The results of the 2020 Teachers’ Strengths and Needs Assessment showed of the
teachers need to improve learning outcomes by addressing teachers’ top pedagogical
priority needs and this is evident in the reading proficiency of the learners in the field.
In Agusan del Sur, data on reading proficiency among the learners during the
school year 2021-2022, revealed several struggling readers from among the Grades 1 to
Grade 12 learners. The data showed 3,434 struggling readers and 219 non-readers. This
number soared high during the pandemic when the learners are at home with the modular
delivery.
Moreover, action research made by Sularte et al (2021) said that “the learners in the
Division of Agusan del Sur need a reading intervention program such as more activities on

meta cognition and scaffolding techniques and ICT integration for them to be able to
develop the attitudes and motivation of the learners towards reading.
Thus, the need to provide the teachers with strategies and mechanisms on a
blended modality with emphasis on reading activities and implementation of making
“Every Child A Reader” is imperative, (DO 153, s.2019).
With this felt need of the learners and teachers in Agusan del Sur-Prosperidad
District VI, a Three-Day Training on Scaling Up PRIMALS PLUS is proposed. Learners for
Grade 6 and Grade 10 will be taking the NAT every year. The teachers of these learners
should be equipped with input on content, strategies and critical thinking skills which can
be provided by PRIMALS. The Grade 12 learners who will be in college next year should be
prepared for higher education.
This three -day training aims to improve the pedagogical knowledge and skills
particularly on reading instruction of teachers and instructional leaders to address the
current context and demands of learning delivery; demonstrate effective tools and
strategies, and to guide the participants to take decisions and accountability in the roll out
of the program through Learning Action Cell.
With the main objective of providing the teachers the strategies for a blended
learning, this 3-day training will be participated by teachers teaching in Grade 6, Grade 10
and Grade 12. The resource package shall be delivered by an identified facilitator for two
hours. These topics are the topics given during the Division Training of Trainers last
December 2022. There will be a pre and post-tests to be taken by the participants. The
participants’ grasp of the input can be gauged through the outputs expected of them
individually or by group.
Strand 1: Content knowledge and its application within and across curriculum areas
Strand 2: Research-based knowledge and principles of teaching and learning
Strand 3: Positive use of ICT
Strand 5: Strategies for developing critical and creative thinking, as well as other
higher-order thinking skills
Strand 7: Classroom communication strategies
Strand 2: Engagement of parents and the wider school community in the educative
process.
Number of Hours
This three-day training will cover a total of 24 hours of 8 hours per day via in-
person instruction.
Modality
The modalities to be used in this activity are through (1) formal learning with
discussion and (2) Job-Embedded Learning (JEL) includes discussion, mini lecture,
collaboration, lesson study, journaling, and reflective logs.
Delivery Platform
This three-day activity will be implemented on June 3- 4 & 10, 2023 at Azpetia
Barangay Hall, Purok 1, Azpetia, Prosperidad, Agusan del Sur.
Objective/s or Outcome/s
General Objective:
To increase the levels of knowledge, skills, practice, and professional engagement of
teachers by upscaling and demonstrating effective pedagogical tools and strategies on
learning instruction.
Specific Objectives:
a. capacitate teachers on facilitating skills to enhance the pedagogical knowledge,
skills of teachers and instructional leaders to address the current context and
demands of learning delivery;
b. demonstrate effective utilization of the tools, and the implementation of
strategies, and techniques in running synchronous and asynchronous training-
workshops for teachers; and
c. guide participants to take informed decisions and accountability in planning for
and the roll out of the program through Learning Action Cell (LAC) in their
respective stations.
Assessment Plan
There will be a pre and posttests to be taken by the participants. The participants’
grasp of the input can be gauged through the outputs expected of them individually or by
group such in every formative and culminating assessments.

Budget Requirements
Per Total Cost of Activity, the estimated cost of activity per participant is Php
623.00. Registration fee by school worth Php 2,492.00 for elementary schools with four
participants, and Php 3,738.00 for secondary schools with six (6) participants shall be
collected.
Fund Source
This activity shall be monitored and supervised by the Prosperidad VI- District In
charge in partnership with the District Monitoring and Evaluation Coordinator and
division L & D Coordinator. Further, this will be moderated and facilitated by the PRIMALS
Division training participants and the proponent together with two members of secretariat.
The participants consist of 13 males and 37 females are constantly included in the
design, execution, monitoring, and assessment of the activity. It also aims to guarantee
that all participants (regardless of gender preference) have equal access to and benefit
from the Office's resources and opportunities. As a result, the Equal Opportunity Principle
(EOP) as well as the promotion of non-discrimination, fairness, and transparency must be
carefully adhered to, and gender equality must take precedence in program
implementation and administration.
The school will adhere to the AITF and DOH guidelines in conducting in- person
training and make sure that the hall is well- ventilated and open. The use of facemask will
be advised especially to those who are having cough. Alcohol and hand sanitizers should
be always made available.
