SUBJECT: “AN ORDER CREATING OPLAN BAGONG BUHAY: A

REHABILITATION REFORMATION AND REINTEGRATION PROGRAM
FOR ILLEGAL DRUG OFFENDERS FOR REFORM IN COMPOSTELA
VALLEY AND CONSTITUTING PROVINCIAL ACTION TEAM”

This refers to the endorsement from the Provincial Health Office regarding the
Executive Order: An Order Creating Oplan Bagong Buhay: A Rehabilitation
Reformation and Reintegration Program for Illegal Drug Offenders for Reform
in Compostela Valley and Constituting Provincial Action Team.

Perusing the content of the Executive Order, we find it to be valid in its

entirety, beneficial and with no legal infirmities.

However, this office humbly recommends that the judges be engaged as

members of an advisory council or as consultants instead of being committee
members or officers taking into account their judicial function so as to avoid
conflict of interest.
