ANNEXURE 'A'

1.0 INTENT OF PROJECT

The purpose of the Shuweihat Water Transmission Scheme is to transfer water from the
new Power and Desalination Plant at Shuweihat to Mussafah and Unit-IV through 2No.
DN 1600 pipelines and an Intermediate Pumping Station at Mirfa. The design
transmission capacity is 100 MGD with an ultimate increase to 150 MGD. Note all
references to MGD refer to Million Imperial Gallons per Day.

2.0 GENERAL DESCRIPTION OF WORKS

The complete project comprises the following main and optional works (Refer to
Schedule of Prices, Volume 3 of 4 for details of main and optional works)

(1) Two DN 1600 pipelines running from the new Power and Desalination Plant at
Shuweihat to the Intermediate Pumping Station at Mirfa, herein referred to as Lot
‘A’.

(2) Two DN 1600 pipelines running from the Intermediate Pumping Station at Mirfa to
Mussafah Pumping Station together with one DN 1600 pipeline running from
Mussafah to Unit-IV, herein referred to as Lot ‘B’.

(3) An Intermediate Pumping station at Mirfa, herein referred to as Lot ‘C’.

(4) Storage reservoirs, water distribution pumping station at Mussafah and water
distribution pipelines, herein referred to as Lot ‘D’.

(5) Associated miscellaneous works.

3.0 LOCATION OF WORKS

The project lies within the Emirate of Abu Dhabi, United Arab Emirates, between the new
Power and Desalination Plant at Shuweihat and the future pumping station at Mussafah.

The new Shuweihat Power and Desalination Plant will be located on the Arabian Gulf
approx. 250km north west of Abu Dhabi Island. The pumping station located within the
Shuweihat Power and Desalination Plant is outside the scope of these works.

The 2No. DN 1600 pipeline route as shown on the CONTRACT drawings runs from the
Shuweihat Power and Desalination Plant in south easterly direction for approx. 5 km to
the main Abu Dhabi–Sila Highway. The pipelines will then turn in a north easterly
direction following the coast, to the north of the main highway, in close proximity to the
route of the proposed 400kV overhead power lines and crossing the Jebel Dhana access
road. Near Ruwais area, the pipelines cross the main highway and continue along the
southern side of the dual carriageway following closely the existing 220kV and proposed
power overhead lines. The pipelines then cross the main highway before Baynoona and
continue along the northern side of the highway following the existing and proposed
power overhead lines. The pipelines then turn in a north westerly direction towards the
coast until they reach the Intermediate Pumping Station at Mirfa. Along the pipeline route
branches are to be made for future connections.

From the Intermediate Pumping Station at Mirfa 2No. DN 1600 pipelines run towards the
south and then cross the Abu Dhabi-Sila highway. Approximately 8km from Mirfa

Pumping Station the pipeline route turns East. It then follows the route parallel to the
existing 400kV overhead power lines. Along the pipeline route branches are to be made
for future connections. The pipeline route continues on the south side of Abu Dhabi-Sila
Highway. Approximately 80 km from Mirfa Pumping Station the pipeline route falls in
between an existing gas corridor and the 400kV overhead line. The pipeline then follows
the existing gas lines for a distance of about 6 km before it crosses the Abu Dhabi-Sila
highway.

After crossing the highway, the pipeline route continues on the north side of the highway.
Near Salmiya pump station connections shall be made to the existing lines. From Salmiya
pump station the pipeline route continues parallel to the existing 11kV overhead line and
the existing DN 900 water pipeline up to the Mussafah truck road interchange. The 2No.
DN 1600 pipelines shall be terminated at the proposed Mussafah Pumping Station site
near Mussafah. Near Mussafah truck road interchange one of the DN 1600 pipeline shall
be provided with 1 No. DN 1600 branch line and shall be continued up to Unit-IV
reservoirs. The route of the DN 1600 pipeline runs in parallel to the existing DN 900 water
pipeline. At approximately 1 km westwards, the pipeline crosses the Abu Dhabi-Sila
highway and then approaches Unit-IV.

