PROCESS SAFETY MANAGEMENT TRAINING METHODOLOGY

1. The Emirates ERM Project Lead is primarily responsible for the course administration from our side. As a part of course
administration Emirates ERM tentatively proposes following two phases with detailed description of activities carried
out in each phase to develop and deliver 3 levels on trainings on Process Safety.
2. The two phases include:
Phase-1A- Developing the training contents based on the 3 levels of target audience &
Phase-1B- Review Cycle
Phase-2- Delivery of the Training courses (Level 1 Training Workshops & Train-the-trainer Workshops for Level 2&3)

3. The 3 levels of trainings based on the target audience includes:


a. Level 1: Senior Management (Vice Presidents and above);
b. Level 2: Managers, Team Leaders / Section Heads, Sr. Engineers & Engineers;
c. Level 3: Operators, Foremen, Supervisors, Technicians, Firefighters, etc.
4. Emirates ERM shall agree with ORGANIZATION HSE Unit Manager over the methodology to be followed to achieve
the Scope of Work. The methodology shall be agreed with ORGANIZATION HSE Unit Manager during the kick-off
meeting.
5. Emirates ERM shall submit a well detailed plan after the kick-off meeting detailing the plan for developing and rolling
out the training package.
6. The activities covered in each phase are as below:

PHASE-1A- DEVELOPING THE TRAINING CONTENTS BASED ON THE 3 LEVELS OF TARGET AUDIENCE

7. The Training Developer of Emirates ERM shall prepare a draft of the training contents for each of the three levels of
audience mentioned above.

LEVEL 1: SENIOR MANAGEMENT (VICE PRESIDENTS AND ABOVE);

8. The Level 1 course aimed at Senior Management (VPs and above) of Organization shall cover the following topics in
general (but not be limited to):
a. An overview of process safety;
b. The business implications of process safety;
c. The role of leadership in promoting and sustaining good process safety management;
d. Analyze case studies of major accidents from the perspective of leadership and cultural roots to the event;
e. Discuss critical cultural enablers to process safety performance, and the critical role the senior leader has to

drive those enablers;
f. Understanding Key Performance Indicators (KPIs) to provide assurance that process safety risks are being
adequately managed.
9. The duration of the course shall be a 1-full day workshop.
10. The above-mentioned course contents are proposed as general course contents, however, Emirates ERM shall further
enhance and incorporate specific process safety content required at this level.

LEVEL 2: MANAGERS, TEAM LEADERS / SECTION HEADS, SR. ENGINEERS & ENGINEERS;

11. At Level 2, Emirates ERM shall develop consistent and unified training materials for a 1-day program, aimed at
Managers, Team Leaders / Section Heads, Sr. Engineers & Engineers serving in the technical functions of
Organization.
12. The objective of developing the Level 2 training materials is to enable ORGANIZATION in-house certified trainers to
be able to deliver a consistent and quality training program across the GCs.
13. The Level 2 course shall cover the following topics (but not be limited to):
a. An overview of the ORGANIZATION Integrated HSE MS Framework with focus on PSM elements;
b. Process Hazard Analysis (PHA) and risk assessment techniques;
c. Management of Change (MOC);
d. Importance of inherently safer processes during plant design;
e. Layers of Protection Analysis (LOPA) to prevent and/or mitigate loss of containment events & Bow-Tie
analysis;
f. Human factors;
g. Process Safety Event (PSE) reporting & incident investigation;
h. Monitoring & assurance through KPIs;
i. Understanding safety culture & leadership.
14. The Training Developers of Emirates ERM shall make use of facilitated discussions and interactive sessions, including
the use of videos and quizzes as applicable.
15. Also, as part of the course material, Emirates ERM shall develop an assessment form, which shall be a set of objective
questions (e.g. multiple-choice, true/false, etc.) to assess the competency of the participants at the end of the training
program. The number of questions and the content shall be proposed by Emirates ERM and approved by
ORGANIZATION HSE.
16. The course material developed by Emirates ERM can be used by in-house certified trainers from the ORGANIZATION
Group Companies. These trainers can be certified through a series of “train-the-trainer” programs conducted by
Emirates ERM, through a specialized competent process safety trainer approved by ORGANIZATION HSE.

17. The above-mentioned course contents are proposed as general course contents, however, Emirates ERM shall further
enhance and incorporate specific process safety content required at this level.

