2.2 Provision for Operation and Maintenance

2.2.1 Training Program

2.2.1.1 General

The Contractor shall transfer all necessary knowledge to the Owner and the
Owner's operating personnel for safe and proper operation and maintenance
of the Works.

The Contractor shall provide training on Site and at the manufacturers'


workshops as required. The transfer of knowledge shall ensure that the
Owner's staff shall be able to operate and maintain the facility after
commissioning of the plant.

The Contractor shall provide training and guidance services for the operation
and maintenance of the equipment supplied under the Contract. The training
and guidance services shall be provided to personnel from the Owner, of up
to thirty (30) persons and shall include classroom training and on the job
training and guidance. A structured training course shall be developed for all
of the equipment supplied under the Contract.

The Contractor shall instruct the Owner's nominated staff in the


commissioning, operation and maintenance of the Plant and shall include
lectures and demonstrations as required. From five (5) months prior to
commencement of the functional test and commissioning of the navigation
locks and spillway equipment until the Take-Over of the plant, the Contractor
shall instruct the Owner's technical staff who will subsequently be responsible
for operation and maintenance of the electromechanical and hydro-
mechanical equipment and of the transmission line system, and for the safety
surveillance and monitoring of the civil works. The Contractor shall satisfy
himself that the Owner's staffs are fully capable of operating and maintaining
the Plant before leaving the Site.

If the Owner so requests in writing, Contractor's equipment supervisors shall


remain at the Site for further instructing the Owner's staff in the operation and
maintenance of the Works for a period not exceeding three months after the
date of conclusion of the scheduled training program .

The Contractor shall prepare his detailed training plan, which shall be
submitted to the Owner for non-objection.

The Contractor's training supervisors who are to provide and co-ordinate the
specified training and guidance services shall be reliable, specialized,
competent, experienced and subject to the non-objection of the Owner.
Biographical data of the personnel proposed by the Contractor to render the
training and guidance services shall be submitted to the Owner for non-
objection fifty six (56) days prior to the commencement of classroom training.

2.2.1.2 Classroom Training

a) Classroom training at the EGAT Training Centre

The Owner will provide classroom training at the EGAT Training Centre in
Thailand. The classroom training will be conducted by EGAT training
supervisors in association with the Contractor. The Contractor shall provide
at least one experienced supervisor to participate, assist and coordinate with
this training.

The classroom training shall be provided for a period of three (3) months and
shall begin at least five (5) months prior to commencement of the tests of the
first generating unit of the powerhouse. The training lectures and written
material shall be presented in English. The classroom training courses shall
be structured as follows:

b) Control Systems Training

The Contractor shall carry out initial training on the control systems of the
plant at the manufacturer's works for six (6) Owner's personnel selected from
the thirty (30) Owner's personnel referred to in Subsection 2.2.1.1 for
1½ months. It is intended that the Owner's personnel assigned to this initial
training shall be also assigned to witness the factory acceptance test of such
control systems within the same period.

The Contractor shall provide a comprehensive software course that shall


include detailed instruction on all aspects of software proposed for the control
systems included in his scope of supply.

A further control system training shall be carried out at the site where the
control system elements will be finally assembled.

The control system training plans shall include details of the topics to be
covered, associated schedules, and biographical data of the training
supervisors proposed by the contractors.

c) Operation and Maintenance Training at Site

This training shall be carried out at Site and shall be for up to thirty (30)
Owner's personnel for two (2) months.

The Contractor shall provide a complete operation and maintenance course


on every aspect of the equipment. The training at site shall be highly
practically-oriented, incorporating considerable contact with the actual
equipment and structures and ensuring familiarity with it.

The hardware operation and maintenance course shall be programmed to


commence at least three (3} months in advance of the commencement of
commissioning. Detailed instructions on the use and interpretation of
diagnostics for all equipment supplied shall also be provided.

2.2.1.3 On-the-job Training and Guidance

a) General

The Contractor shall prepare and submit detailed plans for on-the-job training,
for review and approval by the Owner fifty six (56} days prior to the
commencement of on-the-job training and guidance. The on-the-job training
plans shall include details of the topics to be covered, associated schedules,
and biographical data of the training supervisors proposed by the Contractor.

The on-the-job training and any associated written material shall be presented
in English.

The Contractor shall be responsible for all costs associated with the
preparation and presentation of the on-the-job training, but will not be
responsible for the costs associated with the wages, accommodation or travel
of the trainees.

b} Plant Personnel

The Contractor shall provide on-the-job training and guidance which shall be
directly related to the functional tests, commissioning, operation and
maintenance of the Plant and shall be rendered by the Contractor's
experienced erection, testing and commissioning supervisors.

The on-the-job training shall begin at the commencement of Functional Tests


of the first equipment provided under the Contract, after completion of the
classroom training. The on-the-job training shall continue until Taking Over of
all equipment provided under the Contract.

2.2.1.4 Post-commissioning Assistance

If so required, the Contractor shall assist the Owner after the Take-Over in the
solution of any operation problem which may arise by making available on call
specialists in equipment operation. Until the expiry of the General Warranty
Period, such assistance shall be deemed included in the various equipment
prices.

After the expiry of the General Warranty Period, such assistance will be paid
by the Owner according to unit prices to be negotiated.