Outside the Unit-IV boundary, the DN 1600 pipeline shall branch into 2No. DN 900
pipelines. One branch shall be connected to the existing DN 900 pipeline from Um-Al Nar
and the other shall be connected to the existing DN 900 line from Unit -III.

The majority of the pipeline route from Shuweihat to Mussafah lies in Sabkha areas and
areas with a high water table. In these areas, the pipelines will be installed above
existing grade levels and accommodated in earth bunds. Provisions such as drainage
culverts and ducts under the pipelines have to be made to avoid standing water and
flooding of the areas between various pipeline bunds and the main highway.

From Mussafah pumping station site, two distribution pipelines are to be constructed, one
to supply Mussafah and the second to Al Wathba.

4.0 CONTRACT INFORMATION

The pipeline route, pump station location and relative routes of proposed power overhead
lines as shown on the CONTRACT Drawings are only indicative and hence are liable to
change between the time of production of these documents and the CONTRACT award.
The CONTRACTOR is to allow in their rates for such change of pipeline routes as no
claims whatsoever will be considered in relation to any consequential effects.

Tenderers to note that for this project, the CONTRACTOR shall be exempt from the rules
and regulations regarding hire of equipment, plant from both Al Dhafra Committee and
Tariff Committee for light and heavy vehicles including; buses, pickups, trucks, trailers,
water tankers and saloon cars.

5.0 CONTRACT OPTIONS

The Works described in Clause 2.0 above are being offered to Contractors for
construction in four lots: -

Lot A - Pipelines from Shuweihat Power and Desalination


Plant to the Intermediate Pumping Station at Mirfa.

Lot B - Pipelines from the Intermediate Pumping Station at


Mirfa to Mussafah, including pipeline from Mussafah
to Unit-IV.

Lot C - Intermediate Pumping Station at Mirfa.

Lot D - Mussafah Pumping Station.

The CONTRACTOR shall be required to bid for all pipeline packages (Lots ‘A’ and ‘B’), or
all pumping station packages (Lots ‘C’ and ‘D’) or for the complete project.

Each CONTRACT package shall embrace every expense necessary to complete the
whole of the Works included in the construction of Works and associated facilities
including all necessary testing and handing over on completion.

Each pipeline Lot shall have a separate Consultant and the CONTRACTOR shall deal
with each Consultant separately in every respect.

6.0 SUMMARY SCOPE OF WORK

6.1 GENERAL

The scope of work covers the surveying of the SITE, the engineering and detailed
design, the preparation of technical submittals for materials and equipment, procurement
and supply of all materials, factory testing, delivery, transportation to SITE, handling,
storing at SITE, the preparation of shop drawings, construction, erection, installation,
testing, commissioning, the preparation of ‘As-Built’ documentation, drawings, project
record books and manuals, the supply of spare parts, the provision of
ADWEA/ENGINEER SITE facilities, handing over of the completed works in full
operational condition and providing a two (2) year guarantee period, all as described in
detail in these CONTRACT Documents and their referenced attachments.

The designs, drawings and documents issued with the CONTRACT define the minimum
requirements of ADWEA.

This CONTRACT is an Engineering, Procurement and Construction (EPC) type of


contract. The CONTRACTOR shall develop and verify/modify these documents as part
of their EPC contract responsibilities. The CONTRACTOR shall carry out their own
investigations, studies, calculations and designs, and shall prepare detailed drawings
and documents as necessary to fully define the scope of work to execute the project
including determination of the actual required sizes and ratings of the equipment and
materials based on the design criteria given in the CONTRACT. The CONTRACTOR
shall submit this documentation to ADWEA/ENGINEER for review and approval as
required by the CONTRACT.

