Dear Mrs. Apigo,

We acknowledge with gladness the letter from your group dated November 07, 2019 duly
signed by eleven (11) other millers from San Jose Occidental Mindoro regarding our
Procurement of Milling Services in NFA Southern Tagalog Region for the period
November to December 2019.

Relative thereto, we wish to inform your group that our basis for the early conduct od
bidding for Milling Services is the order from our Central Office to proceed with another
round of competitive bidding for Milling Services under 63% GMR (well milled) to have a
better milled rice output.

At this point, please accept our sincerest appreciation for all the fruitful years that you
have been reliable partner in the conduct of our Palay Milling Operations that results to
satisfying our rice requirements both for Island & Mainland Provinces of Southern
Tagalog Region including that of our nearby regions.

However, it’s quite unfortunate that you decided not to participate in our scheduled
opening of bids for our milling services today November 11, 2019 which resulted to failure
of bidding in your area. This is despite that many millers thereat purchase bidding
documents.

Nonetheless, we recognize all the issues and concerns indicated in your letter and please
be assured that we will thoroughly evaluate your request and consider also our options
on the matter with the end in view that it will be acted judiciously.
