I. SITUATION OVERVIEW

On March 16, 2020, President Rodrigo Duterte signed Proclamation No.


929 placing the entire country under a state of calamity as cases of the novel
coronavirus in the country continue to rise.

Based on the report, the following are the summary of COVID-19


related cases in Caraga region:

III. ACTIONS TAKEN

RDRRMC/OCD
 Disseminated warnings and advisories through SMS, email,
telefax and social media to RDRRMC member agencies,
LDRRMCs, other stakeholders and the general public;
 Operations Center closely monitoring AOR for timely reporting re:
effects of COVID-19 in the region;
 Advised all LDRRMCs to take appropriate actions and submit
Situational Report if necessary;
 RDRRMC EOC is now on “RED Alert Status” effective 0800H March
19, 2020;
 Closely monitoring and in constant coordination with concerned
agencies and offices for situational updates;

● Regional Management attended the first (1st) quarter Regional


DRRM Full Council Meeting for CY 2020 with the following
agenda:
-State of Public Health Emergency
-Four (4) DRRM Thematic Areas
-Other Related Matters.
 Sending latest advisories to all barangays thru text messages and
fb messenger
 Advice Barangays to post in their respective barangay hall the
notice for implementing social distancing especially to clients.
 Informed all LGUs in the province on the updates on COVID-19
 Disseminated all DILG issuances relative to the control and
management of Covid 19
 Activated Caraga Regional Disaster Monitoring and Reporting
System since 28 February 2020
 DILG Covid 19 Focal Person attended the Caraga Inter-Agency
Task Force for Covid 19 coordination meeting.
 Caraga Regional Disaster Monitoring and Reporting System now
on 24/7 operations
 Advised LCEs to take necessary precautionary measures in the
control and management of Covid-19
 Conducted Regional Management Meeting, March 16, 2020 to
discuss working arrangements and the positioning of skeletal
force in the Regional Operations Center
 Conducted a meeting/briefing with the DILG-XIII COVID-19
OPCEN Duty Officers regarding the reporting systems and other
guidance
 Strong coordination with members of Local Task Force
 Disseminated DILG Memorandum Circular No. 2020-061 Re:
Ensuring that the Food Relief Operations to be Distributed to
Muslim Communities are Halal Compliant during the period of
Enhanced Community Quarantine, and No. 2020-62 Re:
Suppletory LGU Guidelines on the Implementation of Enhanced
Community Quarantine in Luzon, and State of Public Health
Emergency in other Parts of the Country due to the COVID-19
Threat, and DILG Memorandum dated 21 March 2020 Re: DILG
Internal Communication Protocol in the Fight against COVID-19
Threat
 DILG Regional Office is preparing for the scheduled meeting of
the Regional Inter-Agency Task Force and Regional
Development Council (RDC) through a Tele-Conference for a
harmonized policy of all LGUs regarding the implementation of
community quarantine in the entire region.
 DILG Regional Office issued Regional Circular No. 2020-01 Re:
Work Arrangement for DILG Region XIII Personnel
 Compiled and provided DILG Issuances to LGUs through the
Provincial, City and Municipal Offices relevant to COVID 19 .
 DILG Regional Office is preparing for the scheduled meeting of
the Regional Inter-Agency Task Force and Regional
Development Council (RDC) through a Teleconference for a
harmonized policy of all LGUs regarding the implementation of
community quarantine in the entire region.
 DILG Regional Office issued Regional Circular No. 2020-01 Re:
“Safer, Adaptive and Disaster-Resilient Filipino Communities toward Sustainable
Development”
Work Arrangement for DILG Region XIII Personnel
 Prepared unified guidelines for implementation during the
general community quarantine such as protocols for
checkpoints, movement of residents and transport of goods,
curfew, and regulation of business establishments among others.
 Conducted a meeting that discussed the additional functions
of Operation Center Duty Officers relative to an online
reporting system implemented by the national level to track
actions taken by the Department regarding complaints and
other concerns of the general public.

DSWD
 Attended the RDRRMC 1st Quarter Meeting last March 18, 2020
with focused agendum on the outbreak of COVID-19 in order to
come-up with agreements on how to prevent and mitigate the
spread of the disease in the region and come-up with response
strategies to the affected municipalities in the region.
 Raising of the Caraga Regional DRRM Operations Center to RED
Alert Status and Activation of the Response Humanitarian Cluster for
COVID-19 Threat.
 Coordinated with Philippine Coast Guard Station in Surigao del
Norte for the information regarding their port offices and the arrival
and departure of sea vessels plying across Siargao and Dinagat
Islands to fast-track the provision of relief augmentation to island
municipalities.
 Coordination with DPWH to allow the Field Office to preposition
10,000 FFPs in their warehouse located in Surigao City.
 DRMD established skeletal duty for the continuous monitoring
and coordination with LGUs.
 Conduct monitoring to the prepositioned goods to ensure that
the welfare goods are in good condition for distribution.
 Warehouse staffs were alerted to ensure readiness of
dispatching food and non-food items for possible relief
augmentation.
 Submitted an Implementation Plan to provide budget for the
food rationing to the affected families/individuals in the region due
to COVID-19 outbreak.

by RHU nurses, BHW, BFP and PNP personnel from SFADS.
 The checkpoint was initially set-up at Cutlog Hills, Brgy.
Cambagang, Barobo, Surigao del Sur but was moved
after local officials from Barobo protested the presence
PGAS/SFADS personnel operating outside their AOR.
(Cutlog Hills is where the detachment of the PNP Regional
Mobile Force is permanently stationed).

own checkpoint just a few meters from the PGAS
checkpoint, located at the provincial boundary. Both

 As of reporting time, San Benito is overall peaceful. Checkpoints
in the entrance and exit of the municipality conducted by PNP
and RHU are orderly and generally organized.
 The LGU strongly advocates social distancing, in fact, even
during their fiesta week, they cancelled all the activities, and
some were rescheduled in their forthcoming Araw celebration
on September 2020.
 They have disseminated the information thru ―bandilyo‖ and
other IEC materials and activities.
