Secondly, could you please write a draft of the speech I will be giving at the beginning of a briefing
session to members of the tourism industry about the track? I need to begin by briefly introducing
myself, then talk about the rundown of the briefing session, which was discussed at the staff meeting
the other day. Make sure you include the progress of the work (I think we only have information as
of February at the moment – that will be enough) and what HKTS is doing to promote the track as a
whole.

Lastly, please write a letter to Angela Lau inviting her to be an ambassador for the track. You should
list what her duties would be. Also, point out that we understand her concerns about scheduling and
mention what we would do to accommodate her. You might want to start by saying why we think
she would be suitable for the job. She can contact me if she has any questions. Give her my contact

Angela Lau says she only expected her parents to be waiting for her at the airport when she returned from the
World Track Championships, becoming the first Hongkonger to win two medals in an international cycling
competition.

‘I thought my mum and dad would be waiting to take me home,’ says the modest star. ‘I was so surprised to
see so many other people there with signs, flowers and flags waiting for me as well.’

Lau’s medals and subsequent fame mean she is one of the city’s most widely recognized athletes. Her
achievements come after years of hard work. Growing up in Tseung Kwan O, her father taught her how to ride
a bike aged three. ‘My parents always taught me to work hard to achieve my dreams. I’m working harder than
ever and really believe I have a shot at gold at the next Olympics – that’s what I’m working towards.’

It sounds like hard work. Lau spends all of her waking hours on the track and in the gym when she isn’t jetting
off to various competitions. ‘It’s pretty hectic at the moment. I have to avoid any activities that clash with my
training and competition schedule. It’s a sacrifice, yes, but it will all be worth it when I’m standing on the
podium with a gold medal in my hand.’

The Waterfront Promenade offers 3.2 km of flat, relaxing cycling, right next to the calm waters of Tolo

‒ Simon confirmed that we would be giving a talk next month to important members of the tourism
industry. Simon stated the talk would start with his welcoming speech. This would be followed by
Gary giving an introduction to the track and the attractions along the way and an overview of
HKTS’s promotional activities with regard to the track.
‒ Gary suggested that Simon avoid talking about damage caused by the recent flood.
‒ Regina reminded Simon that a Q&A session would take place at the end of the briefing and that she
would prepare some brief notes with important facts and figures for Simon to have on hand.

 Ambassador
‒ After considering potential candidates, the group resolved to invite local cyclist Angela Lau to be
one of the scheme’s ambassador.
‒ Gary commented that Lau has a large social media following and suggested she could be asked to
write posts on her social media page about the track.
‒ Regina suggested the role of the ambassadors should run for a fixed period of one year from this
coming August to enable them to help promote the track both before and after its launch.
‒ It was agreed to add these two points to the already agreed upon duties of the ambassadors.
‒ Simon noted that we should try our best to schedule activities outside Angela Lau’s training and
competition schedules and that the exact activity schedule could be discussed with her to make it
easier for her to get involved.

Firstly, we received a letter from Mr W. H. Chan this week. He’s a resident of Ma On Shan and is
worried about the environmental aspects of our scheme. Please draft a letter of reply for me (no
address or date required). I want us to answer his enquiries before he decides to take them to the
newspapers, so make sure you address all of his concerns thoroughly.

Secondly, the board would like a progress report on the New Territories Cycle Track. It should
contain information on both the construction and the promotion of the track. Please include the latest
figures showing the progress of the building work. Also, briefly talk about the challenge I talked
about during the interview the other day and the issue concerning the kiosk tenders. For the progress
of the promotional work, you may refer to the minutes of the latest working group meeting. End the
report by emphasizing that we are confident the track will open on time.

Lastly, we will be sending out a newsletter next month to the tourism community. Write an article
for the newsletter to talk about the track. Give some basic information about the project from when it
began in 2012 right up to the present (e.g. budget, goal, milestones and our joint efforts with TD, but
omit facts about the track itself), as well as a good overview of the roles HKTS will play in the whole
project. Mention our events in August too.

Dear Mr. Lee

I am a resident of Ma On Shan and have been for many years. I was compelled to write after hearing you
interviewed on Hong Kong Breakfast the other day. As someone who has seen first-hand the work being done
on the New Territories Cycle Track, I am concerned that you did not address concerns that other residents and
I share on the radio.

Firstly, I have seen workmen removing what seemed like an alarming amount of trees in order to make
enough space to lay the new track. This is very unfortunate in a city such as Hong Kong which has limited
green spaces and increasingly bad air pollution. Can you give me more details and tell me what is happening
to the trees after they are removed?

Secondly, whilst it is good to offer people a location to cycle in, what other green initiatives have you
incorporated into the construction of the track?

Thirdly, I did find it surprising that so much money is being spent on building a new track when other tracks
are in dire need of repair, such as the cycle track at the Waterfront Park here in Ma On Shan which I walk next
to every day. Will there be any improvements to existing cycle tracks?

Lastly, I am worried that the large number of people you expect to go cycling on the new track will make a lot
of noise. I find it very loud down at the waterfront at weekends and on public holidays already. Is there
anything that you plan to do about this noise nuisance problem?

