I solemnly protest… against this intrusion of the government
of the United States in the sovereignty of these islands…. I
protest in the name of all that is passed, of which I have proofs in
my possession referring to my relations with the American
authorities, which prove… that the United States did not bring
me from Hong Kong to make war against the Spaniards to
benefit the Americans, but to help us gain our liberty and
independence for… which... the American authorities promised
me verbally their decided and efficacious cooperation.…
My government cannot remain indifferent in view of a
violent and aggressive usurpation of a portion of our territory by
a people which calls itself defender of oppressed nations. So my
government is prepared to commence hostilities if the American
forces attempt to carry out by force the occupation of the
