BANGALORE
Shri S. R. Bhat, Member Secretary i/c, SRPC welcomed the Members and the Participants
to the 32nd Meeting of the Protection Coordination Sub-Committee.
MS i/c briefed the members about the communication addressed to Hon'ble CERC in
respect of Phase-I of implementing recommendations of Protection Audit; based on
inputs received from the utilities. He also reminded the Members about the time line for
implementation of activities relating to Phase-II of the same i.e. 1st Sep, 2014. Bimonthly
report in this regard needed to be submitted to Hon'ble CERC. He urged the constituents
to kindly submit the inputs at the earliest, for further necessary action.
MS i/c also informed the Members about the completion of "Transmission line patrolling
guidelines" that had been prepared in consultation with the stake holders. The same had
been submitted to Hon'ble CERC and also posted in the SRPC website for compliance.
He observed that the load relief under UFR was lower than actually desired as observed
through average values visible through SCADA. Members were kindly requested to make
arrangements to ensure the desired load relief under UFR schemes, enabling the grid in a
secure manner.
MS i/c also informed the forum regarding the Sub Group meeting held on 28th May 2014
at SRPC to discuss issues raised by KSEB on account of SPS modifications of Sholapur-
Raichur 765 kV line proposed by NLDC. Many issues had been discussed and resolved
after deliberations. He proposed a Sub Committee to study and review the existing df/dt
settings – rate of decay, quantum of relief, contingency to be considered etc. Members
were informed about the Task Force report on "Power System Analysis under
Contingencies”. The issues addressed in the report needed to be deliberated in the next
PCSC meeting so as to decide the road map to accomplish the tasks given in the report.
MS i/c informed about the two Sub Group meetings of PCSC held in the month of May
2014. One meeting was held at NTECL-Vallur on 19th May 2014 in respect of pollution
related trippings of the lines in Vallur area (North Chennai); another meeting at MAPS-
Kalpakkam in respect of Unit-1 hunting observed on 20th May2014.

The Minutes of the 31st PCSC meeting were confirmed since no comments had been received
from the constituents.

Deliberations:
• The following were noted about the trip event:
o Krishnapatnam – Nellore 1 (AP-Manubolu) line tripped in Zone-2 E/F at
Manubolu end only; carrier aided trip did not operate.
o At SEPL end, back up e/f protection operated and running units 1, 2, 3 tripped.
• SRLDC explained that as the generating units at Krishnapatnam are not in service there
is no source (i.e. V and I signals) to drive the distance relays at Krishnapatnam end
hence the tripping at one end only i.e. Manubolu; SRLDC informed that similar event
had taken place on 25th May2014 @ 17:03 hrs.
• KPCTL suggested for using "weak-infeed" logic for the line.
• SRLDC suggested that at SEPL, it is better to have IDMT characteristics for DEFR than
DMT and the relay has to be coordinated with zone-2 settings of the other lines.
• In the Meeting, it was agreed that AP may consider implementing "weak-infeed" or
other suitable logic in respect of Krishnapatnam-Nellore (AP - Manubolu) lines.

Deliberations:
KPCL:
• B-phase bushing of GT of unit-1 got flashover and resulted in heavy neutral current
flowing in unit-2.
• Due to blast over the bushing, the lines were hand-tripped by the operator.
• On JSW line carrier was received from Jindal end.
JSW:
• BTPS-JSW line is a LILO line of 11 km length.
• Line auto reclosed at JSW end and normal carrier was sent to other end.
• Existing line settings are provided by KPTCL.
SRLDC:
• SRLDC agreed that the B-phase fault was cleared in time.
• Due to the fact that the line is short, POR (permissible over reach) scheme could be
implemented for distance protection.
• JSW end of BTPS-JSW line should have tripped in Zone-2 instead of Zone-1 and this
aspect needed review.

• KPCL informed that no zone-4 tripping though the same had been mentioned in FIR.
Due to this contradiction, KPCL was requested to submit a detailed report pertaining to
the incident.
KPTCL:
• The time settings of PD (Pole Discrepancy) relay and A/R relay had to be checked and
reviewed at BTPS.
Recommendations
• KPCL was requested to submit the detailed analysis report of the incident within a
week's time.
• KPCL was requested to check & review the time settings of PD (Pole Discrepancy)
relay and A/R relay and the same shall be informed to PCSC forum.

