SFRI IN A GLANCE

The Jammu and Kashmir State Forest Research Institute has been
created in pursuance of Cabinet decision No. 2 dated: 10-01-1990 and
govt. order No: 10-FST of 1990 dated: 11-01-1990 with the mandate to
undertake research in the fields of Biological Sciences, Soil Sciences,
Forest Influence Sciences, Forest Management, Wildlife, Social Forestry,
Forest Utilization etc. in all the three Agro-climatic regions, viz, Cold
Desert Ladakh, temperate Kashmir & sub-tropical Jammu Shiwaliks.
The SFRI has to focus on its programmes effectively, especially
when the Govt. is concerned towards quality research outputs. The recent
devastating floods in Jammu and Kashmir region left ill effects on private
as well as Government sectors. The SFRI also witnessed huge damage
due to these devastating floods. And now this proposal has been
prepared by SFRI and submitted for approval to mitigate and rehabilitate
this organization so that derailed ongoing research works are re-started
and objectives achieved. The total losses (Divisional wise/ item wise)
statement of SFRI caused due to floods of 09/2014 is as under:

Infrastructure Development:-

The floods in J&K damaged assets of State Forest Research Institute located
at Sonwar Srinagar which includes building of Seed Laboratory, Range office building
Sonwar and partly damages 1st floor of Direction office and DFO Research Srinagar
office alongwith all office infrastructure. In addition to buildings the recent floods
have also damaged closures and nurseries established by the SFRI in both the
regions viz Jammu and Kashmir. The structures to be renovated or repaired are Mist
Chambers, shade house/Green house, High Tech Nursery etc. and maintained at the
research stations on scientific and technical lines. Similarly, other infrastructure
needs to be re-constructed.
The provision of repairing & renovation and reconstruction of these assets/
structures is proposed for an amount of Rs. 98.39 lacs immediately to ensure the
smooth functioning of the department. The object wise amount required is given
hereunder:

MACHINERY & EQUIPMENTS:-

At Sonwar Srinagar one Seed / Tissue Culture Labs was established by the SFRI
for taking up research activities, these Laboratories were sub-merged with the floods
and the machinery equipments about Rs. 18.00 lac were damaged. Besides, the
Genset, furniture/ furnishing items, Computer appliances, electric equipments,
ground floor of Direction office, DFO Research Srinagar’s office and Range office,
Sonwar were damaged by the floods which requires repair or replacements.
In total an amount of Rs. 29.00 lac is required for the purpose to make the
offices as well as Laboratories of SFRI functional. The details of damaged items is
enclosed as annexure-_____

FURNITURE

As already stated that the ground floor of office of the Director, State Forest
Research Institute, Jt. Director, SFRI, Camp office of Conservator of Forests,
Research Circle & Non-Plan section / Receipt-Dispatch section were sub-merged and
the entire furniture and fixture with wooden flooring of Jt. Director’s office has been
damaged.
The offices of Divisional Forest Officer, Research Division, Srinagar, office of
the Range officer, Tangmarg Range Research Division housed in ground floor of old
Direction office building & office staff housed in gypsy hut at Sonwar Forest Complex
sub-merged fully and all the furniture and fixture damaged of these buildings.
For repair and replacement of these furniture items an amount of Rs. 4.11 lac
is required for the purpose which may be released. The items wise details are
enclosed as Annexure _____.

PLANTATIONS / NURSERY STOCKS
Plantations

The State Forest Research Institute, J&K is producing quality plant material
for supply to various forest territorial and sister concern departments for planting in
the field, also establish various experimental plantations in J&K to assess quality,
productivity and other important factors/ aspects of experimental plantations in view
of changing climatic scenario in both temperate and moderate climatic zones. The
experimental plantation units/ closures established in Jammu and Kashmir regions
has been either washed away partially or damaged fully due to recent floods and
needs immediate protection / rehabilitation to achieve targeted results.
Nursery stocks

The nursery stocks of different species raised in various nurseries of SFRI at


Jammu and Kashmir regions of one year, two years and three years old (broad
leaved and conifers) were destroyed / washed out in the recent floods. The re-
stocking / raising of quality plant material is required to be taken up in hand for
supply to various forest territorial divisions and sister departments.
In order to provide the quality plants an amount of Rs. 30.00 is required for
re-sowing/ raising of the plants afresh which may be released. The location wise

VEHICLE
The SFRI is already facing shortage of adequate number of vehicles to run
official affairs smoothly. The recent devastating floods damaged the official vehicle of
Director, SFRI and one Motor cycle, both needs necessary repairing for which
provision of Rs.1.30 lac has been kept in damaged proposal.
It is therefore requested that an amount of Rs. 162.21 lacs on account of
damages caused by the floods may be released for re-start the works and
functioning of SFRI.
