1 INTRODUCTION
1.1 Project Area

The proposed eighteen (18) storey PTA office block will be on a 1-acre piece of land (LR. No
1/184) along Lenana road in Kilimani area, Nairobi. Figure 1 below shows the location of the
proposed office block.

1.2 Project Details

The scope for the development, which is under construction, is the same as that which was
approved by the City County of Nairobi in 2018.) as shown in Table 1-1 below. The proposed
development will house the following facilities:
1. A conference room;
2. Retail shops; and,
3. A sky garden.

1.3 Problem Statement

A Traffic Impact Assessment had previously been prepared, with traffic counts carried out on the
14th Dec 2016, 18th and 19th January 2017 at the following five (5) intersections:
1) Galana Road/Lenana Road intersection;
2) Argwings Kodhek Road/Galana Road intersection;
3) Argwings Kodhek Road/Wood Avenue intersection;
4) Wood Avenue/Lenana Road intersection; and
5) Ring Road Kilimani/Lenana Road intersection.
These five (5) locations were chosen because they are the most critical in evaluating the current
and future traffic operating Levels of Service (LOS) and street capacities around the proposed
office development.
Based on the analysis, the report recommended the following improvements to the surrounding
road network:
1. Widening of Ring Road Kilimani and Lenana Road;
2. Eliminating right-turns at the Wood Avenue/Lenana road intersection: as shown in
Figure 1-2 below;
3. Introducing roundabouts at the Galana road/Lenana road intersection, and Argwings
Kodhek road/Wood Av intersection as shown in Figure 1-3 below; and,
4. Eliminating right-turns at the entry to the proposed PTA office block as shown in Figure
1- 4.

The new TIA is required because, at the time of the last traffic surveys, there were no traffic signals
at the intersections of Ring Road Kilimani with Lenana, Argwings Kodhek and Dennis Pritt. In
addition, the data used in the old TIA needs to be updated to support the application for extension
of the development approval.
Therefore, a comprehensive traffic management study should be undertaken to adequately address
all the existing and the anticipated traffic management challenges that might arise due to the
proposed new structure and changes in traffic patterns in the last two (2) years.

1.4 Study Objectives

The following are the study objectives:

1) To review previous Traffic Impact Assessment report proposals for improvement of external
road network within the project vicinity;
2) Study the traffic flow within the project study area noting points likely to experience traffic
bottlenecks.
3) To review capacity of the road sections and intersection to handle generated/attracted
traffic owing to the proposed structures and recommend necessary solutions to ensure
delays and traffic operating conditions are within acceptable limits.

2.2 Description of Methodology

2.2.1 Phase 1 –Traffic Impact Assessment


The data utilized is collected during traffic counts i.e. (6:00am–9:00am, 12:00pm–2:00pm, 4:00pm–
7:00pm) traffic surveys at the locations shown in Figure 2 .1 below.

The traffic study will be important in determining the existing traffic operating conditions and
identifying traffic conflict points and it will inform the decision to proceed to the Detailed Design
study.
The vehicles will be classified under four (4) categories, namely;
1) Cars, pick-ups, 4WDs (personal use);
2) Buses, Minibuses & Vans (Public Service Vehicles);
3) Light Goods & Medium Goods Vehicles; and
4) Heavy Goods Vehicles.
The expected generated traffic from the new development will be determined as the sum of traffic
generated from the various floor areas using the Institution of Transportation Engineers (ITE) traffic
flow rates 9th Edition during the peak periods. The cumulative generated traffic will then be
distributed to the internal and external roads and Levels of Service (LOS) determined using the
Highway Capacity Manual (HCM 2010) procedures. The determined Levels of Service (LOS) is
normally used in evaluating the capacity and safety service levels of both road sections and
intersections. Based on LOS, appropriate mitigation measures like introduction of service lanes or
acceleration and deceleration lanes can be made.
The total future traffic will comprise the generated/attracted traffic and the normal traffic
forecasted at a growth rate approximately equal to the GDP at constant prices. Traffic condition
scenarios to be investigated will include:
(i) Baseline traffic scenario
(ii) Future traffic conditions without the proposed parking improvement and with no access
and intersection capacity improvements;
(iii) Future traffic conditions with the proposed parking improvement and with no access and
intersection capacity improvements;
(iv) Future traffic conditions with the proposed parking improvement and with access and
intersection capacity improvements;
Based on the study findings, appropriate recommendations and concept designs showing
proposed interventions, such as: road sections, intersection layouts, and circulation plans will be
compiled into a report.
The concept designs will be submitted to the Client for approval, and later after incorporating any
comments arising, submit the same to the responsible Roads Authority. Phase 2 services will
commence upon approval of the TIA report and Concept Designs by the road authority.

2.2.2 Phase 2 – Detailed Design


After the preferred option is selected and conceptual designs are approved by the Client, and the
relevant Road Authority, we will carry out a detailed design of the preferred option. The designs
shall be carried out in conformity with the Kenya Road Design Manuals Part I, III, IV, and the Draft
Design Guidelines for Urban Roads by KUTIP. The methodologies used in the design of pavements,
earthworks and drainage structures shall conform to the latest techniques while ensuring the use
of readily available materials. Detailed topographical surveys will be required in this Phase.
The design drawings will include but not limited to:
(i) The access layout;
(ii) Pavement structure;
(iii) Plan and profile drawings;
(iv) Drainage facilities;
(v) NMT facilities;

All these drawings shall be prepared in appropriate scales.
Based on the analyses and the subsequent designs, we will provide quantities estimate for the
proposed design. The principal quantities shall be excavation, sub-base material, base and surfacing
materials and other miscellaneous items.

2.2.3 Phase 3 – Supervision


Upon approval of the Detailed Design of the preferred option by the Road Authority, works can
be commenced by the Client-appointed Contractor. We will then provide supervision services to
conform with the required guidelines and quantities as detailed in Phase 2. The Construction
Supervision Consultant shall monitor and review that all the requirements of the Construction
Contract are adhered by the Contractor and in case of any discrepancy/deviation the CSC shall
instruct the Contractor to undertake corrective action.
The scope of services would include;
i) Design review
ii) Project safety and traffic management
iii) Project management
iv) Project reporting
v) Cost control

2.3 Data and services to be provided by the client

The following data and services should be provided by the client during Phase 1 of the project:
(i) Previous TIA reports, traffic data, parking data and floor plans;
(ii) Assist in liaison and arranging for permissions to enter the study area.
During Phase 2 of the project we will require the client to assist by providing an accurate and up-
to-date topographical map of the study area and the adjacent external roads. This will enable us to
prepare the detailed designs.

3 PROGRAM AND DELIVERABLES
The work program and corresponding deliverable for Phase 1 are shown in Figure 3.1 below.
