1- Purpose

1.1 The purpose of this work instruction is to give guidance to the installation crew on the minimum
requirements of IDC on how to perform the procedure of Operation of Man-riding Winches.

1.2 The Work Instruction to gain access within the derrick structure for operations or maintenance
purposes by the use of a designated man riding winch and riding belt.

1.3 The work instruction also defines responsibilities, equipment requirements, safety
considerations and detailed instructions that need to be followed to ensure that the operation
is performed accurately and correctly and with due consideration for the health and safety of
personnel, continued operations and protection of the environment.

2. SCOPE

This procedure established to applies to all rigs / operations throughout the IDC

3 . POLICY

3.1 AVOID Man-riding operations should be avoided whenever possible.


Man-riding should only take place when there is absolutely no
practical and safe alternative to accomplishing a task without the aid of a
Man-rider.

3.2. PERMIT Man-riding is a ‘Permit to Work’ operation. A special PTW form


( see appendix 23.6 ) should be used just for man-riding.

3.3. COMPETENCE Only persons certified as competent are allowed to partake in


man riding operations. These designated persons should be included in
the man-riding register kept on each rig ( see appendix 23.3 )
3.4. EQUIPMENT Man-riding operations will be conducted only with dedicated
IDC approved man-rider winch and equipment.

4. RESPONSIBILITY AND AUTHORITY

4.1 The Tool Pusher is responsible for ensuring that regular inspections are carried out to ensure full
compliance with the policy and instructions contained in this section. Rig Manager will ensure all
inspections, certifications and records are appropriately recorded / maintained.

4.2 The Rig Manager (RM) is responsible for ensuring that the procedures given in this section are
followed on his rig. He should ensure that only personnel who are deemed competent in man-
riding are on the man-riding register and only these staff become involved in such operations. He
must also ensure that equipment used for man-riding is in good condition and functioning correctly.

4.3 Every time a man-riding operation is carried out a “Supervisor” will be appointed. It is the
responsibility of the “Supervisor” to ensure the man-riding operations are carried out in strict
accordance with IDC Man-riding procedures.

Note:

1) Normally the “Supervisor” will be the RM or Toolpusher. The minimum level of “Supervisor”
during man-riding operations is a Driller.

2) The “Supervisor” must not operate the winch or ride the man-rider. His job is to standback and
watch for potential hazards.

4.4 Only designated staff can share in man-riding. These staff (including the Supervisor, winch operator, 5.
observer & signalman and man in the riding belt) must all have signed off competency task lists
( appendix 7.1 ) and best practices guides ( appendix 7.2 ) and their name included in the man-
riding register ( appendix 7.3).

EQUIPMENT

5.1 Only dedicated man-riding winches are to be used for man-riding operations and shall have a
prominent notice affixed to them, or immediately adjacent to them, stating ‘Man-riding Winch’. The
Safe Working Load (SWL) of 150 kg should be clearly indicated and controls must be clearly marked
with their respective functions. The air supply should be controlled by a ball valve type with a red
painted handle and well within reach of the winch operator.

5.2 A copy of the IDC man-riding Winch signals must be posted in a prominent position adjacent to the
winch and must be kept in a clean and easily readable condition.

5.3 A triple locking Caribiner shall be used for attaching the man-riding belt to the winch line. When not
in use, the Caribiner should be protected from the elements by a plastic or rubber cover that can
keep the hook dry.

5.4 Prior to each man-riding operation, the Supervisor (Driller minimum), hoist operator and person to
be lifted must examine all man-riding equipment to ensure they are in good condition and fit for
purpose. This shall include a function test of both the operating and emergency stop controls. All
examination of equipment will take place as per the man-riding permit pre-operation checklist.

5.5 An approved third party or certified designee within IDC must inspect man-riding winches and
associated equipment, (including riding belts) at a frequency not to exceed six months. The
inspection Manager must approve all persons inspecting man-riding equipment. A record of
inspection / certification must be maintained on the rig for a period of 3 years.

6. PROCEDURES

6.1 Personnel must be aware of upper and lower limit settings, and the operation of load limits / slack
wire detectors.

6.2 In the event of an interruption / failure of the power supply, personnel must be aware of the
actions to be taken (as per manufacturers operating manual) to ensure the safety of the person in
the man-riding belt.