The Works within each Lot are broadly described below. The CONTRACTOR shall
however refer to the relevant specifications for clarity and thorough understanding of the
work as required.

This brief description gives purely a broad understanding and awareness of the various
works involved, and in no way shall be interpreted as limiting the CONTRACTOR’s

scope of work under this CONTRACT, which is to provide everything necessary for the
complete construction and satisfactory operation of the whole scheme.

6.2 LOT A – SHUWEIHAT TO MIRFA INTERMEDIATE PUMPING STATION (IPS)

6.2.1 Complete Topographical Survey and Geotechnical Investigation along the pipeline route.

6.2.2 Supply and construction of 2No. DN 1600 pipelines for a distance of approximately
100km complete with valves, fittings and associated civil and earth works from Shuweihat
Pumping Station to the Intermediate Pumping Station at Mirfa all as specified, detailed in
the schedule of prices and shown on the drawings.

6.2.3 Testing, disinfection and commissioning of the complete pipeline system.

6.2.4 The pipelines of Lot ‘A’ shall start at the battery limit of the pumping mains at Shuweihat
pumping station, which will be constructed as part of the new Power and Desalination
Plant at Shuweihat. The Power and Desalination Plant Contractor shall provide two
suitable DN 1600, PN25 flanges for connection. As soon as the design of the
Desalination Plant is finalised, the connection point co-ordinates and levels will be
furnished to the CONTRACTOR of Lot ‘A’. Similarly, as soon as the pipeline route and
profile has been finalised the CONTRACTOR of Lot ‘A’ shall furnish the Desalination
Plant Contractor with all necessary details and assistance as may be requested to allow
proper surge analysis to be undertaken by the Contractor of Shuweihat Pumping Station.

6.2.5 The pipelines shall terminate 2m outside the fenced compound of the proposed
Intermediate Pumping Station at Mirfa. The CONTRACTOR of Lot ‘A’ shall provide two
suitable DN 1600, PN25 flanges. The pumping station CONTRACTOR of Lot ‘C’ shall
provide all necessary materials to complete the connection to the above flanges. As
soon as the design of the Intermediate Pumping Station at Mirfa is finalised, the
connection point co-ordinates and levels will be furnished to the CONTRACTOR of Lot
‘A’. Similarly, as soon as the pipeline route and profile has been finalised the
CONTRACTOR of Lot ‘A’ shall furnish the CONTRACTOR of Lot ‘C’ with all necessary
details and assistance as may be requested to allow proper surge analysis to be
undertaken by the CONTRACTOR of Lot ‘C’.

6.3 LOT B - MIRFA TO MUSSAFAH AND UNIT-IV TRANSMISSION PIPELINES

6.3.1 Complete Topographical Survey and Geotechnical Investigation along the pipeline route.

6.3.2 Supply and construction of 2No. DN 1600 pipelines for a distance of approximately 130
km complete with valves, fittings and associated civil and earth works from Mirfa to
Mussafah all as specified, detailed in the schedule of prices and shown on the drawings.

6.3.3 Supply and construction of 1No. DN 1600 pipeline from Mussafah to Unit-IV complete
with valves, fittings and associated civil and earth works all as specified, detailed in the
schedule of prices and shown on the drawings.

6.3.4 Testing, disinfection and commissioning of the complete pipeline system.

6.3.5 The pipeline shall terminate 2m outside the compound of the proposed Mussafah
Pumping Station (LOT ‘D’). The CONTRACTOR for Mirfa to Mussafah/Unit-IV pipelines
(Lot ‘B’) shall provide 2 No. DN 1600 flanges rated to PN25 on their pipelines. The
connection point co-ordinates and levels shall be furnished to the CONTRACTOR of Lot

‘B’. The final connection between Mussafah Pumping Station and the pipelines from
Mirfa to Mussafah shall be completed by the Mussafah Pumping Station (LOT ‘D’)
CONTRACTOR.

