A. PURPOSE:
To provide a Standard Operating Procedure to prevent entering and use of any article that is
prohibited in a blast area.

B. SCOPE:
This procedure applies to the following:

PROCESS FLOW:

1. DESCRIPTION OF PROCESS:

1.1 Contraband

a) Contraband boxes must be;


 Lockable
 Of robust construction
 Sign written ‘Contraband box’
b) Keys of the box are kept in the responsible Contraband Guard/Blasting technician’s
possession.

1.2 Appointment of Contraband Guard on Blast Block

a) The appointed Site/Blasting Foreman will be responsible to appoint the contraband guard at
the start of the shift in writing for the block that he will be guarding for the day.
b) All MCC blasting personnel will hand in their cell phones at the office at the beginning of the
shift.
c) Hand held radios will be handed in at the contraband guard.
d) Only MCC blasting management from site foreman level and higher will be allowed to have
cell phones in a vehicle.
e) Cigarettes and lighters will be handed in to the contraband guard on the block – no
exceptions will be permitted.
f) ANY person entering the block will be physically searched and the vehicles entering the block
will be searched as per the appointment for contraband guard.
g) The person or driver of the vehicle entering the blast block will be searched as per the
diagrams indicated below;
h) The name of the appointed contraband guard will be displayed visibly on the blasting board.
i) Should the guard be replaced during the shift, it is the responsibility of the appointed
blasting/site foreman to ensure that the process must be repeated.

j) All vehicle and persons leaving the blast block will be searched for explosives and
accessories.
k) It is the responsibility of the blasting/site foreman to ensure that “NO SMOKING” or
contraband stickers are placed inside of all MCC Blasting vehicles
l) The site foreman will sign off ALL appointments, contraband block registers and control
registers.
m) The contraband procedure will include the following:
 Appointment for contraband guard
 Contraband block register issue
 Blasting block contraband register
n) ALL the above will be returned at the end of the shift to the Explotech office and filed in a file
called “Contraband guard appointments”.
o) Vehicles entering the charging block will be searched by the contraband guard as follows:
i. Inside door panels
ii. Below all seats
iii. Behind all seats
iv. Cubbyhole
v. All other stacking places
vi. All boxes, containers etc.

B - Down the back, suspended from the shoulders or wrapped around body. (Especially
Clothing)

1.3 Prohibition

a) The responsible blasting technician must ensure that no person takes any item defined as
contraband into a charging/charged area.
b) All blast areas must be cordoned off and demarcated with “No Contraband” signage.
c) No person shall smoke in or take into a magazine or store any naked flame or any match or
appliance of any kind for striking a match.
d) No person shall load/unload explosives within 15meters of a fire, a naked light or flame or
allow such a fire, naked light or flame within 15 meters of a vehicle being loaded with
explosives.
e) No person shall smoke, light a fire or bring a naked light or flame within 15 meters of
explosives being handled or placed, nor shall any person handling explosives or travelling on
a vehicle transporting explosives carry matches or other means of producing a flame or
spark.
f) No person shall smoke, nor shall any naked light, flame or fire be permitted within 15 meters
of old explosive boxes.
g) No person shall smoke while carrying or handling explosives or travelling in the same
conveyance with explosives.

2. RESPONSIBILITIES:
The site foreman, blasting foreman, blasting technician, and/or site manager are responsible
for the compliance of this standard operating procedure
