I. SITUATION OVERVIEW

The novel coronavirus (2019-nCoV) is a new strain of coronavirus that has not been
previously identified in humans. The 2019-nCoV has caused severe pneumonia in
several cases in China and has been exported to a range of countries and cities.

On 31 December 2019, a clustering of pneumonia cases of unknown etiology was


reported in Wuhan, China. The outbreak was later determined to be caused by a
novel coronavirus (2019-nCoV), a new coronavirus strain that has not been
previously identified in humans.

Common signs of coronavirus infection include flu-like and respiratory symptoms,


fever, cough, shortness of breath, and breathing difficulties. In severe cases, it can
cause pneumonia, acute respiratory syndrome, kidney failure, and even death. Source:

On 11 February 2020, the International Committee on Taxonomy of Viruses (ICTV)


announced “severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2)” as the
name of the new virus. This name was chosen because the virus is genetically
related to the coronavirus responsible for the SARS outbreak of 2003. While related,
the two viruses are different. Hence, the World Health Organization (WHO)
announced “COVID-19” as the name of this new disease following guidelines
previously developed with the World Organization for Animal Health (OIE) and the
Food and Agriculture Organization of the United Nations (FAO). Source: WHO

On March 8, 2020 President Rodrigo R. Duterte declared a State of Public Health


Emergency per Presidential Proclamation No. 922. The outbreak of COVID-19 and
DOH confirmation on the local transmission of the COVID-19 in the Philippines.

The Province of Davao Occidental issued Executive Order No. 20 Enjoining All Local
Government Units (LGUs) to be Vigilant in Exercising Extreme Precautions Against
COVID-19 on March 13, 2020 which stipulates the protocol observed by all LGUs
under its jurisdiction and on March 16, 2020, Provincial EO No. 21 was issued
putting the entire province under Preemptive Community Quarantine.

Further, in serious consideration of the dire condition of the medical facilities in the
province and the urgent need of protecting the health and well-being of the
constituents, Provincial EO No. 26 was signed by Governor Claude P. Bautista on
March 31, 2020 putting the entire province under Enhanced Community Quarantine
(ECQ) from April 1 to April 14, 2020 unless modified, extended, or withdrawn.

Accordingly, Mayor Rudy P. Mariscal issued Memorandum Order No. 24 declaring


measures to contain COVID-19 in the entire municipality adopting measures that
have been enforced by the province.
