VIII. RATIONALE:

Garbage refuses and wastes such as papers, plastics, glasses, bottles, tin
cans that a food establishment generates as the results of its activities are not
really wastes but resources waiting to be reused, recovered, or recycled. Convert
these garbage, refuses or wastes trash to cash. Yes, there's money in garbage, if
we make use of our creative minds. When wastes, refuses and garbage are
irresponsibly mixed together and dumped in an open space or vacant lots in the
surrounding environment, they can cause diseases.

Waste mismanagement has serious environmental effects making the

passage of the Republic Act (RA) 9003 or the Ecological Solid Waste
Management Act of 2000 a landmark environmental legislation in the Philippines.
The law was crafted in response to the looming garbage problems in the country.
RA 9003 declares the policy of the state in adopting a systematic,
comprehensive and ecological solid waste management program that ensures
the protection of public health and the environment and the proper segregation,
collection, transport, storage, treatment and disposal of solid waste through the
formulation and adoption of best environmental practices. Moreover, it illustrates

the potentials and benefits of recycling not only in addressing waste

management problems but also in alleviating poverty.

Proper solid waste disposal is one of the major concerns of Barangay Suben
President Quirino. In line with this the seminar committee wants to share
knowledge about the proper solid wastes disposal management (R.A. 9003) in
order to save them from different diseases caused by improper solid wastes
disposal and dirty environment.

IX. OBJECTIVES

1. Encourage greater private sector participation in solid waste

management.
2. To save the community in diseases caused by improper solid
wastes disposal.
3. Divert at least 25% of all solid waste from waste disposal facilities
through re-use, recycling and composting activities.
4. Illustrates the potentials and benefits of recycling not only in
addressing waste management problems but also in alleviating
poverty.
5. To strengthen the campaign about “May Pera sa Basura”.

X. METHODOLOGY

1. Make a letter to the barangay to conduct seminar.

2. Prepare the necessary equipment and documents for the activity.
3. Prepare the budgetary requirements needed for the
commencement of the activity.
4. Inform and invite the residents of the Barangay and necessary
person needed in the conduction of seminar.
5. Start the Seminar.

XII. RECOMMENDATION

MEMORANDUM OF AGREEMENT

The SULTAN KUDARAT STATE UNIVERSITY COLLEGE OF

CRIMINAL JUSTICE EDUCATION (SKSU – CCJE) with the Barangay
Chairman at Barangay Suben, President Quirino Sultan Kudarat represented
herein by its College Dean EDWIN F. CORTEJO, MSCRIM herein after referred
to as “Facilitator”.

The BARANGAY SUBEN with the Barangay Chairman address at Suben

President Quirino Sultan Kudarat represented herein by its Barangay Chairman
CEASAR IMPERIAL hereinafter referred to as “Beneficiary”.

WITNESSETH
WHEREAS, the SKSU – CCJE assure its full support and supervision to
the Barangay Suben during the period of existence and ensure that the
symposium and information drive about R.A 9003, otherwise known as
“Ecological Solid Waste Management Act of 2000”.
WHEREAS, the FACILITATOR do hereby commits him to monitor the
necessary activities needed to initiate the above mentioned activity.
WHEREAS, the BARANGAY CHAIRMAN do hereby commits himself to
assist the Facilitator in monitoring the flow of the above mentioned activity.
NOW THEREFORE, for and in consideration the mutual covenants
hereinafter set forth the parties here to have agreed on the following terms and
conditions.

ARTICLE I
OBJECTIVES OF THE PROJECT

TERMS AND CONDITIONS

1. The Barangay Chairman permits the Facilitator to initiate the information

about the Ecological Solid Waste Management,
2. The Facilitator should have sufficient resources for the initiative of the
abovementioned activity,
3. To invite a competent and efficient speaker for the above mentioned
activity,
4. To assure a 100% participation for both parties throughout the activity.

ARTICLE III
AMENDMENTS

Any amendment to this agreement shall be made in writing duly agreed

and signed by the parties.

ARTICLE IV

EFFECTIVITY

This agreement shall be for a period of three (3) months to take effect
upon signing thereof by the parties renewable for a like period upon agreement
of the parties, provided that any of the parties may pre-terminate the same by
giving sixty (60) days written notice in advance to the other parties, prior to the
intended date of termination.
