    Dear Dir. Orais,

    Greetings.

    The Local Government Unit of Barugo, Leyte is in full support to all the programs and
    projects implemented by your office to our municipality, among others is the distribution of
    High Quality Palay Seeds under the DA National Rice Program ( NRP) and RCEF Seed Program.
    The Local Government Unit of Barugo, receive a copy of a memorandum dated February
    28, 2023 from DA Undersecretary for Rice Industry Development stating on the use of the Rice
    Seed Monitoring System (RSMS) platform. Under item number 2 of the memorandum “ Full use
    of RSBSA/ Farmers and Fisherfolk Registry System(FFRS) for harmonizing of farmers list and
    corresponding rice area.
    Anent to this, I would like to inquire on the status of our RSBSA form / list of Rice
    farmers ( see attached List of farmers) for inclusion in the FFRS which was submitted last
    December 16, 2022 ( see attached receiving copy). The Municipal Agriculture Office of this
    municipality received a copy of list of farmers under FFRS last February 27, 2023 but
    unfortunately still they are not included. I ask this for a reason that these farmers might not
    receive any seed and fertilizer assistance from your office since they are not included in the
    FFRS.
    In view of this, May I also be appraised on the guidelines of seed distribution so that we
    can properly explain to our farmers.
