DIVISION MEMORANDUM
No. 1v s.2017
1. To promote best delivery in instruction in every school and to determine the most fit and
meritorious applicant, the field is hereby informed that the division-wide ranking for Master
Teacher I and Master Teacher II positions for reclassification and to occupy the vacant position
is now open.
2. For Elementary Schools, the total number of Master Teacher positions shall not exceed 10% of
the total authorized teaching positions in the district, to wit:
• Master Teacher I positions shall not exceed 6.6% of the total number of authorized
teaching positions.
• Master Teacher II positions shall not exceed 3.4% of the number of authorized
teaching positions.
3. For Secondary Schools, one (1) Master Teacher position regardless of grade level may be
allowed per subject area with at least 5-7 authorized teacher positions within the school.
4. The candidates must meet the criteria stipulated in the DECS Order No. 57, s. 1997, entitled
"Further Implementation of the Career Progression System for a Master Teacher, to wit:
Master Teacher I
1. Demonstration Teacher;
2. Bachelor's degree in Elementary Education; or Bachelor's degree with 18
professional education units plus 18 M.A. units;
3. At least 3 years teaching experience as permanent;
4. Very satisfactory performance rating for the last 3 years; and
5. At least 25 points in leadership and potential (see attached table) or has been
demonstration teacher plus 15 points in leadership and potential.

Master Teacher II
1. Demonstration Teacher;
2. Bachelor's degree in Elementary Education; or Bachelor's degree with 18
professional education units plus completion of academic requirements for M.A.
3. At least 1 year experience as Master Teacher I;
4. Very satisfactory performance rating for the last 3 years; and
5. At least 30 points in leadership, potential and achievement or has been a
demonstration teacher plus 15 points in leadership and potential provided that the
activities or accomplishments to be submitted has not been credited or used for
earlier promotions.
5. All interested and qualified applicants are requested to submit their application duly indorsed
by the principal together with the following documents on or before May 12, 2016:
1.Personal Data Sheet
2. Performance Rating for the last 3 years
3. Updated Service Record
4. Transcript of Records
5. Updated PRC License
6. Pledge of Honesty and Integrity (attachment A)
6. Applicants shall be assessed using the determinant factors on Leadership, Potential and
Accomplishment (Attachment B). Original copy of documents will be the basis for
comparative assessment for Master Teacher II (for incumbent Master Teacher I) and Master
Teacher I (for incumbent Teachers.)
7. Candidates are likewise reminded that failure to comply with the documents on or before the
due date will no longer be accepted nor entertained.
5. It is understood that all applicants are willing to be assigned / deployed in any schools within
the Schools Division where his/her service is necessary.

I honestly certify that the documents I submitted to the Personnel Selection Board are true
copies, accurate and authentic. Any fraudulent act/s that will be discovered while the assessment is