As you know, HKTS has responsibility for assessing tenders submitted by various service providers for
running the kiosks along the cycle track. We’re doing pretty well with the tenders, though it’s been a long
process. Currently, we have 13 out of 16 contracts ready to be finalized. However, no service providers have
submitted tenders for running some of the kiosks. Our current deadline is this Friday so I’m concerned we will
not receive enough tenders before time runs out.

What do you think we should do? I was going to contact service providers that have already submitted tenders
this afternoon to see if they would be interested in running the remaining kiosks.

New Territories Cycle Track – Construction Work

Purpose
1. This paper aims to brief the committee on the current state of the New Territories Cycle Track (NTCT)
and the environmental issues surrounding it. In order to minimize the environmental impact of the scheme, the
Transport Department (TD) is committed to a green approach. Details of our initiatives are provided below.

FINANCIAL IMPLICATIONS

10. The scheme was allocated a budget of HK$1 billion out of the overall TD departmental budget of
HK$45.1 billion for the 2014/15 financial year. Whilst specific initiatives were not originally budgeted for,
the budget did include a specific allocation for green projects, as well as a contingency for unforeseen
construction costs (details can be found in Appendix 3).

ENVIRONMENTAL IMPLICATIONS

16. At the beginning of construction, there were around 5 000 trees along the track (details can be found in
Appendix 1). The finalized route of the track means that 1 500 of these trees will be preserved. Of those
removed, 100 trees have been or will be transplanted to another place along the track. In total, 3 400 trees will
have been removed by the time the construction of the track is complete. For every tree removed, a new tree
will be planted.

17. The track mostly traverses country park with already healthy flora. In order to increase local biodiversity
and provide further habitats for indigenous animals, 60 000 shrubs will be planted at suitable locations to
complement existing woodland. Two new parks with a combined grassed area of 8 000 m² (details can be
found in Appendix 2) will be included in the construction of the NTCT.

18. As part of its ongoing commitment to pioneering green initiatives in Hong Kong, TD is including solar
lighting along the route as well as minimizing the amount of construction waste disposed of in landfills by
transferring suitable unused materials to other, concurrent projects.

Following is a question by the Honourable Yeung Kwok-yan and a written reply by the Secretary for Transport
and Housing, Mr C K Ho, in the Legislative Council today (5 June):

Question:
Regarding the construction of the New Territories Cycle Track, will the government inform this Council:
(a) given that part of this project is being constructed on country park land, of the risk this project carries of
polluting the surrounding area;
(b) given that this project involves the construction of miles of new cycle track, of the materials being used and
whether these will affect local plants and animals; and
(c) given that the Transport Department (TD) hopes this project will be a success and regularly attract both
local and overseas users, of the provisions TD has in place to ensure that noise caused by people using the
track does not bother local residents?

Reply:

My reply to the question is as follows:

(a) As with all building work on country park land, the Transport Department (TD) was granted special
dispensation to commence work on this project and undertook an environmental impact study before
starting construction. Every effort is being made to minimize water and air pollution caused by
construction work.
(b) We have endeavoured to use environmentally-friendly construction materials wherever possible and do not
foresee them having an adverse effect on surrounding plants and animals.
(c) TD hopes that users of the track will be respectful and that noise nuisance problems will not be a regular
occurrence. This is an issue we have undertaken to deal with through education and publicity to remind
cyclists to be considerate to others, and we will also put signage along the track, especially in locations
close to residential areas, reminding cyclists to keep the noise down.

New Territories Cycle Track


Overview

Introduction
Initial consultation work exploring the possibility of a new cycling route in Hong Kong started in 2009. After
ruling out Hong Kong Island and Lantau Island in 2011, construction started in 2014 on the New Territories
Cycle Track (NTCT). The aim of the scheme is to promote cycling both as a sport and as a means of transport
in Hong Kong and it is hoped that the scheme will bring a positive economic benefit to the New Territories.

By collaborating with the Hong Kong Tourist Society (HKTS), the Transport Department (TD) sought to
focus on the construction aspects of the project whilst relying on HKTS’s expertise in other areas. After
completion, TD will be responsible for the overall maintenance of the track and its facilities.

 Promotional items
‒ Stacey informed the group that all promotional items were on schedule.
‒ Simon thanked the team for their hard work in recent months in reaching their target.

 Ambassadors
‒ Gary noted that it had still not been decided what kind of sportspeople or celebrities were going to
be invited to be ambassadors for the project.
‒ Regina commented that she thought it was appropriate to focus only on inviting sportspeople as
they would encourage people to see the new track as a good way to exercise. Stacey agreed with
this idea.
‒ Simon agreed that sportspeople would be good ambassadors, but added he thought it would be
wise to consider inviting celebrities as well, as HKTS is keen to promote the fact that the track is
suitable for all, not just sportspeople or people already interested in cycling.
‒ It was resolved to identify and invite possible ambassadors from these two groups and to draw up a
shortlist by next week.

 Cycle tours
‒ Regina asked the group whether any overseas tour operators had yet shown interest in liaising with
HKTS after last month’s mail out with regard to cycle tours.
‒ Stacey informed the group that several overseas tour operators had registered an interest in
organizing cycle tours, and proposals were being prepared for the operators. The proposals are
expected to be sent out by the end of the month, upon receiving agreement from the group.