• From the FIR, it was noted that there was operation of bus bar protection of both buses
1 & 2 due to failure of string insulators that caused the quadruple bus conductors to fall
on the tubular bus bars of Pugalur-2 line and TS-2 tie line bay.
• The operation had also resulted in tripping of Pugalur-2 line, TS-2 tie line, GT1, and
GT2.
• There was also a tripping of TS-2 Expn – Trichy line due to suspected power swing
phenomenon.

Deliberations:
SRLDC:
• Though the fault was cleared in time, tripping of TS2 – Trichy line on account of power
swing is not a desired operation.
• The programme for disc insulator replacement needed to be given to the forum.
• Disc insulators had to be replaced positively before COD of the generating unit.
NLC:
• NLC displayed photographs of the switchyard with the affected component.
• Line between TS2 Expn. and TS2 is a very small line of 1.3 km length.
• Around 5,200 disc insulators have arrived for replacement in the yard.
• Disc insulator replacement programme would be finalized after discussing with M/s
BHEL.

SRPC:
• BHEL could be impressed upon for expeditious replacement of disc insulators in the
affected area for early restoration.
Recommendations
• NLC was requested to take up the replacement of the disc insulators issue with M/s
BHEL expeditiously.

Deliberations:
• In the PCSC meeting, timely compliance of the above was highlighted. Periodicity of
Reporting was also discussed and the constituents were requested to submit the progress of
implementation to SRPC and SRLDC as specified in the Hon'ble CERC Order dated 20th
February, 2014.
• Issue regarding non-furnishing of FIR/Trip Analysis Report, EL, DR, etc. was highlighted.
SRPC had taken up the issue under Clause 1.5 of IEGC vide letter dated 05.05.14 and
21.05.14. It was pointed out that the above reports were to be uploaded on SRLDC web
application within 24 hours as mandated in IEGC/CEA Regulations.
• It was informed to the PCSC forum that the Phase I Compliance status had been submitted to
Hon'ble CERC vide SRPC letter dated 26th May14 (Annexure III).

6 Implementing / Reviewing the Special Protection Schemes (SPS)
6.1 Review of SPS : 765 KV Raichur Sholapur-Line modified logic- KSEB agenda
The issues raised by KSEB regarding implementing the 765 KV Raichur - Sholapur SPS
modified logic had been discussed in detail in the Sub Group meeting of PCSC held on
28.05.2014. The Minutes of the Sub Group meeting is enclosed as Annexure IV.
Logic:
Contingency: One of 400 kV Kolar-Hosur D/C line trips and
flow on other Circuit > 850 MW
Action: Back down 500 MW import at HVDC Kolar and Shedding load in Tamil
Nadu as per Trip Signal 2.
Deliberations
• It was informed that the SPS had been discussed in the OCC meeting.
• SRTS-II, PGCIL informed that the SPS would be implemented after discussing the financial
issues of SPS in the Commercial Sub Committee.
• KSEB requested SRLDC to furnish the details of Loads identified for tripping while
implementing the SPS.
6.3 SPS for PGCIL 400 KV Mysore and 400 KV Kalavindapattu S/S

6.4 SPS for Kudankulam Nuclear Power Station
Ø The issue was discussed in detail in the 29th PCSC and in the Special meeting held at SRPC
on 17.03.2014.
Deliberations
• KKNPP informed that instruction had been given to the operators in the control room to
carry out manual ramp down at the rate of 50 MW/minute. It would take around 5 to 6
minutes for 300 MW ramp down.
• SRLDC desired that ramp down be carried out automatically through soft logic.
Recommendation:

Ø The PCSC forum advised NPCIL, KKNPP to implement the Single Phase Auto Reclose
Scheme at the earliest and the same be communicated to the forum with in a week's
time.

11 The issue of quantum of df/dt relief in SR
In the 29th PCSC meeting SRLDC informed that the df/dt settings in the Southern Region
would be revised from the month April 2014 due to Synchronization of SR with NEW Grid.
Deliberations
• SRLDC proposed for the following df/dt settings in the SR.
• Stage-1 : 49.9Hz & 0.1 Hz/sec
• Stage-2 : 49.9Hz & 0.2 Hz/sec
• The detail as submitted by SRLDC / POSOCO is enclosed herewith as Annexure VI.
• The PCSC forum decided to discuss the issue in detail in Sub Group meeting / the next
PCSC.
12 Submission of completed dynamic study data
All SLDCs were requested to direct the embedded IPPs connected at 220 kV and above voltage
level to submit completed dynamic study format to SRPC, Secretariat.
Deliberations
• The pending units would be circulated in the agenda of the 33rd PCSC.

