARD NO. 0021493

2. To sign, receive and carry with me any and all documents and
papers connection and in relations to the above-mentioned power or
authority granted to the Atty. In Fact which may be needed in the
course of dealings, follow-up and transaction relative to the status of
said parcel of land
