Chancellor (Rector) or Dean of Engineering. In the case of Technical and
Vocational centres you have to contact the Ministry of Education and the
Ministry of Labour.

b. Private Training Centres. You should contact the owners and to take into
account that they will usually prefer to use the available cheap loans for
the project and to use their own money for other purposes.

c. Director of a Training Center.

available financing would be:

a) Public Institutions: Approx. 1% interest. Repayment in 30 years with some grace


period. The Sovereign Guarantee of your country will be required. Project
amount: from 2 to 30 million EUR.

b) Private Institutions: Approx 2% interest. Repayment period from 6 to 10 years.


Owner guarantee is required. Project amount, from 1 to 30 million EUR.

In case of big amounts, EDIBON accommodates the total amount in three


or more steps, depending on the financing possibilities and the strategy to
follow in the Spanish Ministry in order to get success.

1st and 2nd steps, the maximum amount must be under 2,5M EUR. The 3rd
step can be any amount but about 5M EUR is adequate. The rest of the
steps can be any amount.

be valid only if The Spanish Financial Facility, or any other financial
facility for its financing acceptable to the CUSTOMER, has been

conditions, always your customer is free to decide or change his mind.

With these two documents and the project itself, EDIBON asks for the financing,

The procedure really starts when the customer receives our project design, so in order to do
that we can offer:

 EDIBON designs a tentative project, normally free of charge.


 The Representative receives the EDIBON design and give to the end customer.
 The customer receives the tentative project.
 The customer makes modifications and sends them back to the Representative. (VERY
IMPORTANT: It is strongly recommended the final technical project to be based on the
EDIBON proposal). The High-Tech SCADA units and SCADA-NET must be included.
 The Representative sends the new project to EDIBON.
 EDIBON checks it in order to be sure that the project can be approved by Spanish
Government. High-Tech SCADA and SCADA-NET guarantee success.
 EDIBON, through the Representative, sends the project back to the customer, including all
the modifications for end customer final approval.

Note: These steps can be simplified in most of the cases.

 The project has to be approved by the end customer (University, Ministry of Education or
any other institution). All the end customers usually approve their project in their own

Planning Department.
 Once the project has been internally approved, the end customer institution submits it,
through its appropriate Ministry, to the National Planning.
Such National Planning can:
 Refuse the project with objections, so we have to start again.
 Approve the project. In this case the project will have National Priority.
 With National Priority, the project moves to Ministry of Financing (MOF). The MOF has to
find the financing. We can offer our financing to MOF.

There are two options.

a) No tender is required.

specifications. It guarantees our success in the tender. With EDIBON specifications in the
tender, we have 99,99% success possibilities. In this case, we sign the REAL
CONTRACT.

This committee studies the financial operation when «EDIBON asks for
that officially» with the Provisional Commercial Contract and Priority
Letter from MOF.

CREDIT APPROVAL FROM SPAIN

When the Interministerial Committee approves the conditions, it


informs your country authorities. In this moment:

 The financial authorities accept or not the credit.

 In case your country financial authorities accept the credit,


they negotiate the details and conditions with ICO (Spanish
counterpart).

SPANISH SOFT LOANS (FIEM)

Spanish soft loans are available for countries with less that 3.900 $ rent
per capita. Their approximate conditions are as follows:

 Interest rate: lower than 1% per annum.


 Repayment period: Up to 30 years.
 Grace period: Up to 10 years.
 Guaranties: Required.

They can be used basically only for public institutions, since the
Sovereign Guarantee is required and usually it is not given for private
transactions.

SPANISH COMMERCIAL LOANS

 Amount: From € 0,5 million to € 20 million.


 Interest rate: usually between 2% and 4% per year.

period are related with the amount and the technical level of the
project, as well as with the commercial and political situation of the
buyer´s country.

government to write off all or part of its public debt with

(Interministerial Committee) is «generally accepted», after that, ICO (In