6.3 A full Job Safety Analysis must be available and fully discussed before any man-riding operation. A
man-riding permit must be raised prior to commencing the operation.

6.4 Man-riding operations are carried out only under a Permit to Work. Personnel involved must read,
understand and strictly adhere to the conditions of the relevant permit (Man-riding Work Permit).

6.5 The minimum level of supervision is the Driller. At all other times, the Supervisor on shift (as
designated by the Rig Manager) must supervise the operation.

Note: The Supervisor must NOT be the man in the riding belt.

6.6 The Supervisor shall hold a pre-job tool box talk to ensure personnel involved in the Man-riding
operation, and others who may be affected, are fully conversant with the task to be carried out. If
any one of the personnel change, then the operation will cease and another Pre-job tool box talk
will take place to ensure clear understanding of the operation.

6.7 A minimum of 3 personnel are required for each individual Man-riding operation.( At least one is to
be the Supervisor). The Supervisors shall either be a Rig Manager/ Toolpusher or Driller. At a
minimum, personnel involved in a Man-riding operations shall consist of the following:

i) Winch Operator
ii) Observer / Signal Man
iii) Man in Riding Belt

Note: Additional personnel will be utilized as necessary. Each certified Man-rider Hoist Operator
must receive instruction from the Rig Manager (or his designee) on the operation and
maintenance of the Man-rider Hoist, Carabiner hook and Man-rider belt. Additionally, all
personnel involved in the operation are to be deemed competent and have their name
logged on the Man-riding Winch Register.

6.8 Ensure that the winch line is clear of all overhead obstructions before commencing operations and
that the line is spooled correctly on the drum.
6.9 Before an operation commences personnel must ensure loose articles are removed from pockets
and hand tools are tied off to ensure they do not drop, while also ensuring any tools attached to the
riding belt cannot snag during ascent and / or descent.

Note: Hand signals are the only form of communications – Hands free radio is prohibited

Lack of line of sight can lead to an especially hazardous situation. Winch operations must be

stopped whenever continuous signals are not forthcoming or in any case where there is even

the slightest misunderstanding.


6.11 Under no circumstances is a man to be suspended from a winch with less than a full two layer of
hoisting line remaining on the winch drum.

6.12 A separate utility, which should be used to raise other equipment to the work position. Hoisting or
lowering of personnel in the riding belt must be halted while the utility winch is being operated in
the particular work area.

6.13 The Supervisor must ensure the winch is operated in a controlled manner to ensure the safety of
the man in the riding belt and, should any confusion arise regarding communications between
those involved, the operation must be halted immediately and must not re-commence until clear
communications are re-established.

6.14 Personnel are to keep clear of the area directly below where a man in a riding belt is working. If
deemed necessary, barriers must be erected and PA announcements made to warn non-essential
personnel to stay clear of the affected area.

6.15 Work shall never take place overhead of personnel suspended in a riding belt at a lower level

6.16 Personnel must not be hoisted inside the derrick while the drill string is rotating or blocks are in
motion, or when operations such as wire lining or coiled tubing are ongoing on the rig floor. The

Draw works brake must be chained down and a warning sign posted in a prominent area of the
doghouse to ensure personnel are aware that man-riding operations are ongoing.

6.17 As with all winch operations, once the work has been completed the operator must secure the
winch line to it’s designated anchor point and take up the slack, ensuring the line is not fouled on
overhead equipment.

6.18 The Record of Man-riding Operations shall be fully completed for every man-riding activity taking
place (see appendix 7.4 )

 All persons involved in man-riding operations at IDC sites must demonstrate a baseline of competency
prior to becoming involved in man-riding operations.

 This man-riding competence task list is to support and not replace any planned or existing training you
have on your installation, and is a checklist of minimum standard.

 It is also important that a record of the type of man-riding equipment you have been deemed
competent to use is retained on company record. Also keep a copy of this checklist for your
competency profile.

 If the man-riding equipment on your installation changes or you move to a different installation then
the competence task list will need to be re-visited.

 After you have consistently performed the competencies below a responsible competent supervisor
who has witnessed you completing the tasks will sign the record of competency.