6.4 LOT C - MIRFA INTERMEDIATE PUMPING STATION

6.4.1 Supply and Construction of pump station and 4 No x 10 MG storage facilities at Mirfa
complete with all mechanical, electrical, instrumentation and control equipment and
associated civil, structural and earth works including soil investigation all as specified,
detailed in the schedule of prices and shown on the drawings.

6.4.2 Testing and commissioning of the complete plant and equipment at pump station site all
as specified in the CONTRACT documents.

6.5 LOT D - MUSSAFAH PUMPING STATION

6.5.1 Supply and construction of Mussafah Pumping Station and storage facilities comprising
6 No. x 10.0 MG reservoirs and pumping station with all related facilities, complete,
including all mechanical, electrical, instrumentation and control equipment and
associated civil, structural and earth works, including soil investigation all as specified,
detailed in the schedule of prices and shown on the drawings.

6.5.2 Testing and commissioning of the complete plant and equipment at the pump station
site, all as specified in the CONTRACT documents.

6.5.3 Testing, disinfection and commissioning of the distribution pipelines.

6.5.4 From Mussafah pumping station site, two 1200 DN distribution pipelines are to be
constructed to supply Mussafah.

7.0 PIPELINE ROUTES AND PUMP STATION LOCATION

7.1 The CONTRACT drawings only show the preliminary pipeline routes, but should not be
read as final in any way. The CONTRACTOR is required to negotiate with the Town
Planning Department of Abu Dhabi, ADWEA, TRANSCO and all other concerned public
and private bodies as necessary to obtain their approvals for the pipelines route. The
CONTRACTOR shall obtain the final approvals during construction and both the
ENGINEER and ADWEA will assist the CONTRACTOR as much as is reasonably
possible in the approval process.

7.2 Following approval from the Town Planning Department and the various concerned
bodies, the CONTRACTOR is required to undertake a full topographical survey of the
pipeline route and the pumping stations as specified. They shall also undertake a full
geotechnical investigation as similarly specified.

7.3 The results from the topographical surveys and geotechnical investigations are to be
utilised by the CONTRACTOR to undertake a detailed design of the pipelines and
Pumping Stations at Mirfa, Mussafah and Sila for ADWEA/ENGINEER approval before
undertaking any construction activities.

7.4 The pipelines potentially cross the dual carriageway between Abu Dhabi and Sila at
various locations and major oil and gas reservation corridors. The CONTRACTOR is to
furnish all designs and drawings to the ADWEA/ENGINEER for approval before any pipe
crossings are undertaken. The CONTRACTOR shall also co-ordinate with the various
Authorities, Owners and Operators of existing roads, oil and gas pipelines and any other
services and obtain their approvals prior to undertaking the works.

8.0 DESIGN CRITERIA

8.1 GENERAL

The pipeline shall include but shall not be limited to pipes, flanges, puddle flanges, pipe
fittings and jointing (restrained or otherwise) materials.

The pipeline system shall include, but shall not be limited to, pipe materials and all the
integral parts associated with pipes such as valves, chambers, piles, trenches, bunds,
pipe fittings, thrust blocks, pipe protection, cathodic protection, gaskets, bolts, flanges,
pipe anchor brackets, thrust restraints, pipe supports and piled foundations all as
necessary to provide a complete working system for the transmission of water from
Shuweihat to Mussafah and from Shuweihat to Sila.

The CONTRACTOR shall be solely responsible for the design of the system in its
entirety, including but not limited to provision of the necessary materials, construction,
erection, installation, testing and handover to ADWEA.

8.2 PIPELINES

8.2.1 The CONTRACTOR shall select the pipes and design the pipeline system according to
the material(s) submitted with their CONTRACT, for the following operating and loading
conditions or any combination thereof: -

• Field hydrostatic test pressure = 23.5 bars (Lot ‘A’)


30 bars (Lot ‘B’)

• Operating pressure = 18.5 bars (Lot ‘A’)


25 bars (Lot ‘B’)

(For pipeline test pressures under Lot ‘D’, refer to Volume 5, Book 1 of 4, Part 3)

• Pipe bedding and surround compaction shall be as specified.


