2020 Organization Charter of the

Society of San Pedro Calungsod


of
Xavier University Senior High School – Ateneo de Cagayan

PREAMBLE

We, the Society of San Pedro Calungsod of Xavier University Senior High School,
imploring the aid of Almighty God, in order to establish an organization that shall enable the
youth to grow as much as their talents will allow. To walk in faith and be ready to share
it with other people. A child of God, do ordain and promulgate this Constitution.

ARTICLE I. NAME AND SEAL

Section 1. The organization established under this constitution


shall be known as Society of San Pedro Calungsod.
For conciseness, it shall be referred to as SSPC.

Section 2. The SSPC recognizes its roots on service,


commitment, and obedience. The palm leaf
represents value of service to the Church and its
people. The hand symbolizes value of the society’s
commitment in helping the poor. The cross signifies
value of obedience in accordance to the spirituality
and law of God.

ARTICLE II. AFFILIATIONS

Section 1. The SSPC is a recognized student organization in Xavier University Senior High
School (XUSHS). The organization shall enjoy its independence in the field
concerning organization-initiated activities, internal affairs, finances, and
membership. It is an association between the Senior High School Association of
Student Organizations (XU-SHASO), the Student Activities and Leadership
Development Office (SAcLeaD), and other University offices, student, and
external groups.

ARTICLE III. DECLARATION OF PRINCIPLES & MISSIONS

Section 1. The SSPC is a Roman Catholic and religious organization. Its powers originates
from and belong to the members of this organization.

Section 2. The SSPC rooted its principles of commitment from St. Pedro Calungsod as a
young Filipino, Catholic missionary, a servant of God, and a patron saint of the
Filipino youth.

Section 3. The SSPC adopts doctrines, and traditions of the Catholic Church, and adheres
to the policy of peace, equality, justice, freedom, cooperation, and amity with
other organizations.

Section 4. The SSPC is established to build a way for the youth to connect with God
through serving in the masses and liturgical celebrations.

Section 5. The SSPC is committed to the development of the members’ talents, skills,
knowledge, abilities, and expertise.

Section 6. The SSPC is dedicated in forming its members to become men and women for
others in accordance to the Christian teachings and Ignatian values.

ARTICLE IV. ORGANIZATION MEMBERSHIP, RIGHTS, AND


RESPONSIBILITIES

Section 1. Any Grade 11 and 12 student is qualified to be a member of the organization


given that he/she is a baptized and active member of the Roman Catholic Church.

Section 2. The maximum number of members in the organization shall be at minimum 50


and maximum of 60.

Section 3. Applicants shall fill out online and paper application forms.

Section 4. Applicants for membership shall be knowledgeable of the following:


2.1. The Ten Commandments
2.2. The Rosary
2.3. Our Father (prayer)
2.4. Hail Mary (prayer).

Section 5. The rights of the members are the following:


5.1. To serve and participate during masses and liturgical celebrations;
5.2. To learn and grow inside the organization;
5.3. To develop its skills and talents;
5.4. To be treated with equality and without discrimination;
5.5. To be heard in organization-wide decision-making process.

Section 6. All members of the organization shall have the following responsibilities:
6.1. To observe the laws and policies governing the organization and to
preserve its good name;
6.2. To abide the doctrine of the Church and participate in its liturgical
traditions;
6.3. To respect every member of the organization;
6.4. To respect other religious and non-religious organizations;
6.5. To avoid acts that promotes violence in any form;

Section 7. All members are required to observe the following rules and regulations of the
organization:

(Apostolates)
All members shall observe discipline and and dispose themselves when
on church duty.
All members and assigned ministries shall be all set 10 minutes before
the mass proper.

All members of the executive committee shall be informed with
activities ahead of time and gather people for appointment.
(Org hour)
All members shall all be present during the conduct of meetings, no
excuses unless otherwise authorized by the executive.

ARTICLE VI. POWER AND DUTIES OF OFFICERS

Section 1. The executive body of the SSPC shall be referred to as Executive Committee.

Section 2. The Executive Committee shall be composed of:


2.1. President
2.2. Vice President for Membership
2.3. Vice President for Liturgical Affairs
2.4. Vice President for External Affairs
2.5. Treasurer
2.6. Auditor
2.7. Technical Director

Section 3. The chief executive officer of the SSPC is the President.


