Introduction:
A livelihood is a means of making a living. It encompasses people’s capabilities, assets,
income and activities required to secure the necessities of life. A livelihood is sustainable when it
enables people to enhance their well-being and that of future generations without undermining
the natural environment or resource base (IFRC, 2017). In accordance with this scenario, the
proponents proposed a project which can inculcate a livelihood program suitable for the people’s
everyday living. For they have found out that there are still poverty incidence still existing on the
Philippines, up until this time. According to Philippine Statistics Authority (PSA, 2018), there
are 21% poverty incidence among population as of 2018, and 16.1% poverty incidence among
families. Having to say that, a step by step help would be needed to help lessen the poverty
incidence on the country.
The prior existence of cleaning agent industry in the country such as, making of
dishwashing liquids has become known as a helpful way on how to sustain the fund resources of
the people (Roberta, 2019). Those products were usually used for cleaning purposes and are very
easy to make. In addition to their primary use, such product like dishwashing liquid also has
various informal applications. Nevertheless, the making of these products helped lots of people
to cope up with their everyday living.
The City Cooperative and Livelihood Development Office (CCLDO) helped the
proponents made this project possible. According to their office, providing a livelihood program
such as a seminar on how to make dishwashing liquid is a great way to help those people who
are in need. The students of First Asia Institute of Technology and Humanities think of a
solution to lessen the poverty rate on Barangay Balele, Tanauan City Batangas. PataKwarta
program will give them knowledge about how to make dishwashing liquids which they could sell
in order to generate income. PataKwarta would help solve the said issue and it would serve as an
inspiration for other communities to come up with the same activities in order to limit the
poverty in the community.
According to the CCLDO of Tanauan City, Barangay Balele has the greatest number of
beneficiaries of financial assistance as members of 4 P's. There are 685 members to be exact
(Banya, 2018). That is to say that, Barangay Balele doesn't have enough fund resources for its
people. Having to say that, the proponents have concluded that the best way to solve their
problem is to help them gain profit as much as they could, especially those housewives members
of the 4P’s of Barangay Balele, via educating them on how to make a dishwashing liquid that
could make them gain more profit.
The researcher conducted a need assessment within the Barangay Balele, Tanauan City
Batangas, one of the major problems that the researcher found out was the high rate of poverty in
the community thus, the researchers decided to conduct a community problem entitled
PataKwarta with the following objectives:
Method:
The proponents coordinated with the CCLDO of Tanauan. Of all the barangays,
Barangay Balele is considered as the top beneficiary of 4P’s. One of their major problem is the
lack of livelihood, so the proponents proposed a project entitled, “PataKwarta”.
The E-Force team will coordinate with the barangay officials for the proposed project.
The proponents, together with the other barangay officials will be preparing and expecting 15
participants chosen through purposive sampling.
Formal letters will be distributed to the local council of Barangay Balele and the City
Cooperative and Livelihood Development Office for their participation to the seminar training
regarding to the PATAKWARTA: SEMINAR ON HOW TO MAKE DISHWASHING LIQUID.
The actual program consists of the following:
1. Seminar regarding on how dishwashing liquids can be their source of income.
2. Workshop on how to make dishwashing liquids.
3. Provision of linkages for their readily made product, specifically the tapped connection,
Produktong Tanauan.
After the seminar training the assigned person on the time of implementation, will be
given evaluation forms to the citizens for them to determine if the program was efficient or not.

Resources:
The fund would be acquired from the NSTP Fund of the students of First Asia Institute of
Technology and Humanities. Furthermore, the venue and facilities would be provided by the
Local Government of Poblacion 7, Tanauan City Batangas.