• Trench/ bund widths shall be as detailed on the CONTRACT Documents.
• Use of thrust blocks and/or restrained pipes as required by the CONTRACTOR’s
pipeline system design.
• For Lots ‘A’ and ‘B’, the flow rate shall be 50MGD in each pipe at present and
75MGD in the future.

8.2.2 The ultimate deflection of the pipes shall be limited in accordance with the pipe
manufacturer’s recommendations.

8.2.3 The CONTRACTOR shall submit with their design proposals confirmation of the suitability
of the specified class of the pipe when used in the anticipated ground conditions and with
their proposed pipe bedding, surround and pipe protection.

8.2.4 The CONTRACTOR shall mobilise their own detailed engineering design team to carry
out the design work for all the elements involved in the project at either their home office
or locally in Abu Dhabi. Additionally, the CONTRACTOR may enhance their resources
through utilising minor services from a qualified engineering firm. The CONTRACTOR
shall submit details of such arrangement with their CONTRACT. Notwithstanding the
location of the design team the Contractor shall have a head office in Abu Dhabi city for
the Contractors Management team to operate from during the whole AGREEMENT
period.

Notwithstanding the Contractors proposed location for the detailed engineering design
and/or Contractors Home Office proposed activities, the Contractors Project Management
Team (inclusive of procurement team, engineering team and single person responsible
towards the project e.g. Project Manager) shall operate from a Project Head Office
located in Abu Dhabi city. This Head Office shall be maintained fully functional for the
AGREEMENT purposes and during the whole duration of the AGREEMENT.

8.2.5 All design calculations shall conform to acceptable international standards. Any computer
software used shall be internationally recognised and shall be validated by previous
usage by international contractors. Original copies of all computer software used in the
design shall be supplied to ADWEA, even if they are propriety to the engineering
consultant.

8.3 PIPELINE ROUTE SURVEY AND ACCESS

8.3.1 Pipeline topographical survey as specified in Sub-Section H4.2 shall be carried out by the
CONTRACTOR. The topographical survey and pipeline alignment drawings shall be
completed within a maximum of 90 days from the CONTRACT commencement.

8.3.2 Following completion and approval of the topographical survey and pipeline alignment
drawings the CONTRACTOR shall perform bulk excavation to establish a suitably graded
ground profile of adequate width for pipeline installation and commencement of bund
construction or trench excavation as appropriate.

8.3.3 The CONTRACTOR shall maintain an access track to an adequate standard over the full
length of the pipeline throughout the period of the CONTRACT. Upon completion of the
pipeline works, the access track shall be regraded as necessary and surfaced in
accordance with the Specification to form a permanent service track. Temporary access
roads from the main highway to the pipeline sites shall be constructed to an adequate
standard at reasonable intervals and to remain available throughout the CONTRACT
period.

8.4 GEOTECHNICAL INVESTIGATION

8.4.1 The geotechnical investigation works as directed by the ENGINEER and specified in the
CONTRACT documents shall be carried out by the CONTRACTOR. The results from this
investigation shall be used to determine the exact requirements for the trench/bund
construction and foundation design for crossing culverts, thrust blocks, thrust restraints,
valve chambers, pipe supports, reservoirs, pump stations, buildings etc. and protection
from corrosion. Piled foundations shall be deemed to be included as necessary.

8.5 PIPELINE CONSTRUCTION

8.5.1 The proposed pipelines cross areas of different soil conditions, including Sabkha. It is
envisaged that different types of pipeline construction shall be required to cater for the

various soil conditions encountered. Four different types have been indicated on the
CONTRACT drawings for Lots ‘A’ and ‘B’ as follows: -

Type-I: Pipelines constructed fully above ground in bunds, generally 3.2m high. This
type of construction shall be generally adopted for wet soil conditions with the
water table occurring between 0.0 and 0.50m below the natural ground level.

