RATIONALE:
In response to DepEd Memorandum No. 173, s. 2019 on Hamon: Bawat Bata Bumabasa (3Bs
Initiatives)The Department of Education (DepEd) supports Every Child a Reader Program together
with The Every Child A Reader Program (ECARP) which is a national program that addresses the
thrust of the Department of Education (DepEd) to make every child a reader at his/her grade level. It
is designed to equip students with strategic reading and writing skills to make them independent
young readers and writers.
OBJECTIVES:
 Mapaunlad ang kakayahan ng mga mag-aaral sa pagbabasa mula sa kabiguan patungong
malaya
 Mabigyan ng atesiyon ang mga mag-aaral sa pagbasa bilang aksyon at solusyon sa hindi
makabasa at mabagal bumasa at hindi makaunawa sa binasa
 Matuklasan at malinang ang kahalagahan ng pagbabasa para sa bawat mag-aaral
