1.0 Scope
This procedure covers the surfaces preparation and application, protective coating of steel element
for Balance of Plant & Site Tank, Boiler & Accessories, Electrostatic Precipitator, Ash Handling System
of CIREBON COAL FIRED POWER PLANT.

3.0 Applications
3.1 Surface Preparation
3.1.1 All surface of carbon steel (except ; Header, Wall, Tube, Shop Assembly Link) & alloy
steel shall be blasted, unless otherwise specified, using dry blasting abrasive only.
3.1.2 After fabrication, the steel surfaces of hot gas contacted surfaces of harp assembly
(Header, Wall, Tube, Supports) and shop assembly link & manifolds shall not be
blasted with steel shot or steel grit.
3.1.3 Thin sheet metal surface requiring painting may be chemical treatment by a suitable phospha
-ting process or solvent(SP1), hand tool(SP2) and power tool cleaning(SP3), if cannot blasting.
3.1.4 The surface shall be prepared in a manner suitable for coating acc. manufacturers data
sheets. Chemical derusters or rust converters may not be applied.
3.1.5 The surface of the component shall be blasted within 8hours prior to coating the
component. If the relative humidity is greater than 80%, blast immediately prior to coating.
Blast cleaning shall not be conducted when the temperature of the surface is less than
3℃above dew point of the surrounding air. The surface profile shall not conflict with
the paint manufacture’s recommendations.

3.1.6 The blast profile shall have a surface profile of 1 - 3 mils as measure with a Keane-Tator
Surface Profile Comparator or equivalent. A surface profile tape such as Press-O-Film by
TESTEX, Inc. may be used..
3.1.7 Manual Rust Removal
Manual rust removal shall be allowable for weld zones and for touching up installed
components. The degree of cleanliness shall be better than shown in standard reference
photograph C St 3 to ISO 8501-1 : 1988. Grinding machines or brushes are suitable
for this purpose.
3.1.8 Cleaning : Removal of impurities:

may not be damaged.

White Rust Fresh water hosing and scrubbing with stiff brushes.
3.1.9 Surfaces to be coated must be dry and free of all dirt, mildew, chalk, spent abrasive and
any other contaminant of foreign material that could inhibit adhesion.
3.1.10 Header assembly should be cleaned by air blowing and vacuum clean.
3.1.11 The interior surface of pipe, Link & Manifolds shall be cleaned by air blowing.
Internal surfaces of Pipe, Link & Manifolds should not be chemical cleaning
(pickled and passivated),
3.1.12 Any oil and grease on the surface shall be removed by SSPC-SP 1, Solvent Cleaning.
3.1.13 Steam drums may be blasted by steel grit (not sand blasted) after final heat treatment but
before final assembly. And then, it’s interior shall be cleaned by using the compressed
air and recorded the inspection result. If steel grit blasting is applied for the surface
treatment of drums, then the steel grit material shall be the same like the drum material.

3.2 Application of Coating


3.2.1 General (Application Conditions)
The primer shall be applied to properly prepared surfaces only. The specifications of the
coating material manufacturers shall be observed. The temperature of the surface

being treated during application of paint shall be at least 5˚C and not more than
40˚C, and the relative humidity shall not exceed 80%. The temperature of the work
piece shall be at least 3˚C above dew point.
3.2.2 Painted/Uncoated Surfaces
3.2.2.1 Painted Surface
Surface to be painted include exposed surfaces of the interior and exterior of
all building structures of all equipment, piping, valve, and hanger unless excluded
hereinafter.
The following lists include the major surfaces of materials and equipment to be
painted. Surfaces of material and minor equipment not listed but requiring painting
for protection shall also be painted.

3.2.2.2 Uncoated Surfaces
Uncoated surfaces shall be protected for export shipment and on site storage,
to prevent rust and corrosion. Wherever necessary a rust inhibitor shall be used.
Some material or equipment may not require field painting or may have been shop
finish painted.
Except as otherwise specified or directed by the PJT company,

-.Moving parts of machines (e.g. stem, shaft, sliding and locating bearings), nameplates,
instruments and sealing surface shall not be coated.

3.2.2.3 A large part of the steam generator, Insulated Piping, and insulated equipment surfaces
shall be covered with aluminium cladded lagging and need not be finish painted
3.2.2.4 Exposed surfaces of electrical conduit, conduit boxes, and fittings shall be painted only
where they are adjacent to painted parts of the building structure or equipment.
These surfaces shall be painted same color as the adjacent building or equipment surfaces.
3.2.3 Paint shall not be applied on the interior surface of pressure parts such as steam drum,
tanks, wall, tube and pipe, unless otherwise specified.
3.2.4 The component of Power Plant(BLR & BOP & EP & AHS) shall be cleaned, primer and finish
painted in accordance with paragraph 4.3 after fabrication except the sentence 3.2.2.2, 3.2.3
3.2.5 The carbon steel surfaces will be painted as indicated in the technical specification
for painting system according to temperature range in that particular area.
3.2.6 To be welded in the field shall not be coated with zinc primer or other paint 50mm from
the welds. The 50mm areas shall be coated with weldable shop primer.
3.2.7 The galvanized area such as grating, stair threads shall be carried out by the hot
dip galvanized process in accordance with ISO 1461. In case of damaged during handling
or erection etc. Damaged surface shall be touch up with epoxy zinc primer in accordance
with ASTM A 780
3.2.8 For structural steel, bolt hole and High tention bolting surface shall not be applied paint
system except the inorganic zinc primer or Inorganic zinc shop primer. All structural bolted

