1.5 Consideration of Maintenance and Management


(1) In planning, design and construction of a mountain tunnel, maintenance and
management after opening to the public shall be fully considered.
(2) When opening to the public, it shall be confirmed that the required performance is
achieved.
(3) For maintenance and management of mountain tunnel after the tunnel put in service,
records at the tunnel constriction stage shall be kept properly.

[Commentary]
(1) It is possible to facilitate maintenance and management during the service of tunnel, by
taking maintenance and management into account at the stage of planning, design and
construction. In particular, providing facilities and equipment to facilitate maintenance and
management is an effective approach.
(2) It is desirable that the management written in 3. of Part 5 should be conducted fully,
and that the initial inspection should be implemented prior to the start of service, as far as
possible, according to the procedure specified by the tunnel manager to confirm that the
tunnel possess necessary functions. In cases where malfunctions are confirmed at the initial
inspection, it is necessary to take appropriate measures.
Since the functions at the construction stage of civil engineering structures including
mountain tunnels tend to deteriorate over time, the suitable maintenance and management are
required at the stage of service. The maintenance and management referred to here mean a
process cycle starting from regular inspection, diagnosis of the results, implement of repair if
necessary, to recording of these steps.
(3) As the first step for maintenance and management for mountain tunnel, it is important
to keep and conserve the material and documents recording results of survey, design changes
and construction works in the construction stage. In particular, the records, including
conditions of grounds, support patterns and auxiliary methods adopted, measurement results,
and troubles during construction will be served as useful information to clarify the cause of
the occurred deformation after the start of service.
