1.0 Purpose
This method statement will give a brief steps which is to be carried to verify the physical
condition and Testing the connections of LVAC Panel

5.0 Procedure
- Ensure all reference documents should be available at site.
- Ensure that valid permits are obtained from concerned authorities wherever applicable.
- Tool box talk will be conducted by the CEP/Site supervisor prior to start of work and
attendance will be recorded.
- Ensure only trained persons shall operate the Testing equipment.
- Ensure to provide proper barricades, caution signage’s before starting the Testing
activities to prevent the entry of unauthorised persons to the work area.
- Ensure all concerned personals shall use PPE and all other items are required.
- Ensure the availability of Calibration certificates for the test kits and measuring device.
- Competent Electrical Person with valid license for receiving LOA will be full time
available at site.
- Ensure to provide uninterrupted power supply for the Testing kit.
- Ensure that the Earthing of Test kit and the equipment where ever necessary.
- Always notify Owners Engineer before performing any activities.

- All Tests shall be carried out for in presence of Client’s Engineers.


- Good housekeeping will be always maintained at site.
Mechanical Checks and Visual Inspection:
- Inspect switchgear and all components for any physical damage / defects.
- Check nameplate information for correctness.
- Inspect enclosures for proper alignment, foundation fixing, and grounding & vermin entry.
- Inspect all covers, panels’ section and doors for paintwork and proper fit.
- Check all the transport locks are removed.
- Check for smooth and proper movement of racking mechanisms, shutter, rollers, rails and
guides.
- Check proper alignment of the primary and secondary contacts.
- Check operation of all mechanical interlocks.
- Check tightness of all bolted connections.
- Check for correct phasing connection of bus bar.
- Perform mechanical check and visual inspection for breaker / Contactor as per section.
- Perform mechanical check and visual inspection for instrument transformers as per section
- Perform mechanical check and visual inspection on all disconnect / grounding switches as
per section.
Insulation Resistance Test:
- It includes panel enclosure, Busbar, CT and MCCB. The following precautions should be
taken care, before starting the testing.
- A visual inspection will be made to ensure the surface dust and moisture has been
removed from the component under test. 
- Ensure the component is isolated from other connected system, which may feedback to
other components or circuits not under test.
- On testing, voltage shall be applied between one phase and other phases connected with
ground, testing shall be repeated for other phases as mentioned above.
- Test voltage limits mentioned in table below:
Phase to Earth (For each Phase) 500VDC 1 MIN
Phase to Phase 500VDC 1 MIN

Contact Resistance Test


This test is to confirm the busbar joints are connected properly and verify the tightness.
The test shall be done with CBs inserted and closed. Measure the contact dc resistance
between panels by injecting 100A DC. This will include bus bar joint, CB contact resistance.
- Earth one side of the testing point of circuit breaker starting test.
- Contact resistance of the CB will be measured using CRM.
- Measuring of DC resistance by V/I principle.

- Connect the current leads and voltage leads across R-phase.


- Voltage measurement leads should be put inside the current leads.
- Close the Circuit Breaker.
- Switch on the aux. supply to the test kit.
- Contact resistance of main contacts shall be measured by injecting the 100A of DC
Current through the connecting point in each phase (R, Y, and B) one by one.
- The result displayed on the kit shall be recorded.
- Repeat the same test for other phases.
CT Primary Injection test
- Confirm the tightness of CT secondary leads tightness in the LVAC panel.
- CT secondary circuit should be connected to the meters.
- Conform the CT circuit as not been kept open in anywhere.
- Arrange the test kit in the proper location and connect the auxiliary supply to the socket
with suitable current
- Carrying capacity.
- Connect current injection leads to R-phase of Busbar at suitable point according to the site
condition.
- Switch on the primary injection kit and gradually increase the current up to 10% rating of
lower CT ratio.
- Confirm the secondary current flow in all the CT cores and no sound in the CT.
- Increase the current up to 50% of rating of CT and record the values in all meters.
Confirm the core utilized for
- Particular purpose.
- Switch off the test kit after recorded the current in various points.
- Repeat the test in all other phases.

Interlock & Functional Checks:


- Basically, LVAC used on 3 out of 5 conditions
- Buscoupler-1 normally in open condition when incommer-1, incomer-2 and is in service.
- If Incomer-1 supply fails the bus coupler-1 CB Close (After time delay) and incomer-2
supply extended to Bus-A.
- After supply resumed in incomer-1, Buscoupler-1 CB will trip and incomer-1 CB will
close.
- If Incomer-2 supply fails the bus coupler-1 CB Close (After time delay) and incomer-1
supply extended to Bus-B.
- After supply resumed in incomer-2, Buscoupler-1 CB will trip and incomer-2 CB will
close.
- Check all mechanical and electrical CB functions, alarms and indications.
Relay testing:
- Verify all relays and other accessories are available as per the approved drawings
- Check the earthing of relay and panels.
- Check the tightness of all connections and panel
- Extend the AC&DC auxiliary supplies from the approved MCB/Panels.
- Relay testing includes verification of operation of switching device tripping mechanism
and alarm.
- Protective relays shall be tested and commissioned in accordance with manufactures
instruction.
- All protection relays shall be tested by means of secondary injection at the normal settings
to verify
- Operating parameters.
- Secondary injection of protection relays and instruments.
- All the activities shall be inspected by Clint’s Engineers and it will be recorded as per
Tender / OES requirements.
6.0 Safety Precautions and Measures
Control Measures
- Calibration certificates shall be provided for all equipment to be used for the testing work.
- HSE officer will ensure all the labour/Site staff shall be wearing proper PPE inside site.
- All worker/Site staff/visitors shall be allowed only after wearing appropriate PPE in the
site.

Safety Provision
The following safety and precautionary measures will be taken prior to start of the activity.
- Tool box talk shall be conducted and all workers who shall be involved in the testing
works shall be well oriented to the nature of work.
- Ensure the work force deployed for these activities are having adequate skill and
undergone required HSE training.
- Ensure required LOA/PTW is available at site before starting the job.
- All equipment’s, tools & tackles shall be checked by HSEA before starting the job.
- Segregated access for equipment and workers shall be provided.
- Ensure enough drinking water is available at work site.
- Ensure work crew is provided with adequate transportation facilities.
- Ensure all employees are clear about their job, tasks and hazards involved.
- Ensure all the testing kits and tools to be used are in good working condition.
7.0 Responsibilities
- Construction Manager is over all responsible for Safety, Quality and Progress of the
Project.
- Testing Engineer shall be responsible for the site testing activities and implementation of
all testing plans.
- HSE Officer will be monitoring all works are being carried out in accordance with the
safety requirements on site.
8.0 Emergency
In case of Emergency,
- Stop the work.
- Turn off the power supply of the Testing kit.
- Alert the nearby workers to reach to the nearest assembly point.
- Don’t get panic and do not run.
- Inform the site HSE officer and other key personnel from the emergency contacts numbers
displayed in the site.
- Call emergency services if required.
- Supervisor shall make head count and report.