Type-II: Pipelines partially buried and partially laid in earth embankments. This type of
construction shall be generally adopted for areas where the water table occurs at
0.5-3m below the natural ground level.

Type-III: Pipelines fully buried in trenches, approximately 3.0m deep. This type of
construction shall be generally adopted for dry soil conditions consisting mainly
of desert sand with the ground water table occurring at 3.5m and more below the
natural ground level.

Type-IV Pipelines fully buried in trenches, approximately 3.0m deep with 1.0m high earth
embankment above. This type of construction shall be generally adopted for wet
soil conditions, where Types I and II cannot be used. (e.g. road crossings, pipe
crossings, etc.).

8.5.2 The earth bunds and pipe foundations shall be designed and constructed in such a way
as to accommodate the majority of ground settlements prior to pipeline construction.
Long-term ground settlements should not affect the stability of the bunds, result in
excessive deflections and stresses to pipes or cause any damage to pipe joints. The
bunds shall also be designed and constructed as to ensure erosion protection and
stability of the slopes against wind, rain, tidal water, etc.

8.6 DIVERSIONS AT OPEN CUT ROAD CROSSINGS

8.6.1 The CONTRACTOR shall be responsible for obtaining all necessary permits prior to
cutting any existing roads in order to construct pipe culverts or pipelines.

8.6.2 The CONTRACTOR shall present to the ENGINEER 28 days prior to cutting any road
copies of the necessary permits obtained to cut the road concerned, together with plans
approved by the concerned Authorities for any diversion which they may require for the
duration of the road closure. The CONTRACTOR shall also present a detailed
programme and method statement of the sequence and duration of their activities at the
road crossing throughout the road closure period.

8.6.3 The CONTRACTOR is responsible for obtaining all necessary land required for the
diversion and for the construction, maintenance, including adequate warning signs and
lighting at night, and subsequent removal of the diversion on completion of works in the
existing roadway.

8.7 CROSSINGS UNDER ROADS

8.7.1 Any road crossings, which may possibly be approved by the Authorities to be in open cut,
reinforced concrete protection slabs will be constructed as indicated on the CONTRACT
drawings. In the event of the Authorities not approving open-cut methods, then tunnels
shall be formed by thrust boring techniques or other approved method.

8.7.2 The CONTRACTOR shall be required to complete the tunnels with a deviation from the
required line and level of not more than +75mm horizontally and vertically and their

method of operation shall be such that there is no settlement or heave in the road
surface.

8.8 CROSSINGS UNDER GAS/OIL PIPELINES

8.8.1 Gas/Oil pipeline crossings have to be made in some areas along the pipeline routes. All
crossings shall be carried out in a manner approved by the Owner or Operators of the
various pipelines. The CONTRACTOR will be deemed to have included this in their rates
for these requirements and for any liaison work or permits necessary to effect these
crossings. The CONTRACTOR shall also develop all the required designs and drawings
for the construction of crossings, which will be subject to ADWEA/ENGINEER approval as
well as the Owner/Operator of the oil/gas pipelines.

8.9 CONNECTION OF PIPELINES AT LIMITS OF CONTRACT

8.9.1 The CONTRACTOR of Lot ‘A’ shall be responsible for the final connection to the pipelines
constructed by the Contractor of the new Power and Desalination Plant at Shuweihat.
The CONTRACTOR of Lot ‘A’ shall provide a suitable insulation system in case of
different pipe materials being used.

8.9.2 The CONTRACTOR of Lot ‘C’ shall be responsible for the final connection of the pipelines
to pipelines constructed by the CONTRACTOR of Lot ‘A’ to the Intermediate Pumping
Station at Mirfa.