But, BFR of Q50 CB of CWD20 dia also operated that led to opening of Q51 CB of CWD20 dia and sending DT to remote Jeypore-I end for
tripping the line.
PGICL:
• Insulators are being cleaned once in six months.
• Even after opening the CBs Q50 and Q51 of CWD 20 dia, current conduction was there for 500 msec due to pollutants in the area, which could
have resulted in LBB operation of the Q50 CB.
SRLDC:
• When was the filter banks of the pole cleaned last time?
• A detailed report from PGCIL is required for analysis of the event.
NTPC:
• LBB (BFR) should also give re-trip command to the breaker.
PCSC Recommendations :
• PGCIL shall submit a detailed report on the tripping incident by 6th June, 2014.

32nd PCSC Deliberations & Recommendations
• It is noted that there was a Y-phase to earth fault near KKNPP end and the line tripped in Zone-1 at KKNPP and Zone-2 in Madurai
end.
• Despite sending carrier from KKNPP, Madurai end did not receive it and without auto reclosing tripped in Zone-2.
NPCIL:
• There was no fault on the Madurai – Kudankulam line.
• After successful implementation of auto reclose for one and half breaker scheme at Rajasthan Atomic Power Plant, the same
would be implemented at KKNPP.

PGCIL:
• If pressure in the CB is less than 32 kg/cm2, then there would be a lock out; if it is about 30.5 kg/cm2 then it would give auto
reclose lock out.
• There was a problem with pressure switch of the circuit breaker on the Madurai-Kudankulam line and it has been rectified.
SRLDC:
• Power plant like NLC’s TS2 has implemented auto reclose feature on the evacuating lines.
• The schedule for completing auto reclose feature at Rajasthan Atomic Power Plant and then at KKNPP shall be intimated by
NPCIL before next PCSC meeting.
Recommendations
Ø NPCIL is requested to inform the PCSC forum regarding the implementation schedule of auto reclose feautre at Rajasthan Atomic

SRLDC:
• 3-phase auto reclose feature implemented on Gazuwaka-Jeypore line is not known to SRLDC and it is not clear
under what conditions it was approved. However, SRLDC recommends 1-phase auto reclose

1OVRX was flagged in Unit-1 and 2 and the same was reset. 6.6KV BUS E voltage dipped
from 6.59 KV to 6.48KV
During the line-1 trip following alarms appeared/observation/action taken in unit-1/2
1.Line 2 current went to >600amps and line 3 current got increased.
2.Unit-2 generation was lowered from 175 to 170 mW(e) by reducing
Reactor further and further lowered to 158 MW(e) by steam dumping with small steam dumping
for about 5 minutes. LD Chennai was contacted and Line- 4 Acharapakkam end breaker which
was in open condition was closed. Later unit-2 generation was normalized after closing the
steam dump valve and raising the reactor power.
3. EM carried out visual inspection on line-1 at Ist tower and found normal. After getting LD
Chennai clearance, Line-1 was test charged from SP koil end at 11:24hrs. At 11:55hrs line-1
was tied from MAPS end.

got cut from the first tower after the road crossing near the first circle. SE LD center, AD shift
Acharapakkam, AD lines SP koil were informed. Line 4 was isolated and Earth switch is kept
close and LC is given.
-During Line4 tripping time, Unit1 AVR got changed over to Manual with alarm "Excitation
protection changeover channel 1-2", House load permissive contact faulty were in. In DVR
panel UN-665(AB 61)
LED 21 - Protection changeover, LED-25 Channel -1 PT fuse failure,
In UN-665(AB-65) for channel 2 LED 25 PT fuse failure were glowing.
Relays 60X1 and 60X2 were found flagged and were reset. House load HS is selected to bypass.
Excitation relay 1 OVR was reset.
-EM checked the Generator PT output MCBs at 110 V side voltage for AVR and protection
channel were found normal at 102 volts. DVR input terminal voltages were checked and found
normal. Alarms were reset from micro tech panel by pressing Release reset and Acknowledge
/reset PBs. Alarms got cleared.
-AVR was changed over to auto channel 1 at 11.05 hrs. The response is checked & found
normal. House load HS is selected to NORMAL.
2 14.05.2014 Acharapakkam line was isolated for attending R phase conductor as it got detached from the R-ph conductor cut
suspension insulator by TNEB personnel. R phase suspension insulator was replaced by TNEB
staff. Acharapakkam end line DS sparking problem being attended by TNEB staff .Line was
taken in to service at 1650hrs on 15.05.2014.
On 22-05-2014, U-1 was operating at 165 MW(E) and U-2 was operating at 168 MW(E) At 13.08hrs both units came on house load operation due
to sudden grid frequency dip from 49.92 to 47.65Hz. 230kV grid supply was found lost. During the units are on house load operation, U-1 PHT