surface shall be masked in accordance with attachment 1(Painting Scheme of Steel


Structure); this area shall be coated in accordance with the specified painting system after
bolting.
3.2.9 For transportation or temporary, all frames, (including brace and fixture) shall be painted
with yellow color in accordance with this procedure.
3.2.10 In case of top coat are required on the inorganic zinc primer, Mist coating shall be performed
In order to avoid coating failure.

3.3 Touch-up Painting


3.3.1 Repairing Damage/Touch-up in the shop or in the Field
- Surfaces to be subjected to ambient Temperatures (Less than 93℃) in service.
3.3.1.1 Damaged parts caused by burns, welds, scratches, or impact etc. during fabrication,
handling, storage, shipping, and erection shall be touched up painted with as below.
It has to be cleaned on the surface until minimum 1 mil (25 ㎛) of surface profile
by spot blast or power tool as per SSPC-SP 11.

3.3.1.2 The application method for the touch up painting is specified by brush or spray.

3.3.3.1 Damaged parts caused by burns, welds, scratches, or impact etc. during fabrication,
handling, storage, shipping, and erection shall be touched up painted with
Silicone aluminum. It has to be cleaned on the surface until minimum 1 mil (25 ㎛)
of surface profile by spot blast or power tool as per SSPC-SP 11.

3.3.3.2 The application method for the touch-up painting is specified by brush.
Touch-up painting by roller is not permitted.
3.3.4 The coating failure such as run, sags, drips or over-spray shall not be permitted because
it will be effected by the root cause by loss of adhesion, blistering, peeling, mud-cracking
or rust of substrate. Defective area shall be re-blasted and re-coated.
3.3.5 Before each layer is applied, previous coating shall be touched up where necessary by way
of rust removal and cleaning, according coating manufacturers specifications.
The final top coat shall be reapplied completely if required.
3.3.6 The supplier shall provide touch-up paint with thinner at least 5% for site repair.
The amount of touch-up paint, 5% shall be determined by the design area and 40% of loss rate.
3.3.7 The definition of SP 1/2/3 are as follows ;
3.3.7.1 SP 1 : Solvent Cleaning
“A method for removing all visible oil, grease, soil, drawing and cutting compounds,
and other soluble contaminants from steel surfaces. used prior to the application of paint
and in conjunction with surface preparation methods specified for the removal of rust,
mill scale, or paint.

3.3.7.2 SP 2 : Hand Tool Cleaning


“A method of preparing steel surfaces by the use of non-power hand tools.
removes all loose mill scale, loose rust, loose paint, and other loose detrimental foreign matter.
It is not intended that adherent mill scale, rust, and paint be removed by this process.
Mill scale, rust, and paint are considered adherent if they cannot be removed by lifting
with a dull putty knife”
3.3.7.3 SP 3 : Power Tool Cleaning
“A method of preparing steel surfaces by the use of power assisted hand tools.
removes all loose mill scale, loose rust, loose paint, and other loose detrimental foreign matter.
It is not intended that adherent mill scale, rust, and paint be removed by this process.
Mill scale, rust, and paint are considered adherent if they cannot be removed by lifting with
a dull putty knife.”

4.0 Coating System

4.1 Application of Coating Materials


Type and number of protective coating for common item (pipes, structure steel, duct, stack, casing,
drum, heater and tanks, condenser, electrostatic precipitator, Ash Handling System) which requires
corrosion protection shall be in accordance with the 4.4 coating system. The coating materials shall
be applied to the approved vendor according to 4.3 material selection, In case of complete vendor
items, painting material might be used to item in accordance with their standard.
The intermediate and finish coat material shall be applied the same manufacturer as a primer.
The single paint supplier will be chosen by Doosan from among the approved vendors
(Jotun, International Paint, Hempel, Carboline).

4.2 Coating System for Complete Vendor


4.2.1 The type and number of protective coating for complete vendor item (valves(except
valve body), pumps, motors, pipe support, hanger, dampers, MOV, gauge, and electrical
parts) which requires corrosion protection shall be in accordance with the customer’s
technical specification.
4.2.2 Final color of complete vendor item shall be applied according to Colour Scheme (Docu. No. :
T07119-YR01-P0-ZEN-030004). It will be carried out in accordance with Maker Standard Color,
if the Colour Scheme do not required about final color.
