A . Housing Backlog
At the moment the government is facing a 5.8 million housing backlog in the Philippines,
with Central Luzon being one of the regions with the highest demand. According to
the Philippine Development Plan, the backlog has reached 467,865. “The National Urban
Development and Housing Framework (NUDHF) 2009 – 2016 indicates that Regions 3, 4B
and NCR account for half of the total housing need.”

a. Population and Households in Pampanga


According to the Philippine Statistics Authority. Pampanga currently has a population of
2.20 million, excluding Angeles. See below the breakdown of the province’s population.

According to the 2010 Census of Population and Housing, the number of Households
Pampanga was recorded at 416,271. For every 102 households there were 100 occupied
housing units. More than 83,000 of households do not own their own homes or lots.
