PROCEDURE IN ORGANIZING THE TASK FORCE ON YOUTH DEVELOPMENT

(TFYD)

1. The Sangguniang Barangay shall designate a Sangguniang Barangay Member


preferably the Chairperson of the Committee on Women and Family as
Chairman of the Task Force on Youth Development (TFYD) thru a Resolution.

2. The designated Chairman of the Chairman of the Task Force on Youth


Development (TFYD) within three (3) days from receipt of his/her designation
shall post a Notice of Nomination in the barangay hall and in three (3)
conspicuous places in the barangay for a period of five (5) days. He shall accept
nominations/ applications within said period of posting. He shall also provide the
Nomination Form to be accomplished by nominee or interested applicant along
with the list of requirements to be submitted to the Chairman within the said
posting period.

3. Upon the lapse of the above five (5) day posting, the Chairman shall post the List
of Nominees that submitted their nomination/ application in the barangay hall
and in three (3) conspicuous places in the barangay for another period of five (5)
days for the purpose of receiving any favorable/ unfavorable comments or
complaints against the nominee, if any.

The posting shall include the date, time and place of Hearing for the purpose of
evaluating the qualifications of the nominees to be conducted by the Sangguniang
Barangay based on the guidelines. Notice of Hearing thru a Memorandum shall
be sent by the Punong Barangay to the members of the Sanggunian. (It is advised
that the hearing should be conducted within 5 days from the lapse of the 2 nd
posting period.)

4. Only four (4) nominees/ applicants who possess all the qualifications and none of
the disqualifications shall be chosen by the Sangguniang Barangay during the
hearing. Should there be more than four (4) qualified nominees/ applicants, the
issue shall be resolved thru voting by the Sangguniang Barangay with the first
four (4) nominees with the highest number of votes shall be designated. The said
four (4) qualified nominees shall be recommended (pls. see letter of
recommendation) by the Chairman of the Task Force on Youth Development
(TFYD) for designation as members of the Task Force who shall serve as such
until the SK officials have been duly elected and qualified. The Sangguniang
Barangay shall pass the said Resolution of Designation.

NOTE: The period of organizing the Task Force on Youth Development shall not
exceed thirty (30) days which must be strictly observed.

The Sangguniang Barangay through the Chairperson of the Task Force on Youth
Development (TFYD) will accept nominations of those who are interested and qualified to
become members of the Task Force of this barangay pursuant to COMELEC Minute Resolution
No. 17-0128 adopting the OPERATIONAL GUIDELINES ON THE UTILIZATION OF THE
SANGGUNIANG KABATAAN FUNDS FOR FY 2017 on February 28, 2017.

For interested members of the Katipunan ng Kabataan and/or any members of Youth
Organizations operating in this barangay, the following are the qualifications and
requirements to be submitted:

QUALIFICATIONS:
1. Must be a citizen of the Philippines;
2. A resident of the barangay for not less than one (1) year before the date of
designation;
3. At least eighteen (18) years of age but not more than twenty-four (24) years of age on
the date of designation as member of the Task Force;
4. Able to read and write Filipino, English of the local dialect:
5. Must not be related within the second (2nd) civil degree of consanguinity or affinity to
any incumbent elected national, regional, provincial, city, municipal or barangay
official, in the locality where he/she is to be designated;
6. Must not have been convicted by final judgment of any crime involving moral
turpitude; and
7. Preferably a sectoral representative from the youth.

DOCUMENTARY REQUIREMENTS:
1. Accomplished Nomination Form/ Application (to be secured from the Barangay
Secretary)
2. Certified Copy of Birth Certificate;
3. Certification of the Punong Barangay that the nominee is a resident of the barangay for
not less than one (1) year before the date of designation;
4. Court Clearance or Notarized Affidavit of no pending cases in court or quasi-judicial
bodies.

For interested nominees, please submit the above documents to the Barangay Hall not
later than five (5) days from date of this posting. Only four (4) qualified members shall be
chosen and shall serve until the new SK officials shall have been elected and qualified.
Service of the said members shall be voluntary and without remuneration. For further
inquiries, please visit the barangay hall.

A RESOLUTION DESIGNATING THE MEMBERS OF THE TASK FORCE ON YOUTH


DEVELOPMENT OF BARANGAY Lubigan, GUINAYANGAN, QUEZON

WHEREAS, the State recognizes the vital role of the youth in nation building
and shall protect their physical, moral, spiritual, intellectual and social well-being
and inculcate in them patriotism and encourage their active participation in public
and civic affairs as embodied in Sec. 13, Art. II of the 1987 Philippine Constitution;

WHEREAS, the postponement of the Sangguniang Kabataan (SK) Elections


last October 2016 by virtue of Republic Act No. 10923, created a vacancy on the
representation of the youth in the barangays, and consequently restricts the
utilization of the 10% Sangguniang Kabataan funds for youth development
programs, projects and activities in accordance with Republic Act No. 10742;

WHEREAS, to stop-gap the vacuum until such time that the new set of SK
Officials have been duly elected and qualified, there is a need to organize the Task
Force on Youth Development, herein referred to as the Task Force which shall be
composed of the Chairperson and four (4) members pursuant to Section 5 of the
Minute Resolution No. 17-0128 of the Commission on Elections (COMELEC)
adopting the OPERATIONAL GUIDELINES ON THE UTILIZATION OF THE
SANGGUNIANG KABATAAN FUNDS FOR FY 2017 on February 28, 2017;

WHEREAS, Section 7 and 8 of the said Minute Resolution No. 17-0128


provides for the qualifications of the Four (4) members of the Task Force on Youth
Development and the procedure for the organization of the same respectively;

WHEREAS, in compliance to said procedures, nominations were received by


the Chairperson of the Task Force on Youth Development and after evaluation made
during the hearing conducted for the purpose, the following were found qualified
having met all the qualifications and none of the disqualifications to become
members of the Task Force, namely:

NOW THEREFOR, RESOLVE AS IT IS HEREBY RESOLVED, on motion of Hon.

WHEREAS, there is a need to appropriate funds for the Annual Barangay Youth
