IV. RATIONALE
It has been mandated by the law through Republic Act 7160 that one of the main thrusts of
Baranga labangal and Sangguniang Kabataan is the total Development of the all sector
through Socio-Cultural program as a medium. The Constituents must engage into Socio-
Cultural activities instead of getting hooked into drugs addiction and unhealthful vices.
Moreover, these activities will serve as an eye-opener for each and every one to make a big
difference. Through the ultimate desire of the Barangay Labangal Council and Sangguniang
Kabataan of Labangal, providing avenue for people of labangal to enhance their skills and
talents among 42 Puroks of the said Barangay. These programs will come into existence. It has
been also including the evolvement of spiritual aspects where in the religious group of people,
who take activity part of the cultural activities are given the opportunities to showcase
different presentations and performances. Hence, the implementation of these Project design
is intended for the benefits of all specially the constituents of Barangay Labangal and who are
called to be the hope of the fatherland. Thus, these programs are to be initiated for the
purpose of creating multi-talented Individuals embracing the virtue of spiritually.

V. OBJECTIVES
The Objective of this activity is to encourage participation of Indigenous People in barangay-
wide contests in order to hone the talents of our constituents and at the same time give them
experience by participating in such competitions.