LEVEL 3: OPERATORS, FOREMEN, SUPERVISORS, TECHNICIANS, FIREFIGHTERS, ETC.

18. At Level 3, Emirates ERM shall develop training materials for a 4-hour classroom session, aimed at Operators,
Foremen, Supervisors, Technicians, Firefighters, etc. of Organization.
19. The objective of developing the Level 3 training materials is to enable ORGANIZATION in-house certified trainers to
be able to deliver a quality training program across the GCs in a language that is easy to understand and is relevant to
Level 3 participants.
20. The Level 3 course shall cover the following topics (but not be limited to):
a. The difference between Process Safety and Occupational Safety;
b. Process hazard identification and risk assessment;
c. Process safety culture;
d. Review and improvement of process safety performance;
e. Understanding the role of an individual in process safety.
21. The Level 3 course shall include a review of historical incidents as case studies to facilitate discussions and make the
sessions more interactive.
22. Also, as part of the course material, Emirates ERM shall develop an assessment form, which shall be a set of objective
questions (e.g. multiple-choice, true/false, etc.) to assess the competency of the participants at the end of the training
program. The number of questions and the content shall be proposed by Emirates ERM and approved by
ORGANIZATION HSE.
23. The course material developed by Emirates ERM can be used by in-house certified trainers from the ORGANIZATION
Group Companies. These trainers can be certified through a series of "train-the-trainer" programs conducted by
Emirates ERM, through a specialized competent process safety trainer approved by ORGANIZATION HSE.
24. The above-mentioned course contents are proposed as general course contents, however, Emirates ERM shall further
enhance and incorporate specific process safety content required at this level.
25. Emirates ERM shall obtain applicable materials pertaining to Process Safety posters, booklets, flyers, training
materials, e-learning modules etc. that have been developed earlier within its respective Units / GCs.
26. In addition to the above, Emirates ERM shall also use authorized / licensed versions of other required national /
international training materials for benchmarking and developing a customized fit-for-purpose process safety training
package for ORGANIZATION.

PHASE-2- DELIVERY OF TRAINING COURSES

1. On successful approval and certification of the training course contents, Emirates ERM shall deliver the following
trainings through a specialized competent process safety trainer (approved by ORGANIZATION HSE).
2. CVs of the Trainers with requested certificates shall be submitted to ORGANIZATION for approval prior to delivery of
courses.

LEVEL 1: SENIOR MANAGEMENT (VICE PRESIDENTS AND ABOVE);

3. The duration of the course shall be a 1-full day workshop and shall be delivered by a specialized & competent consultant
provided by Emirates ERM and approved by ORGANIZATION HSE.
4. It is estimated that up to 8 sessions (each consisting of maximum 50 participants) will be required.
5. The venue and schedule shall be arranged by ORGANIZATION HSE.
6. This course shall be delivered at a level which can be understood by all participants from Senior Management, from
legal to finance to operations.
7. The course may make use of facilitated discussions and interactive sessions which will enable participants to consider
their access to information, their understanding of key issues and their ability to make cogent and timely decisions that
respond to the concerns of their stakeholders.

LEVEL 2: MANAGERS, TEAM LEADERS / SECTION HEADS, SR. ENGINEERS & ENGINEERS &
LEVEL 3: OPERATORS, FOREMEN, SUPERVISORS, TECHNICIANS, FIREFIGHTERS, ETC.

8. Emirates ERM shall appoint a specialized competent process safety trainer (approved by ORGANIZATION HSE) to
deliver “train-the-trainer” sessions to selected personnel from ORGANIZATION & its Group Companies. The personnel
shall be nominated by the respective Group Companies.
9. Each session shall be conducted over a duration of 3 days, with the following agenda:
a. Day 1: Refresher training on Process Safety (mostly Level 2 content)
b. Day 2: Review of training materials for Level 2 and Level 3 training courses
c. Day 3: Assessment to verify training competency
10. It is estimated that 5 such sessions shall be required to be delivered by the consultant, consisting of a maximum of 25
participants in each session.
11. At the end of the session & subsequent assessment, successful participants shall receive a certificate from Emirates
ERM, enabling them to conduct Level 2 and Level 3 training courses within their respective Group Companies and
issue subsequent certification to their participants.