8.9.3 The CONTRACTOR of the Mussafah Pumping Station (LOT ‘D’) shall be responsible for
the final connection of the pipelines constructed by the CONTRACTOR of Lot ‘B’ to the
Pumping Station at Mussafah.

8.9.4 Hydrostatic testing shall be completed before making connections to pipelines


constructed under these Contracts.

8.9.5 The co-ordinates of pipelines at the CONTRACT limits will be confirmed by the
ENGINEER during the course of the CONTRACT.

8.9.6 The CONTRACTOR shall liaise with the ENGINEER prior to ordering any materials
required to make these final connections and shall not order materials prior to
ADWEA/ENGINEER approval. No connections to other pipelines shall be made without
the written approval of ADWEA/ENGINEER.

8.10 ISOLATION, BUTTERFLY AND AIR VALVES

8.10.1 Isolation valves, electrically actuated butterfly valves, air valves and any other valves shall
be provided and installed by the CONTRACTOR, in accordance with the Specifications.

8.10.2 All cabling and electro-mechanical works shall be deemed to be included by the
CONTRACTOR in their respective rates.

8.10.3 Cross-over valve chambers are generally to be provided at 24 km intervals and isolation
valves at 8 km intervals.

8.10.4 Twin Double Air valves are proposed at each change of pipe gradient and washouts at all
suitable drainage points. All these arrangements shall be verified and designed by the
CONTRACTOR to minimise the effects of surge. The responsibility for surge protection
lies with the Contractors for the Shuweihat and Mirfa pumping stations. However, the

pipeline Contractors shall be responsible for co-ordinating their work with both
Contractors for the Desalination Plant and the Intermediate Pumping Station at Mirfa such
that all necessary surge protection measures are incorporated, wherever they are
required.

8.11 PIPE RESTRAINMENT METHODS

8.11.1 The reinforced concrete thrust block arrangements shown on the CONTRACT drawings
are only indicative. The CONTRACTOR shall prepare and submit detailed design
calculations and drawings as necessary to suit the actual ground and SITE conditions.
The final design shall be based on the results obtained from the geotechnical
investigations and the CONTRACTOR shall allow for this in their rates and the possibility
of using piled foundations if deemed necessary.

8.11.2 The CONTRACTOR may propose, as an alternative to reinforced concrete thrust blocks
or some other method for restraining the pipelines. Such methods could include
restrained pipe joints only or in combination with concrete thrust blocks for either part of
the pipeline system or the entire pipeline system. In the case of restrained pipe joint
systems are proposed, the CONTRACTOR shall submit their detailed design and
drawings, which shall be subject to the manufacturer, ADWEA/ENGINEER approval.

9.0 SITE FACILITIES

9.1 The CONTRACTOR shall initiate the exercise of locating and checking the formalities
required by the appropriate authorities to lease the proposed site facilities etc required
during the project execution.

2. QUALITY CONTROL AND ASSURANCE

1.0 CONTRACTOR'S RESPONSIBILITIES

1.1 QUALITY CONTROL

The CONTRACTOR shall be responsible for producing and implementing a Quality


Control Plan and Procedures (Referred to hereafter as Procedures). The procedure
shall contain inspection report forms and test report forms to record the quality of the
materials and workmanship, in accordance with the requirements of the AGREEMENT.
Where applicable such reports shall contain details of weather conditions, humidity,
temperature and particulars of application.

The Procedures shall only be implemented with the approval of ADWEA.

The CONTRACTOR shall appoint a suitably qualified and experienced QC team


comprising managers and engineers to implement the Quality Control Procedures. The
CONTRACTOR's QC team shall be responsible for preparing the weekly Quality Control
Reports, two copies of which together with all corresponding tests and inspection report
forms, shall be transmitted to ADWEA.

1.2 QUALITY ASSURANCE

The CONTRACTOR shall be responsible for producing and implementing a Quality


Assurance Plan to ensure that inspection and testing of the WORKS is carried out in
accordance with the relevant provisions of the AGREEMENT. The CONTRACTOR shall
appoint suitably qualified and experienced QA team comprising managers and engineers
to implement the approved Quality Assurance Plan.

