Topic: Look at the photograph on pages 88-89. As climates change, many parts of the world are
experiencing extreme weather such as heavy rains or snow, intense heat without any rain, and
powerful storms. What are some effects of extreme weather?

WHAT HAPPENS WHEN HEAVY RAIN FALLS?

The thunder roared through the sky, dark clouds rushed in and the wind began to blow
stronger and stronger. Finally, heavy rains poured down, rushing everywhere in the city and the
roads became rivers soon. The researchers now claim that this kind of extreme weather is getting
more familiar to us and causes more serious problems. They have a point; heavy rainfall in
certain places, especially in urban areas, leaves unpredictable effects.

Local heavy rains often cause floods, even severe floods in urban areas, seriously affecting
traffic, thereby causing lots of economic losses. Water flows all over the roads, not only washing
away many vihicles but also damaging them. Moreover, inundation also obstructs vision when
traveling, leading to obstruction of goods circulation or damage to goods while being
transported. According to Master Le Van Thanh in Ho Chi Minh City Development Research
Institute, just some heavy rains at the end of November 2018 caused damage estimated up to 200
billion VND for Ho Chi Minh City.

In addition, dirty water that cannot be drained in time and flow back into cities through
sewers results in environmental pollution and loss of urban beauty whenever it rains heavily.
Inefficient drainage system causes sewage and uncollected garbage to flow throughout the city,
creating a black, stinking stream spreading everywhere. It is the image of a green, clean,
beautiful and civilized cites destroyed by rubbish and dirty water.

During and after rain, floods, countless microorganisms from soil, dust, garbage, waste... mix
into the water stream, spread infectious diseases. Dr. Hoang Van Minh - In charge of a
dermatological clinic, University Hospital of Medicine and Pharmacy, Ho Chi Minh City, said
that skin diseases often occur due to exposure to rainwater and rain-avoiding items. Moreover,
due to polluted living environment, respiratory and digestive diseases also show increasing signs.

Heavy rainfall is just one of many kinds of extreme weather that have had the negative
impacts on many aspects of ecomomy and social life. It is time for urban residents to have a clear
awareness of these dangers and to change lifestyle to adapt to them. In tropical country like
Vietnam, extreme weather is occuring frequently and unpredictably. Therefore, the gorvernment
must always be in an active position to cope with and minimize the damage caused by it.
