SEWAGE TREATMENT PLANT FOR CALAPAN

CITY MARKET

TERMS OF REFERENCE (TOR)


BACKGROUND

Water is life. Next to air is water. Humans including all living organisms will never
survive without water. But despite this fact, MAN, who claimed to be the most
intelligent creature continuously pollute and destroy the sources of water that sustained
his existence in this planet.

According to the scientific community, fresh water accounts for only 3 percent of
the world’s 75 percent water. This 3 percent is divided into three, first is glacier (67.9
percent of the 3 percent), second is groundwater (30 percent of the 3 percent) and third
is the surface water (0.01 percent of the 3 percent).

Scientists also predicted that by 2050 (only 30 years from now) there is a water
crisis in all parts of the world including Philippines. Water will become a scarce
resources that may catapult wars among nations.

Given this truism, it is a big challenge for us to conserve, restore and protect
water and its sources so that future generations will enjoy the same resources that we
enjoyed right now.

It is sad to note that at present, Calapan River, which is the potential future
source of drinking water is already polluted. The water pollution continue to worsen day
by day because of the wastewater being thrown directly to the river. One of the
contributors to this pollution is the Calapan City Public Market.

Calapan City being the capital city of the province of Oriental Mindoro is the
center of commerce and education and the Regional center of MIMAROPA. It is the
most developed area and has around 140,000 citizens with a land area of
approximately 250km2. The urban center of the city is cut in two by the 11km long
Calapan River which is up to 35 meters wide within the downtown area. Currently the
Calapan River is one of the Department of Environment and Natural Resources
(DENR) water quality management areas (WQMAs).

The pollution of the river is due to domestic waste being discharged upon the
river system without treatment. This situation has a significant impact on the health of
the river system in which the latest DENR laboratory analyses showed high numbers of
BOD, Coliform and a low Ph level which indicates that the water has become more
acidic and therefore less inhabitable for aquatic life.
The main concern of the City Government is the relatively large amount of
wastewater coming from the City’s Public Market. This facility, which is owned and
managed by the City Government, is discharging an estimated amount of 60 cubic
meter of wastewater a day.

In an effort to rescue the Calapan River from further eutrophications and to solve
the impending water problem and also to ensure sustainable use of water resources,
the City Government of Calapan had already allocated certain amount for the
establishment of sewerage and sewage treatment facilities (SSTF) at the Calapan City
Public Market.

THE PROJECT

This Project for the construction of wastewater treatment facility for Calapan City
Public Market is either Vertical Helophyte Filter System (VHFS) or Sequencing Batch
Reactor (SBR).

In this project, the interested Contractor shall provide the City Government an
operational and maintenance manual and a proposal for design and build for the civil
works and electro-mechanical works specifying the following:

a. Works and Materials required in the establishment of wastewater treatment


facility and an estimate of the contractor’s charge for such Works and Materials;

b. Complete design and detailed engineering drawings of the following:

 Sewerage Treatment Plant (include the configuration, structural, civil,


electrical and mechanical components)

 Pumping station (include the configuration, structural, civil, electrical and


mechanical components)

 Transmission lines (include the size and quality of pipes)

 Collector Tank (primary treatment, include the screening and skimming


process of wastewater)

 Main Collector Tank (secondary treatment, include the pumps and built –
in sensors)

 Buffer Tank

 Sand Drying Bed


 Solar powered batteries or generator setups

c. Estimated cost for sludge treatments;

d. Estimated cost for nutrient removal, including nitrification, denitrification, and


some phosphorus removal;

e. Estimated cost of electricity consumption per day of operation of the wastewater


treatment facility;

f. Estimated cost of trainings of the facility operators including their salaries and
wages;

g. Estimated volume and costs of lime, alum, salt and chlorine to be used daily to
remove harmful nutrients in the wastewaters;

h. Estimated frequency of maintenance and its cost;

PROJECT SCHEDULE

Upon receipt of the Notice of Award, the Contractor shall coordinate with the City
Engineering and Public Works Department (CEPWD) to finalize the Project scope and
to level off expectations. The Contractor shall commence the Project construction two
weeks after receiving an official Notice of Award and shall complete the Project
(including commissioning) within ninety (90) days.

TERMINATION

Treated wastewater should pass the water quality standards set by the DENR for
Bio Oxygen Demand (BOD), Total Suspended Solids (TSS), pH, Nitrogen, Phosphate
and Fecal Coliform. The Contractor shall avail the services of the DENR or any other
DENR accredited laboratories for testing and certifying that the water samples had
passed the water quality parameters set by the DENR.

Failure to meet the DENRs water quality standards shall mean that the
Contractor shall rectify or correct all the errors in the facility before requiring the City
Government for full payment. If the water quality results continuously fail, the Contractor
is not entitled for any payment of the work he had done.
Should the Contractor fail to fulfill any other obligations under this TOR, the City
Government of Calapan reserves the right to terminate the contract immediately and
claim any costs, losses or expenses incurred to date.

PAYMENT TERMS

The Contractor is entitled to receive Fifteen (15) Percent mobilization upon


receipt of Notice of Award from the City Government of Calapan.

Full payment is upon completion of the project (treated wastewater already


passed the DENR’s standard for BOD, TSS, pH, Phosphorous, Nitrogen, Fecal
Coliforms).

WARRANTIES

The work will be carried out in accordance with all relevant laws and legal
requirements in an appropriate and skillful way, in accordance with the plans and
specifications using products and materials that are new and suitable for the purpose for
which they are intended to be used.

The Contractor warrants that all the rendered Works and supplied Materials are
free from any defects after its completion. Also, the Contractor shall correct any defects
in Works and replace any Materials for free if the said Works and Materials incurred
defects within the first year of its operation, provided that the said defects is due to
inferior quality of Works and Materials and not due to improper used. A composite team
from the City Government and the Contractor shall be formed to determine the cause of
defects or failure.