1.3 SITE TESTING

Testing shall be in accordance with the requirements of the AGREEMENT. A full formal
record shall be kept by the CONTRACTOR. The CONTRACTOR shall inform ADWEA at
least twenty four (24) hours in advance of all tests requiring witnessing so that ADWEA
can be present for the test.

2.0 INSPECTION AND TESTING BY ADWEA AT SITE

2.1 GENERAL

ADWEA shall have the right to inspect at all times any tools, instruments, materials,
staging, or equipment used or to be used in the performance of the WORKS. The
CONTRACTOR shall make all parts of the WORK accessible for these inspections.

2.2 REJECTED WORK AND EQUIPMENT

ADWEA shall have the right to condemn any and all tools, instruments, materials,
staging, equipment, or work which does not conform to Specifications.

Any defective work not conforming to Specifications shall be rectified by the


CONTRACTOR at no additional cost to ADWEA. Any condemned tools, instruments,
materials, or equipment shall be replaced or rectified at no additional costs to ADWEA.

2.3 APPROVAL

The CONTRACTOR shall notify ADWEA twenty four (24) hours before work or part of
the work commences. Prior to final acceptance of part of or the complete work an
inspection shall be made. The CONTRACTOR shall make an inspection report, which
shall be signed by all parties.

3.0 ACCEPTANCE OF COMPLETED WORK

3.1 Before the labour shall be removed from SITE, a full report on outstanding and/or
incomplete and/or remedial work shall be submitted to ADWEA for final approval.

3.2 The Inspection Check List and Test Reports shall be used as back up for Completion
Certificates for the WORKS. The Completion Certificate shall be signed and dated by a
Representative of the CONTRACTOR and ADWEA to accept the WORKS.

4.0 THIRD PARTY INSPECTION AGENCY (TPIA)

4.1 ADWEA may appoint a Third Party Inspection Agency (TPIA) for any inspection and
testing requirement of materials and equipment at Manufacturer premises/factory. The
TPIA shall report directly to ADWEA and all costs associated with the ADWEA TPIA
services shall be borne by ADWEA.

However the CONTRACTOR shall arrange for ADWEA’s representatives to inspect and
witness materials (including equipment etc.) under manufacturing, testing, packing etc. at
the Manufactures premises/factory. All costs associated with this shall be borne by
ADWEA.

4.2 The CONTRACTOR shall appoint their own Third Party Inspection Agency (TPIA) for any
and all inspections and testing requirements of the materials (including equipment etc.)
at the manufactures premises/factory. The Contractors TPIA coverage shall include, but
not be limited to:

• Ensuring the quality and timely manufacture of the materials,


• Liaison with ADWEA representatives to co-ordinate and arrange the required
inspection and witnessing at different stages and;
• The issuance of reports based on AGREEMENT/specification requirements together
with release recommendations for shipment.

The CONTRACTOR TPIA appointment shall be subject to ADWEA/ENGINEERS


approval as a sub-contractor.

5.0 AUDITS

The CONTRACTOR shall perform, during each and all of the AGREEMENT phases and
through qualified CONTRACTOR's personnel, a useful number of audits inclusive of
safety, technical, quality etc. audits. A full plan for same shall be submitted by
CONTRACTOR for ADWEA approval. The outcome of the audits shall be adhered to and
implemented, at no additional cost to ADWEA, as long as it is to the interest of the
Project, in ADWEA opinion. Quality Control staff shall not be involved as auditors since
they are not independent of the Works. The audits shall include evaluation of
performance/effectiveness of Quality Control.

In this respect, all critical Vendors and Subcontractors must have previous audit records
satisfactory to CONTRACTOR and ADWEA before award of Purchase Order – P.O. or
Subcontract.
