1. Background & Project Description


This report has been prepared by Matthew Eyles Architects, for Mr Ladi Balogun who is the
freehold owner of the property. The report is submitted in support of planning and Conservation
Area applications for the formation of a new basement, minor alterations and external
landscaping.

This report includes appendices and should be read in conjunction with the drawings, details
and documents included there.

This report is for planning purposes only. Health & Safety details will be compiled at
commencement on site.

1.1 The Site and context


No 3 Burnsall Street is an early C20th terrace house in a row of similar period properties
accommodation comprises of:
- Ground floor: living room, kitchen/dining, wc and garden room.
- First floor: 1 bedroom, reading room, store room and 2 bathrooms.
- Second floor: 1 bedroom, bathroom, work station room and open terrace.
The property is situated on Burnsall Street in the Chelsea Conservation Area.

1.2 Design Development


The proposed is for the excavation of a new basement and individual minor internal alterations
to facilitate the works and re-landscaping of the front and rear gardens. Similar works have
recently been completed at No 1 and No 5 Burnsall Street. The proposal is designed in
accordance with local and national planning guidance.

1.3 Density of Development


The density of the development is limited by the nature of the existing building and the form and
proximity of adjacent properties. The proposal is to form a new basement, including, minor
internal alterations and re-landscaping of the front and rear gardens. The total site area is
94.00m2. The existing gross including floor area of the building (including ground, first and
second floor) is 148.00m2 .This is broken down as follows:
- Ground - 60.00m2
- First - 48.00m2
- Second - 40.00m2

The proposed basement level area is 66.00m2 .The proposed gross internal floor area of the
building is therefore 214.00m2. This is broken down as follows:
- Basement - 66.00m2
- Ground - 60.00m2 (no change in area only minor internal alterations)
- First - 48.00m2 (no change in area)
- Second - 40.00m2 (no change in area)

1.4 Layout & Scale


The form of the proposed basement is directly affected by the layout of size of the existing
properties and is influenced by similar alterations carried-out at No 1 and No 5 Burnsall Street.

2. Construction Technique
General Approach
Similar alterations have been carried-out at No 1 and No 5 Burnsall Street so that the area
proposed for development is bounded on each side by existing reinforced concrete retaining
walls (see Appendix A)

New retaining walls are to be introduced at the front and rear of the property to form light-wells
and there will also be a new 400mm pad foundation introduced at a level slightly above that of
the adjoining properties.

3. Geological Appraisal
There is no reason to believe that there are any special / unusual ground conditions at the
proposed site since it has been occupied by a building that has been in contiuous use for the
best part of 100 years. However, a trial pit test results will follow in due course and we will be
able to confirm/deny this when these are available and take the necessary mitigation measures.
The test results will be made available to RBKC Planning Authority upon request.
The soil to be removed from the site in order to create the basement will be excavated
from between pre-existing retaining structures that contain analogous developments for both
adjoining properties, meaning that settling and other potential risks these properties arising as a
result of such excavations as will be required to form the habitable basement, will be kept to a
negligable.

4. Drainage & Hydrology Appraisal


Surface water (from the light-wells, see Appendices A & C) will be carried away from the site via
an on-site drainage channel to a new soakaway and/or land drain. The precise strategy
adopted will be dependent on the results of the trial pit test results mentioned earlier which will
water table and hydrology investigation as well as the customary investigation of ground
composition / ground bearing capacity.
From the Flood Risk Zone Map (Design & Access Statement, Appendix D) it is evident
that the site is not at risk from flooding
Foul drainage will disposed of by way of the main sewer via new drainage connections at
basement ceiling level with foul waste pumped up at source to the level of the main sewer by
'Saniflo' type pumps and macerators installed with appliances for the purpose.