3.1. He/She shall be elected by the whole organization body given that
he/she possessed the desired qualifications and standards for the position.
3.2. The president:
3.2.1. shall act as the official representative of the organization
in its relations with the XU-SHASO Board of Presidents, the religious
cluster, the Campus Ministry Office, and with other organizations.
3.2.2. shall preside and prepare agendas in all gatherings and
meetings of the organization.
3.2.3. shall be responsible for monitoring the organization during
its internal and external affairs.
3.2.4. shall lead in enforcing the provisions of this constitution.
3.2.5. shall have the power to approve or reject any resolutions
passed by any officer.
3.2.6. shall exercise the power of appointing officers to
committees formed for any purposes.

Section 4. The second highest position in the executive board shall be the Vice Presidents
(VP), namely, VP for Membership, VP for Liturgical Affairs, and VP for External Affairs.
4.1. He/She shall be elected by the whole organization body given that
he/she possessed the desired qualifications and standards for the position.
4.2. Any of the VP’s shall preside the gatherings in the absence of the
President.
4.3. Any of the VP’s shall assume the duties and responsibilities of the
President if necessary.

organization.

4.6. The VP for External Affairs:
4.6.1. shall be responsible in designing and delivering the
organization’s strategy in school programs.
4.6.2. shall analyze organizational structure and activities.
4.6.3. shall implement and develop a coordinated out-of-school
event or activity (dealing with agencies, documents etc.).
4.6.4. shall provide a strategic vision and leadership for greater
understanding of the organization and its mission.

Section 5. The Treasurer shall have the third highest position in the executive committee.
5.1. He/She shall be elected by the whole organization body given that
he/she possessed the desired qualifications and standards for the position.
5.2. The Treasurer:
5.2.1. shall monitor all financial matters.
5.2.2. shall be knowledgeable with financial reports for
monitoring and recording of the documents.
5.2.3. shall preside and manage events and activities intended to
raise funds for any purposes.
5.2.4. shall be the cosignatory, along with the President, of
financial transactions entered by the SSPC.

Section 6. The Auditor shall be the fourth highest position in the executive board.
6.1. He/She shall be elected by the whole organization body given that
he/she possessed the desired qualifications and standards for the position.
6.2. The Auditor:
6.2.1. shall be responsible for ensuring compliance with internal
control procedures, and regulations.
6.2.2. shall examine records, reports, and documentation.
6.2.3. shall complete audit workpapers by documenting audit
tests and findings.
6.2.4. shall communicate audit findings by preparing a final
report.

Section 7. The Technical Director shall be the fifth highest position in the executive
committee.
7.1. He/She shall be elected by the whole organization body given that
he/she possesed the desired qualifications and standards for the
position.
7.2. The Technical Director:
7.2.1. shall act as the tech beadle of the Society.
7.2.2. shall be responsible of preparation and operation of
powerpoint presentations necessary for the mass and
liturgical celebrations.

7.2.3. shall be the one to create and hold necessary informations
of the official social media accounts of the organization
such as Facebook, Twitter, Google, and others.
7.2.4. shall be responsible for posting announcements online
regarding the upcoming events of the organization.
7.2.5. shall be the graphic artist responsible for electronic
layouting.

ARTICLE VII. SPECIAL COMMITTEES

Section 1. The Ministries shall be considered as the Special Committees of the Society.

Section 2. The Ministries is composed of:


2.1. Serving Ministry
2.2. Lector Ministry
2.3. Music Ministry
2.4. Ushering Ministry
2.5. Arts and Design Ministry

Section 3. The Ministries shall be the lead servers in mass, and liturgical celebrations held
in the campus assigned to the organization.

Section 4. The Ministries shall serve in the following events that are assigned to the SSPC:
4.1. Apostolate Mass
4.2. First Friday Mass
4.3. Special Masses
4.4. High Masses
4.5. Other liturgical celebrations

Section 5. Each ministry shall be led by Ministry Head.


5.1. He/She shall be elected by the whole organization body given that
he/she possesed the desired qualifications and standards for the
position.
5.2. The Ministry Heads:
5.2.1. shall act as the supervisor in their respective ministry.
5.2.2. shall be responsible of assigning members for a scheduled
mass or any liturgical celebration.
5.2.3. shall submit to the VP for Liturgical Affairs a list of
members assigned for service one week before the
scheduled masses.
5.2.4. shall make sure that its members are all set 15 minutes
before the liturgical celebration starts.
5.3. The Ministry Head shall appoint an Assistant Ministry Head to assist
him/her in presiding the ministry.
5.4. The Assistant Ministry Head shall assume the Ministry Head’s duties
and responsibilities in case of absence.

Section 6. The Serving Ministry shall be instituted for service at the altar and to assist the
priest and deacon.

5.1. The Serving Ministry shall be composed of altar servers. For brevity,
they shall be referred to as acolytes.
5.2. The acolytes:
5.2.1. shall be responsible for preparing the altar and sacred
vessels.
5.2.2. shall wear sutane or other lawfully-approved attire during
service in the masses.