pump -7 got tripped on protection. In consequence to pump tripping reactor got tripped resulting in unit outage. Unit-2 was synchronized after grid
normalization at 13.36hrs.
Total 8 no of line trips could not be justified & 6 no's of incidents were line faults.
MAPS:
• There were 18 outages recently due to spurious trippings. Arani line alone tripped about 5 times.
• Arani line is tripping frequently without any fault on the line and the fault distance is known.
• On many occasions during the line trip and subsequent voltage dip effect, the AVR of the generating unit is switching over from automatic to
manual mode on its own. When the voltage becomes normal, AVR is taken from manual to automatic mode manually.
• TANTRANSCO was requested to carry out line patrolling for locating any trouble spots, if any.
• On 22.5.2015, two units at Kalpakkam went on house load.
• From MAPS to TANTRANSCO, there are two lines to Singamperumal (SP) Koil, one line each to Arani and Acharapakkam.
• On 22.5.2014, TANTRANSCO lines (i.e. SP Koil lines-1&2) were radially drawing a load of 450 MW while MAPS was generating around 330
MW. Since there is no connectivity to grid for MAPS, momentarily there was an island formation with 330 MW generation and 450 MW load
which could not sustain and the generating units at MAPS went on house load on account of u/f operation at 47.65 hz after opening the GCB of
the units.
• MAPS opined that had Acharapakkam line been there, the incident could have been prevented.
MS i/c:
• If any Line Clearance (LC) is there in that area for maintenance, then further opening of the lines have to be restricted for avoiding undesired
island formation of MAPS generation with TANTRANSCO loads.
• The MAPS islanding issue would be discussed in the next PCSC meeting.

SPS 1 & 3:
It was explained that proposed load relief from the states could not be solely
based on their demand. Usage of ISTS network was also a very important
parameter. Though demand met could be lower, relative usage of ISTS network
in meeting this demand was also to be borne in mind. Another aspect in viewing
the same would be the ISGS allocation /allocation from Talcher-II station of NTPC
and total import ratios of SR beneficiaries.
It was therefore agreed that the existing scheme of load relief be retained. The
matter would be reexamined after commissioning of second circuit of 765 kV
Raichur-Sholapur link and experience post commissioning of the same.

It was noted that the number of SPS operations in Southern Region had reduced
of late.

It was noted that NLDC had already advised blocking of this scheme.
SPS 3:
The matter had been discussed in the Special Meeting held at Hyderabad on 18 th
January 2014. In that Meeting, the need for SPS operation in Southern Region to
meet eventuality of loss of import due to tripping of 765 kV line had already been
discussed and agreed.

It was observed that SR Grid was presently connected with WR Grid through
single 765 kv line. Hence, all loads in SR were equally sensitive to the flow on 765
kV Raichur-Sholapur line. As regards load aspect, the same has already been
covered under SPS 1 & 3.

After discussions, it was felt that for flow exceeding 1,500 MW from SR to NEW
Grid, need for 765 kV line tripping may need examination. It was felt that NLDC
could be requested to carry out necessary studies to further examine this
suggestion.Ability of SR Grid to absorb the jerk of sudden loss of export of power
greater than 1,500MW could also be referred to NLDC.
SPS 8 & 9
It was explained by SRLDC that choice of loads had already been made
appropriately. The loads had been identified on the downstreamportion of the
lines so as to give proper relief.
SPS 10
It was clarified by SRLDC that signal 3 had been devised on account of the
extended mode of operation of HVDC.(2500 MW for 10 hrs a day)Earlier, there
was uncovered load of about 500 MW not covered in any load relief scheme. This
was expected to be absorbed by the SR Grid since there was no interconnected
AC link with NEW Grid. However, after commissioning of 765 kV line, any pole
outage would result in increased power flow on the AC inter connection. Hence,
the two conditions had been concatenated. In case the same was not done,
there could be operation of other SPS schemes on account of higher flow through
Raichur-Sholapur line and upstream line.