5. Outline Schedule of Works


5.1. Scope of works: To excavate to level shown in
construction drawings (
Appendices A &C).

5.2. COSSH Assessment To be issued to operatives as

5.8. Fire precautions and


Contingency plans: There will be no bonfires allowed on
site and where localised cutting of
steel work is taking place, using
oxy/fuel torches, then appropriate fire
extinguishers will be provided with a
'Hot Work' Permit completed by

5.10.2. Action to be taken before demolition work commences:

a) Contractor will take over the structure to be demolished


,this will include a copy of the Form F10(Rev) -
Notification of a Project (a copy of which will have been sent to the
local HSE Area

Office by the Planning Supervisor on behalf of the Client). The


Form F10 to be displayed on site.

b) The Site Supervisor (TBC) will then carry out the following checks:

(I) - Ensure that all services (electric, gas, water, BT etc) have
been disconnected, including services running into the building
either overhead or underground, from the road or elsewhere
Contractor to issue confirmation of all disconnections. A water
supply must be made available for 'damping down' the
demolition and crushing operations to minimise the dust
problem.

(ii) - Check for the existence of any substances which could be


hazardous to health, this will include any rubbish left by previous
occupiers, squatters etc. together with chemicals, drugs and used
syringes etc. or any highly flammable liquids. Where any
chemicals, drugs or similar substances are found then the local
Environmental Health Officer will be contacted to arrange for any
necessary disposal.

(iii)- Engineer /Architect to ascertain the existence of any
contaminated land or asbestos on site, this will have been
noted by the CDM Co-ordinator on the Pre-Tender Health and
Safety Plan. Where contaminated land or asbestos exists,
then their location must be established and their disposal will be
the subject of a separate method statement and risk assessment,
to be agreed with Mathew Eyles Architects.

(iv)- Check that temporary security fencing is erected with suitable


and sufficient warning signs displayed, to prohibit the entry
of any unauthorised persons.

(v)- Check the provision of suitable and sufficient welfare facilities,


provided by to ensure compliance with the CDM Regulations 2007.

(vi)- Check that the adjacent property owners have been informed
of the commencement of the operations in writing.

5.11. Sequence of operations will be as follows:

5.11.1 Site Induction

There will be a site safety induction meeting conducted by the contractor


immediately after site possession before any excavation takes place. All
operatives will be issued a site safety induction that states their name,
contract and contract number. They will then be asked to read through the
information stated underneath. (Should operatives not be able to read, the
site supervisor will read the induction form aloud). Once all operatives
have read and understood the information provided they will have the
chance to ask the Excavation Site Supervisor any questions that they
might have or about any of the information they were unsure of that may
be needed for this contract. After the site safety induction has taken place
the Site Supervisor will then give an appropriate tool box talk. This will
cover all necessary equipment and any questions that operatives may
have.

5.11.2 Site Rules

1. The Contractor's Site Supervisor will be in control during all Operation


and will ensure a safe system of work at all times.

2. Safe traffic routes will be established for all vehicles in and out of site with
appropriate signs displayed at the site entrance. At all times there will be
a banks man present directing reversing vehicles into and out of the site to
ensure the safety and well being at all times of pedestrians and local
residents.
In addition the banks man will ensure that the road is kept clean and tidy,
ensuring that no demolition debris is deposited onto the highway.

3. Rubbish, debris and all arising will not be allowed to accumulate on site, it
will be removed regularly and disposed of under the Control of Waste
Regulations, the contractor will complete all necessary documentation for
the transfer of waste.

4. A banksman will be posted to ensure no unauthorised persons are in the


building at any time through out this operation.

5. To ensure that the dust does not become a problem there will be an
operative spraying/dampening down the necessary debris at all times.

6. Will comply with all inherent access restrictions that are in place. This will
be supervised to make sure this is complied with at all times.

7. Upon completion of works copies of all consignment notes will be copied


to Mathew Eyles Architects for insertion into the construction phase
completion file.

5.11.3 Excavation & Dismantling

Once the soft Strip Operation is completed, an appropriate excavator


(TBC) will carefully dig the site loading all soil waste debris into
appropriate bin’s.
All materials will be removed from site to a licensed tip.

A banks man will be present at all times, to ensure the safe working of all
operatives, and to ensure that no unauthorised person is allowed into the
site throughout the whole of the operation.

5.11.4 Completion of Operation

On the completion of this contract the works area will be levelled and
tracked in and left clear of all debris leaving the site clean and tidy.

5.12. Environmental Protection:

1 All works will be dampened down to prevent the release of dusts, a


temporary water supply will be provided by the contractor to dampen down
the demolition and crushing operations.

