The walls can be assumed to act as individual panels fixed at the base and both sides
The walls have to be designed for the following cases
1 Submerged earth pressure + water pressure acting outside and no liquid inside (i.e. tank empty)
2 Liquid pressure acting from inside and no earth outside
CASE 1 Submerged Earth pressure acting outside and no liquid inside (i.e. tank empty)
For the purpose of design ground water table is considered at the ground level itself
and hence the soil is in submerged condition

The maximum of steel required for this tensile force shall be provided on both the faces of the wall
in the horizontal direction