Section 7. The Lector Ministry shall be instituted for service through reading Biblical text
as part of the mass.
7.1. The Lector Ministry shall be composed of lectors.
7.2. The Lectors:
7.2.1. shall be responsible of preparing the readings to be
included in the mass.
7.2.2. shall refer to the Ordo for correctness of the prepared
readings in the lectionary.

Section 8. The Music Ministry shall be instituted for service through singing and playing
the liturgical music of the mass.
8.1. The Music Ministry shall be composed of the choir and
instrumentalist/s.
8.2. The Music Ministry:
8.2.1. shall carry the responsiblity of leading the congregation in
singing the liturgical songs and responses.
8.2.2. shall be reponsible for the song line up in every apostolate,
first Friday masses, and any other masses in
which the organization is involved.
8.2.3. shall check and ensure that sound systems are working
before the mass.
8.2.4. shall coordinate with Technical Director in order for the
lyrical visuals to be in accordance with the line
up.
8.2.5. shall safely store all musical pieces or piesa for future
masses and choir practices.
8.2.6. shall be responsible in taking care of facilities specifically
the musical instruments used in practices and in
masses.
8.2.7. shall prioritize the health of its choir and instrumentalist.
8.2.8. shall plan and schedule rehearsals
8.2.9. shall facilitate connections and coordinate with other
music organizations, in case of necessity.
8.3.0. shall oversee other musical staff members of choir,
pianists and accompanists.
8.3.1. shall be responsible of directing and developing all
church music.
8.3.2. shall be composed of sectionals (alto, tenor, soprano,
and bass).

8.3.4. shall be ready to strive for development of skills and
talent amongst members.

Section 9. The Ushering Ministry shall be instituted to maintain order and smooth flow of
the mass.
9.1. The Ushering Ministry shall be composed of ushers.
9.2. The ushers:
9.2.1. shall be responsible of assisting any attendees of the mass.
9.2.2. shall make sure that baskets are on designated places 15
minutes before the liturgical celebration, chairs
are properly arranged.
9.2.3. shall be responsible in collecting church offering.
9.2.4. shall direct attendees to fall in line during communion.

Section 10. The Arts and Design Ministry shall be instituted for the decoration of the
liturgical celebration venue.
10.1. The Arts and Design Ministry shall be composed of members

10.2.1. shall be responsible for making solemn the venue of
eucharistic celebration.
10.2.2. shall work to make the celebration venue a place for
reflection.
10.2.3. shall, if needed, coordinate with the other arts organization
such as Casa del Arte.

ARTICLE VIII. FINANCE AND BUDGET

Section 1. The Finance and Budget shall be composed of the Finance Committee.

Section 2. Finance Committee shall be appointed by the organization president and be


confirmed by majority of the members.

Section 3. The Finance Committee:


2.1. shall be headed by the Finance Committee Chair.
2.2. shall be composed of Finance officers.

Section 4. The Finance Committee:


4.1. shall provide financial oversight of the organization, and be responsible
of financial budgeting and planning.
4.2. shall create and monitor internal controls and accountability policies.
4.3. shall act as the custodian of the organization’s fund and financial
reports.

4.4. shall present financial reports as required in the mid-year and year-end
evaluation.

ARTICLE IX. SANCTIONS, VACANCIES AND SUCCESSION OF POWER

Section 1. The officers of the SSPC executive committee shall be responsible to the
members, and do everything with honesty, obedience, respect, and justice.

Seciton 2. The President and the members of Executive Committee, Finance Committee,
and the Ministries may be removed or suspended from office on the following
grounds:
2.1. violation of this charter
2.2. unlawful incompetence
2.3. unlawful misconduct
2.4. negligence of duty
2.5. fund malversation
2.6. improper conduct
2.7. academic deficiencies/failure acquired in the term duration
2.8. abuse of authority

ARTICLE X. AMENDMENTS AND REVISION OF THIS CHARTER

Section 1. Any amendment and revision in this charter may be proposed by any officer of
the SSPC Executive Committee.

Section 2. Proposed amendments and revisions shall get approval from two-third of the
organization population prior to its ratification.

Section 3. Ratified amendments and revisions shall be placed at the end of this charter, and
not alter any original part.

XI. FINAL AND TRANSITORY PROVISIONS

Section 1. The members of this organization shall perform their duties and responsibilities
with sincerity, obedience, and fidelity.

Section 2. Upon the ratification of this charter, this constitution shall take the place of any
previously-existing charter of the SSPC.
