Concerning the question," Put yourself in the shoes of a manager and explain what this
definition means in the context of a company operation." If I may explain and describe base
on my work experience as a middle managerial role in a company where I use to work (PT.
EFLAG SOLUTIONS INDONESIA). In my experience, the Manager's capability to achieve
goals is dependent on the authority and scope of work given by the company to perform
POLC. Therefore, I couldn't agree more with the phrases such as "conflict resolution,"
"authority and power," and "the task of leadership." introduced by Mary Parker Follett, Mary
Parker Follett: Prophet of Management (Boston: Harvard Business School Press, 1995)
written by P. Graham. However, there are limits and restriction in performing and achieving
organizational goals as the method for "conflict resolution," need to follow local regulations,
humane and ethical, for example, in my experience working in PT. EFLAG SOLUTIONS
INDONESIA, a  technology consultancy company that specialized in Radio Network
Optimization & Mobile network construction services faced serious cashflow issues due to
late invoice collection from the client. Due to cash flow issues, the company had no choice
but to delay payment to its operating cost, which includes employee's salaries. As a middle-
level manager, I was briefed that our head office in China will not ease the financial
constraint we faced in Indonesia and expected to solve the situation along with the General
Manager in charge of Indonesian operation. Therefore, proper planning, re-organizing, and
drastic measures need to be taken to keep the business operates.

Firstly, late invoice collection issues were investigated thoroughly where precisely the
bottlenecks may happen by working closely with the client's whether due to improper
documentation or insufficient proof of completed work, then categorized each problem. As
the issue was already classified, then I had to assign two different teams to handle the
situation mentioned.

Secondly, though the invoice collection issues settled, there was a duration in which each of
the invoices will need 30 days for the company to receive the payment. Furthermore, not all
invoices issues were solved at the same time; thus, the funding necessary to ease down the
cash flow problem was insufficient. At the same time, there were overheads, such as
employees and cars lease. Therefore to mitigate these problems, several actions were taken,
these actions were:

1. review and evaluate the line of services offered to the client, classified which service that
has a high operating cost and low delivery. Then, propose to the General Manager to
subcontract the specific line of work to another company. At the same time, most employees
in charge, such as field engineers, moved to another division, and supervisory engineers were
utilized to review the subcontracted work assigned to another company. The car lease that
serves this particular line of work automatically gets terminated, and several short term
contract workers were not extended.
2. Since in Indonesia, typically, salary is received monthly, but the company was unable to
pay all employee's wages at the same time despite the measure taken in a point mentioned
above. Therefore, I proposed a total monthly salary shall be split into bi-monthly temporarily
until the recurred cash flow problem is solved.

3. The root cause of PT. EFLAG SOLUTIONS INDONESIA cash flow problems were due to
client exclusivity without enough diversification with another client base. Therefore, I engage
in efforts to get another client with a similar scope of work but less demanding completion
criteria. Thus, driving down the service price and faster invoice collection due to less
stringent completion nature.

In the end, PT. EFLAG SOLUTIONS INDONESIA was able to tackle the situation
mentioned above. As a Manager, base on my experience, it wasn't easy at all as most of the
time, every action and plan will be tested and challenged. Therefore, being creative alone will
not be enough, and drastic measures may need to be done to get the business operating.

In your opinion, when having to delay or deter employee payroll, how do you think that
effected employee morale? Also, how that might be related to the quote “The art of getting
things done through the efforts of other people.”?
I feel that when people work hard for no pay, or no vision on direction from management,
they turn and start marching in the opposite direction of where the business wants to be.
Having to handle financials for a division in a  start-up company, we have to defer payment
to some services. However, when we discussed directly with our provider about how we will
give payment (they wanted net 30 but we were able to negotiate to net 90) they were more
willing to work with us as we also gave them a "carrot" with adding in a percentage for late
fees. However, I don't have much insight with not paying internal employees so I would like
to hear what your experience was in regards to the above questions in the first sentence.

Hi Brian, I frankly couldn't agree with you more as it happened before at my previous
workplace, with high employee turn over especially when the business was having difficulty,
and i thought nothing more proper than getting the remaining staff that willing to stay the
complete insight on how the business going to survive. However, the only difference with
your situation, I didn't have the liberty to give them "carrot" for the temporary inconvenience
they felt. Though it was utterly unprofessional in a sense, I showed them that I care and
choose to approach them like my own family. Only by then, we were able to pull through this
situation.