2. Noise will be kept to the lowest level by: a selection of working methods
and plant. Work will only take place between the hours of 8.00 am and
6.00pm with no work carried out on Sunday, subject to agreement of the
Planning & Environmental Health Authorities.

3. All structures will be left in a safe condition at the termination of work daily
and the Site Supervisor will check that there are no unsafe structures and
that the site is securely fenced to prevent any unauthorised entry.

4. Traffic control will be organised with the co-operation and co-ordination of


the Principal Contractor, with a banks man being appointed to supervise
all lorries in and out of site, with appropriate traffic signs being displayed at
the site entrance. The Traffic Police and Highways authorities will be kept
informed of any obstructions to the highways.

5. Adjacent property occupiers will be informed of the operation by Mathew


Eyles Architects, and their cooperation will be requested to inform the
Site Supervisor of any complaints. He will take immediate action to
remedy the situation.

5.13. Job Specific Risk Assessment:

These operations will be classed as a Medium Risk under the


Management of Health & Safety at Works Regulations, Specific hazards
being as follows:

1. Falls of persons with a risk of striking projecting materials. (A Safe working


platform must be provided at all times and where harnesses are provided
for use then a safe anchorage point must be established.

2. Falling materials (safe systems of work to be maintained and all persons


to wear helmets).

3. Eye injury from flying objects as a result of breaking out concrete


foundations / buried debris. (Eye protection to be worn all times during this
operation.)

4. Noise hazard as in some cases (when using portable tools) the noise will
be above the second action level - 85bD(A) - under the Control of Noise at
Work Regulations 2006. (These areas must be defined with operatives
wearing the appropriate ear protection.)

5. Dust hazards will be prevalent. (Operatives must wear dusk masks and
the area being broken out must be dampened down.)

6. Mobile Working Equipment (banksmen will be appointed to control the use


and movement of mobile working equipment).

5.14. Information, Instruction, Training and Supervision:

1. An updated copy of this Method Statement will be on site and it’s contents,
including the Risk Assessments and will be explained to all operatives
involved. They will then sign the Site Specific Risk Assessment Form
for Mathew Eyles Architects to include in the Project Health and Safety
Plan.

2. There will be a qualified Site Supervisor on site at all times for the duration
of the contract.

3. Any accident or dangerous occurrence will be notified to Mathew Eyles


Architects and HSE. Operatives will be made aware of Mathew Eyles
Architects and Emergency Plan to comply with CDM.

4. The Form F10 (Rev) - Notification of Project and Employers Liability


Insurance Certificate will be displayed on site.

5.15. Health, Safety and Environmental Management:

Contractor to develop an environmental development policy relevant to


their activities and compatible with their health and safety policy, observing
the following guidelines:

1. Establishing an environmental management system appropriate to their


activities, addressing the most significant environmental impacts using
realistic targets based on good baseline data.

2. Using the best available techniques and practical environmental options


for pollution control.

3. Employing competent persons to deal with Health, Safety and


Environmental matters and obtaining competent specialist advice where
necessary.

4. Nominating a senior member of staff to be responsible for Health, Safety


and Environmental considerations, ensuring compliance with the
Environmental Protection Act and its sustainable development.

5. Taking into account environmental laws applicable to the construction


industry, such as the following:

Health and Safety at Work Act and relevant regulations


• Site hazards and risks
• Contaminated land
• Waste management and landfill tax
• Water pollution and air pollution

5.16. Racial Harassment, Equal Opportunities and Sexual Abuse

Contractor to respect the Human Rights Act 1998 (Which came into force
on 2 October 2000) and the Disability and Discrimination Act 1995.

1. To acknowledge Equal Opportunities and Respect for People schemes


with due regard to ethnic origin, religious belief, gender, sexual orientation,
disability or any other relevant factor.

2. The Director of Operations will investigate any complaint, in this respect


taking the necessary preventative action.

3. All Managers, Foreman, Supervisors and Operatives will be made aware


that racial and sexual abuse, harassment or bullying will not be tolerated in
the office, yard or on site.

4. In proven cases disciplinary action will be taken against the offender.


Depending on the severity of the abuse, this may range from requiring that
there is an apology or a formal warning issued to the offender and in some
cases could result in dismissal.
